Also attending the meeting were Minister of Education and Training Nguyen Kim Son, Minister of Science and Technology Huynh Thanh Dat, Minister of Planning and Investment Nguyen Chi Dung, Minister of Foreign Affairs Bui Thanh Son, Minister and Head of the Government Office Tran Van Son, leaders of ministries, branches, and members of the working delegation.
The Association of Vietnamese Intellectuals and Experts was established in 2023 by merging Vietnamese intellectual clubs in Australian states and territories. These clubs were established in 2018, shortly after Australia and Vietnam upgraded their relationship to a Strategic Partnership.
Prof. Nghiem Duc Long from the University of Technology Sydney, President of the Association, said that the Association wishes to promote the knowledge and experience of its members and the related network with Australian scientists, experts and intellectuals to contribute to the construction and development of the country, especially in emerging fields such as digital transformation, green transformation, innovation, support for small and medium enterprises, human resource training, etc.
At the meeting, the delegates presented and introduced to the delegation their activities, programs, projects and made a number of proposals and recommendations to continue contributing to their homeland, to Australia and the relationship between the two countries. In particular, the Association and its members can promote their role as a bridge, encouraging Australian partners to provide more and better scholarships for Vietnamese students.
Professor Nghiem Duc Long said that immediately after its establishment, the Association could be financially self-sufficient in Australia, but recommended that there should be a focal point and human resources to support and coordinate the implementation of activities in Vietnam.

After listening to the ministers' discussions and responses to the proposals and recommendations, Prime Minister Pham Minh Chinh said that the meeting was a new way to immediately implement tasks to concretize the Comprehensive Strategic Partnership framework that has just been established between the two countries.
In the "6 more points" of the new relationship framework between the two countries, there is the content of "promoting stronger cooperation in science and technology, innovation, digital transformation, and green transformation" and "more comprehensive and profound cooperation in culture, education and training, environment, and climate change response".
This new framework will also contribute to creating conditions for friendship associations of the two countries to enhance cooperation, boost people-to-people exchanges, promote their roles and contribute to the development of bilateral relations.
The Prime Minister was pleased to witness the Vietnamese community in Australia, especially the intellectual and expert community, increasingly united, close-knit and having many practical activities towards the homeland and the country; highly appreciated the activities of the Association of Vietnamese Intellectuals and Experts, which, although established just over a year ago, has legal status, is tightly organized, has implemented a number of effective activities and made very encouraging contributions.
During the visit, the Australian side appreciated the Prime Minister's initiative to consider and recognize the Vietnamese community as an ethnic minority.

The Prime Minister stated that the Party and State have affirmed that overseas Vietnamese are always an inseparable part of the Vietnamese ethnic community. The Prime Minister hopes that Vietnamese intellectuals and experts will proactively and actively promote their intelligence, knowledge, experience and technology acquired from abroad, find ways to apply them to the specific environment and conditions in Vietnam, promote science, technology and innovation, and make direct and practical contributions to the cause of national construction and development through specific programs and projects.
The Prime Minister suggested that the Association act as a bridge and core to maximize the role of Vietnamese intellectuals and experts in Australia, continue to connect intellectuals, scientists, research and training facilities, and businesses of Australia and coordinate with Vietnamese ministries and sectors to promote cooperation in the fields of science and technology, education and training, economics, trade and investment, artificial intelligence, semiconductors, deep mineral processing, green transport development, carbon credit market, support for farmers, agricultural economic development, increasing added value of agriculture, food processing, post-harvest preservation, climate change response, especially in the Mekong Delta...
The Prime Minister assigned the Ministry of Education and Training to directly work and connect with the Association to promote cooperation in human resource training, and Australia to increase scholarships for Vietnam in the fields of digital transformation, green transformation, circular economy, sharing economy, especially early training and rapid training of semiconductor chip engineers to take advantage of the current great opportunities in semiconductors.

For more information, the Association representative said that Vietnam is one of three countries selected by the Australian Government to soon implement a program to bring foreign students back to their home country to study their mother tongue for 6 months.
The Prime Minister assigned agencies to review and quickly carry out procedures to deploy specific programs and projects in accordance with the law; promote communication work and connect information domestically and internationally.
Responding further to the proposals, in addition to assigning the Ministry of Science and Technology to research and propose to competent authorities on science and technology awards for overseas Vietnamese, the Prime Minister assigned the Ministry of Foreign Affairs to urgently develop a project and submit it to competent authorities for decision to organize in Vietnam a forum for Vietnamese intellectuals and experts abroad.

This is Prime Minister Pham Minh Chinh's last activity in Australia, during his working trip to attend the Special Summit to celebrate the 50th anniversary of the establishment of ASEAN-Australia relations and his official visit to Australia from March 5-9.
After this activity, Prime Minister Pham Minh Chinh, his wife and the high-ranking Vietnamese delegation left Canberra, Australia for Auckland, New Zealand, beginning an official visit to this country.
