On the afternoon of December 24, at the Party Central Committee headquarters, comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Chairman of the Central Inspection Committee, worked with representatives of leaders of agencies, Party Committees, public service units, the Fatherland Front and socio-political organizations in the Central Committee on the situation of summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently."
According to the report at the working session, as of 2:00 p.m. on December 23, 2024, regarding the situation and progress of implementing the project to rearrange and streamline the apparatus according to the Central's orientation, all agencies, Party Committees, and Party public service units assigned to preside over the development of the Project have completed and sent the Project to the Central Steering Committee.
For agencies, Party Committees, Party public service units at the Central level, and the Central Organization Committee : Reduce 2 department-level focal points (from 14 to 12 focal points; equivalent to 14.2%); reduce 3 room-level focal points (from 16 to 13 focal points; equivalent to 18.7%).
Central Propaganda Department and Central Mass Mobilization Department (expected after merger): Reduce 6 department-level focal points (from 25 focal points to 19 focal points; equivalent to 24%); reduce 23 department-level focal points (from 28 to 5 departments; equivalent to 82.14%).
Central Economic Committee : Reduce 3 department-level focal points (from 9 to 6 focal points; equivalent to 33.33%); reduce 10 room-level units.
Central Internal Affairs Committee : Reduce from 2 department-level focal points (from 12 to 10 focal points; equivalent to 16.67%); reduce 4 room-level units (from 08 to 4 focal points; equivalent to 50%).
Central Inspection Commission : Reduce 2 department-level focal points (from 14 to 12 focal points; equivalent to 14.2%); reduce 7 room-level focal points (from 12 to 5 focal points; equivalent to 58.33%).
Ho Chi Minh National Academy of Politics (after receiving the functions and tasks of the Central Councils of Theory and Science; merging with the National Academy of Public Administration): Reducing 21 department-level focal points (from 54 focal points before the merger to 33 department-level focal points after the merger; equivalent to 38.88%).
Nhan Dan Newspaper : Reduce 10 department-level focal points (from 25 to 15 focal points; equivalent to 40%); reduce 16 room-level focal points (from 41 to 25 focal points; equivalent to 39%).
Communist Magazine (after taking over the functions and tasks of magazines of agencies and Party Committees): Increase 2 department-level focal points (from 12 focal points to 14 focal points; equivalent to 16.6%).

Vietnam Fatherland Front, socio-political organizations at the Central level : Central Agency of Vietnam Fatherland Front: Reduce 8 department-level focal points (from 16 to 8 focal points; equivalent to 50%); increase 4 more department-level units.
Vietnam General Confederation of Labor Agency , for the General Confederation Agency: Reduce 4 department-level focal points (from 10 to 6 focal points; equivalent to 40%); reduce 3 room-level focal points (equivalent to 42.85%); transfer 2 public service units under the Board to public service units under the management of the General Confederation.
For Central and equivalent industry trade unions : Reduce 1 trade union organization (from 19 organizations to 18 organizations; equivalent to 5.26%); each industry trade union establishes at least 3 committees, after rearranging the central industry trade unions there are 54 committees (18.18%).
For public service units under the General Confederation : Reduce 4 units (from 12 units to 8 units; equivalent to 33.33%).
Central Office of Vietnam Farmers' Union , regarding the apparatus: Reduce 7 department-level focal points (from 15 focal points to 8 focal points; equivalent to 46.67%); reduce 6/8 department-level focal points (equivalent to 75%) and the Representative Office in the South.
Central Office of the Vietnam Women's Union , regarding the apparatus: Reduce 5 department-level focal points (from 15 focal points to 10 focal points; equivalent to 33.3%); reduce 9 departments in public service units (from 60 focal points to 51 focal points; equivalent to 15%).
Central Agency of the Ho Chi Minh Communist Youth Union , regarding the apparatus: Reduce 17 department-level focal points (from 32 focal points to 15 focal points; equivalent to 51.3%).
Central Agency of Vietnam Veterans Association , regarding the apparatus: Reduce 3 department-level focal points (from 10 focal points to 7 focal points; equivalent to 30%); reduce 2 departments of public service units (from 5 departments to 3 departments; equivalent to 40%).
In general, up to now, the agencies, Party Committees, Party public service units; the Vietnam Fatherland Front and socio-political organizations at the Central level have seriously implemented the summary of Resolution 18, developed projects and plans to reorganize the apparatus; at the same time, focused on drafting documents (decisions on ending operations; decisions on functions, tasks, apparatus organization, working relationships...) to submit to the Central Executive Committee, the Politburo, and the Secretariat for consideration and decision according to their authority, ensuring the correct progress and plan.
In addition, the implementation process, dissemination, dissemination and updating of information are carried out promptly and regularly; political and ideological work is focused on, ensuring unity, consensus and efforts to implement the common policy.
