Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 24/CD-TTg on focusing on overcoming the consequences of the forest fire in Hoang Khai commune, Yen Son district, Tuyen Quang province and proactively implementing forest fire prevention and fighting work.
A serious forest fire broke out on the night of March 21 and early morning of March 22 in Hoang Khai Commune, Yen Son District, killing one person and damaging more than 20 hectares of forest. The fire has now been extinguished thanks to the timely and overnight intervention of the military, police, militia and local people.
In the telegram, the Prime Minister sent his condolences to the victim's family and praised the sense of responsibility and the quick and effective coordination of the forces involved in the fire fighting. The head of the Government also requested the People's Committee of Tuyen Quang province to continue to overcome the consequences of the incident, organize visits and support to the victim's family and affected households, ensuring that no one falls into difficult and lonely situations without being cared for.
The Prime Minister also requested localities to promptly determine the cause of the fire and strictly handle any signs of violations of regulations on forest fire prevention and fighting; step up propaganda and draw lessons from the community to prevent similar incidents from happening.
In the face of dry weather and the imminent hot season, the risk of forest fires is still very high. The Prime Minister directed the Chairmen of the People's Committees of provinces and centrally-run cities to take full responsibility before the Government and the Prime Minister for forest fire prevention and fighting in the area.
Localities need to strengthen propaganda and education on fire prevention awareness for cadres, party members and people; tighten control over the use of fire in and near forests, especially slash-and-burn and vegetation treatment. Fire fighting must be carried out early, from the grassroots.
Along with that, the Prime Minister requested localities to review and complete the “four on-site” plan, fully prepare forces, means, materials, and funds for firefighting. When a fire occurs, it is necessary to urgently organize the evacuation of people, ensure the safety of life and property, and at the same time control and extinguish the fire in the shortest time.
The Ministry of Agriculture and Environment is assigned to closely monitor weather developments, warn of forest fire risks in key areas such as the mountainous areas, the Northern midlands, the Central Coast and the Central Highlands; provide timely information to localities and people to proactively prevent and fight fires. The Ministry needs to promote the application of science and technology, improve the capacity to forecast and detect forest fires early, and be ready to mobilize forces and means to support localities when requested.
The Ministry of National Defense and the Ministry of Public Security are required to direct forces stationed in the locality to review and complete coordination plans, closely coordinate with local forces in forest fire fighting; be ready to mobilize forces and means when a large fire occurs...
Deputy Prime Minister Tran Hong Ha was assigned by the Prime Minister to directly direct ministries, branches and localities to implement the telegram and continue to direct forest fire prevention and fighting work in line with the actual situation.
