Building a series of mechanisms and policies on renewable energy

At the regular press conference of the fourth quarter and press meeting on the occasion of the new year 2025 of the Ministry of Industry and Trade, on the afternoon of January 7, informing reporters of the Electricity Law (amended), Deputy Director of the Department of Electricity and Renewable Energy, Ministry of Industry and Trade - Mr. Bui Quoc Hung said that after being approved, the Electricity Law (amended) will take effect from February 1, 2025.

Accordingly, the Ministry of Industry and Trade has assigned units within the Ministry to develop a series of mechanisms and policies for implementation. The Electricity and Renewable Energy Department alone has been assigned to develop two decrees, including one decree on investment planning and selection of investors for power projects and works; and one decree on mechanisms and policies for the development of renewable energy and new energy.

Regarding renewable energy development policies, according to Mr. Bui Quoc Hung, in 2024, the Ministry of Industry and Trade submitted to the Government a series of policies. In particular, regarding self-produced and self-consumed rooftop solar power, the Government issued Decree 135 allowing people to sell excess electricity output during self-production and self-consumption with a capacity not exceeding 20%, the electricity price is calculated as the average price for the previous year.

In addition, the leader of the Electricity and Renewable Energy Department said that the Government has also issued Decree 80 on the mechanism for direct electricity trading between electricity buyers and investors with renewable energy projects such as solar power and wind power.

The Ministry of Industry and Trade will continue to implement and develop mechanisms and policies to develop renewable energy. Hopefully, after being issued, these mechanisms will be suitable and meet the wishes and needs of investors in renewable energy projects, as well as electricity customers," Mr. Hung emphasized.

Continue to implement the policy of implementing the Ninh Thuan Nuclear Power Project

Referring to the contents of Ninh Thuan nuclear power development, Mr. Bui Quoc Hung informed that after the National Assembly approved the Ninh Thuan nuclear power development project, the Ministry of Industry and Trade reported to the Prime Minister in Document No. 10514 dated December 24, 2024 to submit to the Government to establish a Steering Committee for the construction of a nuclear power plant to help the Prime Minister direct and coordinate to resolve difficulties and important inter-sectoral tasks to continue implementing the policy of implementing the Ninh Thuan nuclear power project.

The second document is Submission 9987 dated December 8, 2024 of the Ministry of Industry and Trade sent to the Prime Minister proposing a number of tasks that need to be promptly deployed and implemented for the Ninh Thuan Nuclear Power Project, including:

Firstly , add Ninh Thuan 1 nuclear power plant, Ninh Thuan 2 nuclear power plant and the Power Development Plan.

Second , consider assigning EVN to be the investor of the Ninh Thuan 1 and 2 nuclear power investment projects as proposed by EVN and allow EVN to immediately deploy the appointment of consultants and review and adjust the project's pre-feasibility study according to regulations.

Third , report to the competent authority for the policy of re-negotiating to sign and adjust the Agreement with partners that have been implemented before. Assign the Institute of Energy to adjust, review and research to adjust the Power Plan VIII, including considering and adding the Ninh Thuan Nuclear Power Project to the plan.

Information on the National Power Development Plan, with a vision to 2030 and a view to 2045 (Power Plan VIII) has been issued by the Prime Minister and the Government has issued two implementation plans. According to Mr. Bui Quoc Hung, the Government is assigning the Ministry of Industry and Trade to develop a plan to review and adjust Power Plan VIII to suit the reality. The Ministry of Industry and Trade has also submitted to the Government an outline of the project to adjust Power Plan VIII; at the same time, it has submitted to the Government a policy to select a consulting unit to prepare and adjust Power Plan VIII.

Mr. Bui Quoc Hung added that the Department of Electricity and Renewable Energy and units within the Ministry of Industry and Trade have sent documents to the People's Committees of localities to review the planning and agree with the Ministry of Industry and Trade to report to the Prime Minister to review and adjust the Power Plan VIII, including existing issues and problems that need to be supplemented.

Speaking at the press conference, Deputy Minister Nguyen Sinh Nhat Tan said: The Electricity Law (amended) will take effect from February 1, 2025, which is a pressure on the industry and trade sector. However, the Ministry of Industry and Trade determined that the Electricity Law (amended) will be issued soon, the new contents of the Law will be applied and create a legal framework, with mechanisms to encourage and promote the development of power sources.
