Hanoi In addition to some fees at the beginning of the year, many private schools require parents to pay a 10th grade registration fee, ranging from 1-23 million VND, which may not be refunded if they cancel their enrollment.
Hanoi has more than 100 non-public high schools, enrolling nearly 30,000 10th graders each year. By March, many schools had announced their enrollment plans and required fees.
In addition to tuition and expected fees for uniforms, facilities, boarding services, and transportation, many schools require parents to pay an additional registration or admission fee if they are accepted. This fee is often referred to by parents as a “deposit” or holding fee. If the student enrolls, the school will deduct it from the costs. If the student is not enrolled, depending on the school, the parent may or may not receive a refund.
This fee currently ranges from 1.2-23 million VND, determined by the schools themselves:

Archimedes Academy High School in Dong Anh District has the highest registration fee at VND23 million; monthly tuition is VND8 million. Other schools with fees above VND10 million include Viet-Uc Hanoi, Ly Thai To, Newton, Luong The Vinh, Sentia, and Hanoi Academy. Tuition fees at these schools are typically VND7-20 million per month.
Of these, the Vietnam-Australia School said that the fee will be refunded 100% if the student transfers schools at the end of the school year, and 50% if they drop out in the middle of the year. The Hanoi Academy School also refunds the entire fee if the student attends for at least one year. In case of not studying or dropping out in the middle, the fee will not be refunded.
Meanwhile, Archimdes Academy and Luong The Vinh schools will not refund registration fees if students withdraw from school.
For the remaining schools, the common fee is 2-5 million VND. Phan Boi Chau High School in Ha Dong District has the lowest fee, only 1.2 million VND. The school said this fee is refunded if the student passes the 10th grade public exam of the Hanoi Department of Education and Training, but not in other cases.

The registration and reservation fees have been controversial for many years. The reason is that there is no such fee in the education sector's regulations, but many schools say that they operate like businesses and should negotiate with parents. In 2018, the Hanoi Department of Education and Training requested that private schools not charge admission and registration fees, but this has continued in the following years.
The leader of a private school said that the deposit requirement is to limit the virtual rate, causing difficulties in enrollment; at the same time, it allows families to consider and be responsible for their choices.
The race to get into public 10th grade in Hanoi is always highly competitive. Out of more than one hundred thousand candidates, only about 60% are admitted. In the inner city, this rate is lower. Since the beginning of the year, famous private schools have often been noticed, researched and deposited by parents to ensure their children have a place to study.
Mr. Nguyen Ngoc Phuc, vice principal of Tran Duy Hung Secondary School, said that if possible, parents should only deposit at 1-2 schools, choosing based on their child's academic performance and the family's financial situation.
Hanoi’s public 10th grade enrollment plan is expected to be announced this month. This year, the Department requires private schools to enroll students online, ending the situation of parents lining up and jostling to submit 10th grade application forms. Otherwise, the school will not be assigned a quota, which means it will not be able to enroll students.
