This morning, March 29, in Hanoi, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector (referred to as the Steering Committee) chaired the 10th online meeting of the Steering Committee. Deputy Prime Minister Tran Hong Ha attended the conference. Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung; Vice Chairman of the Provincial People's Committee Le Duc Tien attended the conference at the Quang Tri province bridge.

Implement projects on schedule in the spirit of "only discuss, no discuss back"

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that currently, the country has 34 major projects and 86 important national component projects, key to the transport sector in 46 provinces and centrally-run cities.

Of these, there are 5 railway projects, 2 airport projects, the rest are road projects, mainly expressways and belt roads in the Hanoi Capital region, and belt roads in Ho Chi Minh City, so the task of the Steering Committee is very large.

The Prime Minister requested ministries, branches and localities to urgently report on implementation results; shortcomings, limitations, difficulties and obstacles; and propose solutions to promote the implementation of projects on schedule in the coming time in the spirit of "only discussing action, not backtracking".

At the conference, leaders of the Ministry of Transport reported specifically on the progress of projects; investment procedures; the granting and exploitation of common material mines to serve projects according to issued mechanisms and policies.

It clearly stated that, regarding the site clearance work, most localities have been very active, determined to implement and basically meet the construction progress. However, the construction of resettlement areas and relocation of high-voltage power lines has been slower than required.

Regarding common construction materials, for the North-South Eastern Expressway project in the 2021-2025 period with component projects from Ha Tinh to Khanh Hoa, contractors have only exploited 14/17 sand mines, meeting about 91% of demand, and 43/55 soil mines, meeting about 77% of demand. The remaining mines, although their exploitation volume registration has been approved, have not yet been exploited because contractors are coordinating with localities to carry out procedures for transferring land use rights, land lease, and changing forest use purposes.

For the Can Tho - Ca Mau section project, An Giang, Dong Thap and Vinh Long provinces have arranged a sand supply of 16.02 million m3 , while the source of 2.98 million m3 has not been determined.

Leaders of the Ministry of Transport have also proposed and recommended a number of solutions to speed up the progress of procedures in investment preparation; overcome difficulties and obstacles, take advantage of favorable weather conditions to promote the construction of key projects such as: Huu Nghi - Chi Lang; Dien Chau - Bai Vot; Cam Lam - Vinh Hao; 5 East-West expressway projects and belt roads; Nhon - Hanoi railway station urban railway project; Long Thanh International Airport project.

Speaking at the conference, Chairman of the Provincial People's Committee Vo Van Hung reported in detail on the progress of the Van Ninh - Cam Lo Expressway Project through Quang Tri province; clearly stating the difficulties and obstacles in site clearance and resettlement, relocation of affected households.

Accordingly, the total number of affected households that must be resettled is 351, of which 155 households are resettled on the main highway route, the remaining 196 households are located within the service roads, road corridors and intersections, so the construction progress is less affected. Currently, Quang Tri province has relocated 67/155 households (within the main highway route), the remaining 88 local households are continuing to propagate and mobilize.

Regarding the work of identifying sand mines, stone mines, and earth quarries to serve the project, the province has been providing maximum support to businesses and investors to remove obstacles, issue specific mechanisms, and at the same time review and increase the capacity of licensed stone mines, sand mines, and earth quarries that are being exploited in the area to meet the needs and construction progress.

Chairman of the Provincial People's Committee Vo Van Hung proposed that the Government, ministries and central branches continue to pay attention, support and create favorable conditions for the province through mechanisms, policies and resources so that the locality can promptly resolve and remove difficulties and obstacles in the process of project implementation.

Chairman of the Provincial People's Committee Vo Van Hung pledged to strive to basically complete site clearance and relocation of affected households to hand over the clean site of the 32.53 km Van Ninh - Cam Lo expressway in April 2024.

Concluding the conference, Prime Minister Pham Minh Chinh commended ministries, branches and localities for their proactive and active coordination in implementing assigned tasks in the past time, while emphasizing the huge amount of work that must be carried out in 2024.

The Prime Minister requested ministries, branches and localities to continue to enhance their spirit and responsibility, be more proactive and determined, and focus on removing difficulties and obstacles to effectively implement important national and key projects in the transport sector.

Timely handle issues related to site clearance, materials, logistics roads, and technical works; better ensure the environment, social security, and lives of affected people.

In particular, the task is assigned to localities to completely resolve the site clearance for the North-South Expressway Project in the 2021-2025 period before April 30, 2024; 3 East-West Expressway projects and 2 beltway projects in the second quarter of 2024; coordinate with investors to determine the priority level of handing over the site in advance for the critical section. At the same time, speed up the construction of resettlement areas, ensuring stable lives for the people.
