The Standing Committee of the Provincial Party Committee listened to the report on the review, assessment and proposal for recognition of safe zone communes and safe zone regions.

Comrade Ngo Chi Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the 15th National Assembly Delegation of Tra Vinh province and Comrade Lam Minh Dang, Deputy Secretary of the Provincial Party Committee chaired the meeting.

Attending the meeting were comrades: Tran Quoc Tuan, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission; Nguyen Quynh Thien, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Secretary, Chairman of the People's Committee, Head of the Propaganda and Mass Mobilization Commission, Head of the Department of Internal Affairs of Cang Long, Cau Ke, Tieu Can, Chau Thanh districts and Tra Vinh city.

Cang Long District: currently, 7/14 commune-level administrative units have been recognized as ATK communes (An Truong, An Truong A, Duc My, Nhi Long, Nhi Long Phu, Dai Phuc and Dai Phuoc).

Comrade Tran Thi Bich Phuong, Provincial Party Committee member, Secretary of Cang Long District Party Committee reported on the review, assessment and proposal for recognition of ATK communes in the district.

The district has prepared and submitted scientific documents to request recognition of 5 more ATK communes (Huyen Hoi, Tan An, Phuong Thanh, My Cam and Binh Phu). Currently, the district has completed bidding procedures, signed contracts with consulting units; at the same time, quickly completed the handover of district-level appraisal to the District Appraisal Council, then completed the documents and submitted them to the province as soon as possible (expected in the last week of March 2025).

As for 2 units: Cang Long town and Tan Binh commune, they are capable of meeting the ATK commune criteria. The district is continuing to prepare documents to request recognition.

Cau Ke District: By March 2025, a total of 06/11 commune-level administrative units have been recognized as ATK communes by the Prime Minister, including: Ninh Thoi, Thanh Phu, Thong Hoa, Tam Ngai, An Phu Tan, Phong Thanh.

Comrade Tran Phong Ba, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Cau Ke district reported on the review, assessment and proposal for recognition of the Safe Zone commune in the district.

There are 03 communes: Hoa Tan, Chau Dien and Phong Phu that have had the policy of the Provincial People's Committee to establish scientific dossiers and currently the communes are preparing the dossiers. Only 02 units: Cau Ke town and Hoa An commune do not meet the criteria of ATK communes. Cau Ke district has been approved by the Chairman of the Provincial People's Committee to implement the scientific dossier to recognize the ATK zone.

Tieu Can District: currently has 05/11 commune-level administrative units recognized as ATK communes: Tap Ngai, Ngai Hung, Tan Hung, Hung Hoa and Tan Hoa.

Comrade Nguyen Van Hung, Secretary of Tieu Can District Party Committee, reported on the review, assessment and proposal for recognition of ATK communes in the district.

Through review, Tieu Can district currently has 02 social administrative units that meet 3/5 criteria to propose recognition as ATK communes according to regulations (Hieu Trung commune and Long Thoi commune) and the Provincial People's Committee has approved the preparation of scientific dossiers to propose recognition as ATK communes. Currently, the district is coordinating with Pro Phuong Nam Joint Stock Company to carry out procedures and dossiers to propose recognition.

For the ATK zone, Tieu Can district has 05/11 communes recognized as ATK communes (accounting for 45.45% of the commune-level administrative units recognized as ATK communes), eligible to prepare a dossier for ATK zone recognition. The district has submitted and received approval from the Provincial People's Committee to prepare a scientific dossier to propose ATK zone recognition. Currently, the district is carrying out procedures and dossiers to propose ATK zone recognition.

The remaining communes and towns (Cau Quan town, Tieu Can town, Hieu Tu commune and Phu Can commune), through review, show that these units do not meet the criteria and are not qualified to establish a scientific profile for ATK commune.

Comrade Duong Hien Hai Dang, Provincial Party Committee member, Director of the Department of Home Affairs reported on the progress of preparing scientific dossiers to propose recognition of ATK communes and ATK regions (phase 4) in the province.

Chau Thanh District: has 14 commune-level administrative units, up to now the district has no commune recognized as ATK commune.

Through screening, Chau Thanh district has 5/14 communes and towns that meet 3/5 ATK commune criteria including: Song Loc, Nguyet Hoa, Luong Hoa, Hung My and Thanh My.

According to the report of the leaders of Chau Thanh district, on January 22, 2025, the People's Committee of Chau Thanh district issued Document No. 12/TTr-UBND to the Provincial People's Committee requesting approval to build scientific dossiers for ATK communes for the above 05 communes. Accordingly, on January 25, 2025, the Chairman of the Provincial People's Committee issued Official Dispatch No. 489/UBND-NC on the establishment of scientific dossiers to propose the recognition of ATK communes for these 05 communes. Currently, the People's Committee of Chau Thanh district is taking steps to establish scientific dossiers for ATK communes for the above 05 communes according to regulations.

Deputy Secretary of the Provincial Party Committee Lam Minh Dang spoke at the meeting.

Tra Vinh City: Up to now, no commune-level administrative unit has been recognized as an ATK commune. According to the report of Tra Vinh City leaders, after review, Long Duc commune is likely to meet 4/5 ATK commune criteria.

Speaking at the meeting, Secretary of the Provincial Party Committee Ngo Chi Cuong praised the sense of responsibility of the Party committees, authorities, cadres and party members of some localities such as Cang Long, Cau Ke and Tieu Can districts who always pay attention to and implement this issue well. The localities have made efforts to coordinate with the consulting unit to review and evaluate the criteria, promptly allocate the budget estimate to the investor, so that the investor can quickly coordinate with the consulting unit to complete the bidding procedures... creating conditions for the consulting unit to prepare a scientific dossier to propose the recognition of ATK communes and ATK regions that meet the requirements.

Provincial Party Secretary Ngo Chi Cuong gave a speech at the meeting.

The Provincial Party Secretary requested local leaders, based on the results of the review and assessment, to propose recognition of ATK communes and ATK regions, to promptly complete the remaining procedures according to regulations and quickly submit them to competent authorities for consideration of recognition of ATK communes and ATK regions in the next phase.

Units that have not yet built ATK communes and ATK regions should continue to carefully study the contents of ATK commune and ATK region criteria, assigning cadres to focus on research based on the history of the local party committee (commune), the history of the district, town, city party committee, the history of the provincial party committee, historical figures, historical witnesses and archival documents, and review the contents related to the selected and synthesized ATK commune and ATK region criteria.

The Provincial Party Secretary emphasized: The Provincial Party Standing Committee pays special attention to and attaches great importance to the construction of ATK communes and ATK zones. This work not only shows deep gratitude to the people who have made great contributions to nurturing and protecting the revolution during the resistance war against France and the US, but also brings practical benefits to the people. Party committees, authorities, organizations and individuals who do not pay attention, do not urge or neglect this issue are very guilty towards the people.

As of March 10, 2025, the whole province has 29 communes and ATK areas in Cang Long district recognized by the Prime Minister as ATK communes and ATK areas during the resistance war against France and the US. Cang Long District has 07 communes (Duc My, An Truong, An Truong A, Dai Phuc, Dai Phuoc, Nhi Long, Nhi Long Phu). Cau Ke District has 06 communes (Ninh Thoi, An Phu Tan, Tam Ngai, Thong Hoa, Phong Thanh, Thanh Phu). Tieu Can District has 05 communes (Tap Ngai, Ngai Hung, Hung Hoa, Tan Hung, Tan Hoa). Cau Ngang District has 02 communes (My Long Bac, My Long Nam). Tra Cu District has 07 communes (An Quang Huu, Luu Nghiep Anh, Dinh An, Ham Tan, Phuoc Hung, Tan Son, Tap Son). Duyen Hai District has 01 commune (Long Vinh). Duyen Hai Town has 01 commune (Truong Long Hoa). As of March 10, 2025, the whole province has 25 communes and 03 districts (Cau Ke, Tieu Can and Tra Cu) that have requested the policy and received the approval of the Chairman of the Provincial People's Committee to prepare scientific documents to propose the recognition of ATK communes and ATK areas during the resistance war against France and the US. Cang Long District has 07 communes (Huyen Hoi, Tan An, Phuong Thanh, My Cam, Binh Phu, Tan Binh, Cang Long town). Cau Ke District has 03 communes (Chau Dien, Phong Phu, Hoa Tan). Tieu Can District has 02 communes (Hieu Trung, Long Thoi). Chau Thanh District has 05 communes (Song Loc, Nguyet Hoa, Luong Hoa, Hung My, Thanh My). Tra Cu District has 03 communes (Kim Son, Dai An, Tan Hiep). Duyen Hai District has 03 communes (Don Xuan, Don Chau, Dong Hai). Duyen Hai Town has 02 communes (Dan Thanh, Long Toan). 03 districts proposed to establish scientific dossiers to propose recognition of ATK zones: Cau Ke, Tieu Can and Tra Cu.
