Mr. Tran Khac Huy, Head of Planning and Finance Department, Department of Education and Training of Ho Chi Minh City, affirmed that the rate of students entering grade 10 public schools in 2025 will be high.

According to him, the enrollment target for grade 10 of public high schools in the city for the 2025-2026 school year will increase by at least 5%-10% compared to the previous year, ranging from 70%-80%.

Mr. Huy said that in mid-March 2025, after schools have completed reporting the expected enrollment data, the Department of Education and Training will compile and review it. Based on the assessment of facilities, teaching staff, education and training development strategy, ensuring education quality, student rights, etc., the department will then issue official enrollment targets for each school. It is expected that by the end of March, the Department of Education and Training will have a decision on assigning enrollment targets for grade 10 for the 2025-2026 school year.

According to a representative of the HCM City Department of Education and Training, students taking the 10th grade exam this year are those born in 2010. This is the Year of the Tiger, so the birth rate is low, and the number of 9th grade students has decreased significantly, with nearly 26,000 students compared to the previous school year.

In addition, implementing the Education Development Strategy to 2030, with a vision to 2045, which has just been approved by the Prime Minister, the quota for grade 10 of public high schools in Ho Chi Minh City in 2025 will no longer be controlled by the streaming ratio as in previous years (65% - 70% of junior high school graduates will enter grade 10 of public high schools). Instead, the percentage of students entering grade 10 of public high schools this year will be calculated based on the school's reception capacity, according to each region and locality.

Data from the Ho Chi Minh City Department of Education and Training shows that last school year, the number of junior high school graduates was 116,296, of whom nearly 100,000 took the public 10th grade entrance exam. This year, the city expects to have 89,649 junior high school graduates, of whom 88,921 are from the junior high school program and 728 are from the supplementary program. With these figures, the 10th grade entrance exam for the 2025-2026 school year in Ho Chi Minh City is expected to decrease by more than 26,000 students.
