This is a foreign affairs activity on the parliamentary channel to implement the policy of upgrading Vietnam-Mexico relations to the level of Comprehensive Partnership in 2023, towards the 50th anniversary of the establishment of diplomatic relations between the two countries in 2025.
During the visit, at the Senate, Vice President of the National Assembly Tran Quang Phuong held talks with First Vice President of the Senate Sergio Pérez Flores, met with Chairwoman of the Foreign Affairs Committee Cora Cecilia Pinedo Alonso, and Chairwoman of the Border and Migration Committee Bertha Alicia Caraveo Camarena.
Meanwhile, at the House of Representatives, Vice President of the National Assembly Tran Quang Phuong held talks with Vice President of the House of Representatives Joanna Alejandra Felipe Torres, met with Mr. Alfredo Femat Bañuelos, Chairman of the Foreign Affairs Committee of the Mexican House of Representatives, Chairman of the Mexico-Vietnam Parliamentary Friendship Group, met with Chairman of the Social Committee Anna Karina Rojo Pimentel and leaders and members of the Mexico-Vietnam Parliamentary Friendship Group.

During the meetings, Vice Chairman of the National Assembly Tran Quang Phuong informed about the main features of Vietnam's socio-economic development situation, and emphasized that the purpose of the visit was to promote friendship and cooperation between the legislative bodies of the two countries, thereby contributing to strengthening and deepening the traditional friendship between the two countries in all fields.
Affirming that Vietnam always attaches importance to promoting traditional relations with Latin American countries, especially with the State, Parliament and people of Mexico, Vice Chairman of the National Assembly Tran Quang Phuong pointed out that Mexico is one of the first Latin American countries to establish diplomatic relations with Vietnam, at a time when the Vietnamese people had just won the fight for independence and national unification.
During those historic moments, millions of justice and peace lovers around the world, including the Mexican people, supported the just struggle of the Vietnamese people. Vietnam will forever remember this valuable support from the Mexican Government and people.
Congratulating the important and positive achievements in many aspects that Mexico has achieved in recent times under the leadership of President Andres Manuel Lopez Obrador, Vice Chairman of the National Assembly Tran Quang Phuong emphasized that Mexico is one of Vietnam's leading important partners in the Americas and hopes that the relationship between the two countries will become deeper and more comprehensive.
According to the Vice Chairman of the National Assembly, up to now, the Vietnam-Mexico relationship has reached a new height, suitable for the two countries to establish an upgraded framework for the Comprehensive Partnership. The Vietnamese National Assembly supports and hopes that the two sides will soon discuss and agree on a draft Joint Statement establishing the Vietnam-Mexico Comprehensive Partnership.
Thanking Mexico for supporting Vietnam in the Human Rights Council for the 2023-2025 term, the Vice President of the National Assembly emphasized that in the context of many changes in the world, more than ever, traditional friends like Vietnam and Mexico need to increase mutual support, contributing to maintaining peace and stability in the region and the world; at the same time, it is necessary to promote bilateral cooperation, especially economic and trade cooperation, bringing practical benefits to the people of the two countries.

Referring to economic and trade relations, Vice Chairman of the National Assembly Tran Quang Phuong emphasized that Mexico is one of Vietnam's most important markets in Latin America, and called on businesses of the two countries to strengthen connections and take advantage of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), of which both countries are members.
The Vice Chairman of the National Assembly stated that although bilateral trade reached 5.4 billion USD in 2022, the two countries need to continue to make further efforts to increase trade turnover to match their inherent potential as well as the good political relationship. On this occasion, the Vice Chairman of the National Assembly respectfully conveyed the greetings and invitation to an official visit to Vietnam from National Assembly Chairman Vuong Dinh Hue to the President of the House of Representatives and the President of the Mexican Senate.
During the meetings and working sessions with the delegation, the Mexican leaders expressed their appreciation for the visit of Vice Chairman of the National Assembly Tran Quang Phuong and the Vietnamese National Assembly delegation, believing that the visit will make an important contribution to further promoting the friendship and multifaceted cooperation between Mexico and Vietnam in general and between the two countries' legislative bodies in particular.
Senior Mexican leaders affirmed that Vietnam is a leading important partner in Southeast Asia, and expressed their joy at the positive progress in relations between the two countries in recent times, affirming that Mexico always wishes to strengthen relations with Vietnam through all channels, especially promoting bilateral economic, trade and investment cooperation.
Agreeing that the two countries still have much potential to promote economic, trade and investment cooperation, Mexican leaders highlighted the need to strengthen cooperation and exploit the advantages brought by the CPTPP Agreement to promote bilateral cooperation, bringing practical benefits to the people of the two countries.
Regarding parliamentary cooperation, Vice President of the National Assembly Tran Quang Phuong and leaders of the Mexican Senate and House of Representatives agreed to promote cooperation between the legislative bodies of the two countries within both bilateral and multilateral frameworks; promote exchanges of high-level delegations, and continue to coordinate and support each other at multilateral parliamentary forums.

Also within the framework of the visit, Vice Chairman of the National Assembly Tran Quang Phuong and the Vietnamese National Assembly delegation met with Mr. Alberto Anaya Gutierres, General Secretary of the Mexican Labor Party (PT) and several members of the Politburo of the PT Central Executive Committee, received Navy Vice Admiral Carlos Eduador Le' Eglise, worked with representatives of the Mexico City Government, met and talked with officials of the Embassy, representative agencies and community representatives in Mexico.
Before that, the delegation visited and laid flowers at the Ho Chi Minh Monument in the Freedom Park of the Peoples in the center of Mexico City. Built in 2009 based on a photo taken by artist Dinh Dang Dinh when he was working in the garden of the Presidential Palace, the Ho Chi Minh Monument is a symbol of the friendship and solidarity between the two peoples of Vietnam and Mexico.
