On the afternoon of July 3, continuing his official visit to Korea, Prime Minister Pham Minh Chinh visited Seoul National University, met with university leaders and delivered a policy speech there. On this occasion, he also answered some questions from students and researchers.
Impressed with "Miracle on the Han River"
Opening his speech, the Prime Minister shared his impressions of the history, depth and achievements of Seoul National University, which offers the most majors and has the highest employment rate among graduates, ranking number 1 in the top 7 leading schools in Korea and the top 35 leading schools in the world.
From this school, leaders such as South Korean President Yoon Suk Yeol, South Korean Prime Minister Han Duck Soo, former United Nations Secretary General Ban Ki Moon and many other leaders and businessmen have grown up.
“In the exchanges and meetings over the past few days, I have felt the qualities of the school’s alumni: vision, ideals, passion, enthusiasm and intelligence” – the Prime Minister shared – “It is very possible that many young people present in the hall here today will be future leaders of our two countries”.
According to the Prime Minister, from a low starting point as a poor and backward country, Korea has miraculously risen strongly, becoming a "developed country" - a "Global Key Country", making increasingly positive contributions to regional and global issues, highly appreciated and respected by the international community.
The Prime Minister emphasized that with its strong rise and achievements since the middle of the last century, Korea has continued to create new miracles, continuing the "miracle of the Han River", establishing a solid position and becoming an indispensable part of the global economy.

5 priorities to promote Vietnam - Korea relations
For nearly an hour, Prime Minister Pham Minh Chinh shared his thoughts on the world and regional situation; Vietnam's policies, guidelines, foundations, achievements and development orientations; and the vision of the Vietnam-Korea Comprehensive Strategic Partnership in the coming time.
Regarding the Vietnam-Korea relationship, the Prime Minister said that over the past three decades, the two countries have overcome differences and barriers that once hindered bilateral relations and have continuously developed, becoming a "model" for good relations between the two East Asian countries with an unprecedented level of successful cooperation.
On this occasion, the Prime Minister once again affirmed that in its foreign policy, Vietnam consistently attaches importance to its relations with Korea and wishes to continue developing cooperation between the two countries. “Your success is also our success,” he emphasized.
The head of the Vietnamese Government also said that to do that, it is necessary to focus on promoting five priorities in the relationship between the two countries.
Priority is given to strengthening cooperation in key areas, including economics, trade, investment and labor, in an increasingly practical, effective, balanced and sustainable manner.
Encourage Korean enterprises to increase investment in the fields of semiconductors, digital transformation, green transformation, and biotechnology. Enhance development cooperation (ODA), especially large-scale projects, with special preferential conditions.
“During this visit to Korea, I also raised the issue and discussed with Korean leaders about research so that Vietnam and Korea can have symbolic projects, such as a high-speed railway or a large project,” Prime Minister Pham Minh Chinh shared.

Faith in the future generations of the two countries
Referring to the young generation of the two countries in general and students in particular, he said that these are the owners of the future, the pioneering force in developing and building the country.
“Being born and studying in the digital and globalized era, young people have enormous conditions and advantages, because youth is synonymous with energy and creativity.
With the vision, thinking and skills trained from prestigious educational institutions such as Seoul National University, I believe that you will be the ones contributing to creating a 21st century of peace, cooperation and prosperity.
As long as you have ambition, strong will, full effort, and the right direction, you will achieve your life's goals and dreams, no matter how difficult or challenging they are," the head of the Vietnamese Government said.
At the end of his speech, Prime Minister Pham Minh Chinh emphasized that the message that Vietnam wants to send to Korea is that Vietnam is ready to cooperate more closely with Korea, promoting the Comprehensive Strategic Partnership to "blossom and bear fruit, for the happiness of the people of the two countries and for peace, cooperation and development in the region and the world".

Also at the event, the Prime Minister answered three questions from delegates.
In particular, with the question of the vision of the two countries' relationship in the future, he said that it is necessary to promote increasingly higher political trust, while integrating the two economies more deeply.
Cultural similarities need to be exploited more effectively and people need to be more connected. The Prime Minister emphasized that the two countries will work together to make the aspiration, “the Vietnamese dream, the Korean dream come true”, so that each country can be strong and prosperous, and the people will be happier and more prosperous.
Regarding solutions to balance bilateral economic relations, the Prime Minister stated the principled viewpoint of “harmonizing benefits, sharing risks”, “listening and understanding together, sharing vision and action, doing together, winning together, enjoying together, and developing together”.
