On the afternoon of June 1, Comrade Tran Luu Quang, member of the Party Central Committee and Deputy Prime Minister, chaired an online conference of the National Steering Committee on combating illegal, unreported and unregulated fishing (IUU).

According to the Ministry of Agriculture and Rural Development, our country's fleet currently has 86,820 vessels, of which 29,000 are vessels of 15m or larger. To date, the installation of equipment to monitor fishing vessel journeys nationwide has reached 97.5%. Although there have been certain changes, the prevention of IUU violations is still not thorough. From the beginning of 2023 to now, 17 fishing vessels violating foreign waters have been arrested. In addition, some inspection centers have inspected fishing vessels but have not entered them into Vietnam's inspection system. The reasons are limited awareness of IUU fishing, inconsistent and synchronous actions to combat IUU fishing, lack of resources for law enforcement, weak management infrastructure, and inappropriate state management apparatus of the fisheries sector.

In preparation for the 4th working session with the EC Inspection Delegation in October 2023, the Ministry of Agriculture and Rural Development proposed that the entire sector prioritize the implementation of key tasks and solutions, such as: Completing the legal mechanism and toolkit for management; for fleet management, completing 100% of registration, licensing, inspection data, installing voyage monitoring equipment; implementing traceability of domestic output by monitoring 100% of product output unloaded through ports, and at the same time tracing the origin of products imported into Vietnam; strictly enforcing the law, severely handling violations; promoting propaganda to raise awareness about IUU; strengthening international cooperation related to this field.

In recent years, implementing the direction of the Standing Secretariat, the Government, the Prime Minister, and the Ministry of Agriculture and Rural Development on combating IUU fishing, Thanh Hoa province has resolutely and synchronously implemented solutions to combat IUU fishing. The awareness of fishermen, organizations, and individuals about the Fisheries Law and documents guiding the implementation of the Law has been raised and has had positive changes. Fishing boat owners, captains, and fishermen have basically complied with regulations on exploitation and protection of aquatic resources. The installation of voyage monitoring equipment has reached 100% of the total number of fishing boats participating in exploitation. Up to now, Thanh Hoa province has not had any fishing boats violating foreign waters being arrested. Fishing ports have gradually overcome the limitations pointed out in inspections by the Directorate of Fisheries...

Concluding the conference, Deputy Prime Minister Tran Luu Quang requested localities to focus on urgently and drastically directing the proposed task groups and solutions and fully and detailedly prepare plans to work with the EC Inspection Team. The 4th working session with the EC Inspection Team in October 2023 is an opportunity for us to remove the "yellow card" for Vietnamese seafood. Therefore, the Deputy Prime Minister requested relevant ministries, branches and coastal localities to focus on propaganda work, fleet management and strict handling of fishing vessels violating foreign waters and regulations on IUU fishing. In the coming time, the National Steering Committee on Combating IUU Fishing will directly inspect the implementation of anti-IUU fishing measures in a number of coastal localities.
