Continuing the monitoring program on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect in Quang Ninh province", on March 21, the Thematic Monitoring Team of the Provincial National Assembly Delegation conducted direct monitoring at a number of units and enterprises in Mong Cai city and Hai Ha district. Participating in the monitoring were National Assembly deputies: Dang Xuan Phuong, Deputy Secretary of the National Assembly Party Committee; Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation; Tran Thi Kim Nhung, Standing Member of the National Assembly's Committee on Law and Justice, and representatives of departments and branches who are members of the monitoring team.
During the monitoring session, the delegation inspected the Eastern Waste Treatment Joint Stock Company on solid waste and domestic waste treatment; worked with the Mong Cai City Investment Project Management Board on the operation of the centralized domestic wastewater treatment plant and Green Tech Livestock Joint Stock Company, Hai Ha district, on the management of agricultural waste in the livestock sector.
Through the work, the units have proposed a number of contents related to the implementation of environmental protection laws such as: It is necessary to create more favorable conditions for accessing the provincial environmental protection fund; pay attention to investing in building a level 2 and level 3 collection system to improve the efficiency of basic collection and treatment of domestic wastewater; have a mechanism to encourage biogas electricity in livestock farming...
The monitoring team suggested that local authorities should pay more attention to propaganda and dissemination of laws among the people on environmental protection, especially the classification of domestic waste; pay attention to investing in infrastructure for basic collection and treatment of domestic wastewater at levels 2 and 3. In addition, relevant departments and branches should promptly remove current obstacles for localities in assessing the standards of collection, transportation and treatment of domestic solid waste; and have plans to handle environmental incidents.
For the opinions and recommendations at the monitoring session, the delegation will receive, synthesize and recommend to the competent authorities for consideration.
