After more than 3 years of implementing the Project "Supporting the national innovation start-up ecosystem (ESE) to 2025" in the province, the activities of the ESE have improved a lot, the work of supporting the ESE has initially taken place in a positive direction; Cao Bang is one of the 3 typical localities in building the ESE in the country.
Operating in the field of production and trading of products: dried vermicelli, pasta, noodles, dried vermicelli and similar products from starch, Cao Tuyen Company Limited, Hung Dao Commune (City) was supported to certify the food safety management system according to ISO 22000:2018 with a support level of 30 million VND; supported to announce basic standards (for products that do not have national standards) for Cao Tuyen brown rice vermicelli and pho products, with a support level of 10 million VND. A business household in Pho Thong Hue hamlet, Doai Duong Commune (Trung Khanh) was supported to announce basic standards for Merc Cang soy sauce products, with a support level of 10 million VND; supported to announce basic standards for Thanh Quyen rice cakes, with a support level of 10 million VND. Through support, small businesses and business households in localities reduce risks, improve competitiveness, and expand business markets.
Ms. Doan Thi Hoa, Group 14, Tan Giang Ward (City) said: I often buy dried vermicelli, noodles, and dried vermicelli from Cao Bang to send to my family in Hanoi. For products that have been certified for food safety management systems and published basic standards, I feel very secure when choosing to use and give as gifts.
In order to effectively implement the Project "Supporting the National Innovative Startup System to 2025" in the locality, the province has issued mechanisms, policies, programs, plans, creating a legal corridor for the implementation of scientific, technological and innovative activities. Information and propaganda work on innovative startups and the development of communication programs on startup activities and support for innovative startups have been enhanced. Agencies and units have disseminated and raised public awareness of innovative startups to relevant organizations and individuals, focusing on policies, laws, human resources, investment sources, and new business models; technology, intellectual property, standards, measurement, quality, business establishment, tax policy, women, farmers starting a business, start-up skills for students, youth union members... Promote training activities, improve capacity for subjects under the HSTKN innovation and creativity. Train and foster to raise awareness of innovation activities and build the HSTKN innovation and creativity to serve the construction and connection of the HSTKN innovation and creativity of the province. Training on knowledge and skills in writing startup ideas, how to make a business start-up plan, instructions on establishing cooperatives according to the Law on Cooperatives for members, women with startup ideas; on developing commercial human resources, promoting business start-ups, startups for ethnic minority youth union members; skills in proposing startup ideas for women managing cooperatives, cooperative groups, business owners...; Creative entrepreneurship skills and related issues (intellectual property protection, product and goods quality management, etc.) for young people. The Department of Science and Technology supports the Provincial Youth Union in organizing competitions, forums and training events with a total budget of 159.5 million VND from the science and technology career budget.
Organize and participate in innovative startup events, participate in connecting the National Innovative Startup Network. In particular, at the Forum "Building a Local Innovative Startup Network", 10 booths were organized to display and introduce projects, ideas, science and technology products, innovative startups, OCOP and other typical products of the province to promote the potential for developing products and services on the basis of exploiting and applying scientific and technological advances and innovation. With abundant human resources, the Women's Union and the Provincial Youth Union are active and pioneers in promoting the movement of women and young people to start businesses, start businesses...
Develop and implement mechanisms and policies to support start-ups and innovative start-ups. Support local organizations and enterprises to promote investment, application and technological innovation, form ideas and promote linkages in product consumption, and expand markets through support implementation according to Resolution No. 93/2021/NQ-HDDND dated December 10, 2021. Thereby, 4 enterprises and business households are financially supported for activities to improve productivity and product quality with a support level of 170 million VND; 1 cooperative is financially supported for activities to establish and develop intellectual property with a support level of 5 million VND; 2 enterprises participating in science and technology market promotion activities are directly supported with a support level of 10 million VND/enterprise; 1 unit in the province received financial support for training activities on innovative startups with a support level of 11.6 million VND.
In the coming time, the province will effectively implement mechanisms and policies to support businesses and innovative startups, directly support innovative startup ideas and projects that win prizes in startup idea search competitions. Support the construction and development of at least 10 innovative startup projects (an average of 2 projects per year). Search, exploit, and support potential innovative startup ideas and projects in the province; apply technology to production and business; apply information technology to product promotion, market access, product introduction, and neighboring markets. Connect and support innovative startup activities in the province with the national innovative startup.
