On the morning of December 1 local time, Prime Minister Pham Minh Chinh began activities during his working trip to attend the World Climate Action Summit within the framework of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28), combined with bilateral activities in the United Arab Emirates (UAE), at the invitation of the UAE Government.
The Climate Action Summit is held within the framework of COP 28 on December 1-2. The Summit is expected to be attended by Heads of State and Government of participating countries. The purpose is to create a forum for countries to make stronger commitments and actions in contributing finance, technology, and reducing greenhouse gas emissions towards achieving the goals of the Paris Agreement.
According to the program, today (December 1), Prime Minister Pham Minh Chinh will attend the opening ceremony of the World Climate Action Summit; co-chair the event "Mobilizing finance to implement Vietnam's commitments on climate change"; speak at the announcement ceremony of the Resource Mobilization Plan (RMP) to implement the Political Declaration on the establishment of the Just Energy Transition Partnership (JETP); meet with leaders of several countries attending the Conference; receive the UAE Minister of Investment and meet with officials, staff of the Embassy and the Vietnamese community in the UAE.
In an interview before the Prime Minister's working trip, Deputy Foreign Minister Do Hung Viet said that by attending the COP28 Conference this time, Vietnam expects the Conference to achieve substantial progress, especially in the four areas of top concern.
First, countries continue to take strong actions to reduce greenhouse gas emissions and carry out the energy transition in a sustainable and equitable manner.
Second, developed countries fulfill their commitments, especially in providing finance and supporting technology transfer to developing countries in this process (including fulfilling commitments with the goal of mobilizing 100 billion USD per year and increasing the commitment level for the period up to 2025 and 2030).
Third, pay due attention to climate change adaptation activities, and develop a clear and feasible global adaptation target framework.
Fourth, put the Loss and Damage Fund into operation soon to have a new, larger financial source to support developing countries and those most severely affected by climate change.

Over the past time, Vietnam has made efforts to practically and effectively implement its commitments at the COP26 Summit, contributing to the international community in addressing global challenges. Since Prime Minister Pham Minh Chinh announced Vietnam's commitment to achieving net zero emissions by 2050 at COP26 (2021), the Government, ministries, sectors and localities of Vietnam have taken drastic and specific actions to achieve this goal.

Notably, the adoption of the Power Plan VIII significantly increased the position and contribution of renewable energy in Vietnam's overall power mix. Vietnam also joined the Political Declaration on a Just Energy Transition (JETP) with a number of international partners, thereby attracting resources for the implementation of a just energy transition in Vietnam.

Deputy Foreign Minister Do Hung Viet said that at this conference, Prime Minister Pham Minh Chinh is expected to announce a number of new initiatives and commitments of Vietnam to best respond to climate change with the international community in the coming time.
The Prime Minister's participation in the COP28 Conference sends a strong message to international friends about a proactive, positive, and responsible Vietnam in participating in handling one of the biggest and most concerned global challenges today: climate change; at the same time, affirming the role, position, and stature of Vietnam after more than 35 years of renovation, within the frameworks of regional and international cooperation; affirming Vietnam's consistent policy on building a green economy, a circular economy, and proactively responding to climate change.
