Prime Minister Pham Minh Chinh emphasized this when concluding the Government Conference with localities to implement the Central Committee's conclusions and the National Assembly's and Government's resolutions on economic growth on the morning of February 21.

The Prime Minister raised the question "do we have the ability to do it, the confidence to do it, and the courage to do it?" when referring to the growth target of at least 8% by 2025 and aiming for double-digit growth in the following years.
He emphasized that after nearly 40 years of Doi Moi, from a starting point of poverty, destruction due to war, siege, embargo, from "the bottom of the well and the foot of the wall", our country has achieved great achievements of historical significance. Never before has Vietnam had such a foundation, potential, position and international prestige as it does today.
The Head of Government also mentioned that since 2021, we have been successful in preventing and fighting the COVID-19 pandemic, overcoming the consequences of the pandemic well, and transforming the situation quickly compared to many countries. In addition, we have effectively dealt with conflicts that disrupted production chains, supply chains, and natural disasters, storms and floods, especially the recent Typhoon Yagi.
Our country will achieve growth of more than 7% in 2024, while devoting huge resources to social security, implementing the millennium goals, and improving the material and spiritual life of the people...
Through that, the Prime Minister commented, we see that we have enough confidence, enough conditions, enough capacity to be determined to achieve growth of 8% or more, creating momentum, creating position, creating force for double-digit growth in the coming years.
" The good news is that we see a spirit of determination and resoluteness in the entire Party, the entire political system, and the entire people, " according to the Prime Minister.
On this occasion, the Prime Minister commended some localities such as Bac Giang and Quang Ninh for setting high growth targets, of which Quang Ninh set a target of 14%, higher than the target assigned by the Government (12%).
One of the guiding and operating viewpoints mentioned by the head of the Government is to promote growth dynamic regions.
Specifically: Southeast, Red River Delta (12 localities in 2 regions contribute 60% of the country's GDP), growth poles such as Hanoi and Ho Chi Minh City (Hanoi contributes 13.2% of GDP, 25% of the country's budget revenue, Ho Chi Minh City contributes 17.9% of GDP, 25% of the country's budget revenue).
However, without forgetting the more difficult areas, the remaining four regions must make more efforts, try harder, promote their different potentials, outstanding opportunities, and competitive advantages to move forward.
The Prime Minister gave an example: the advantages of the Southwest are rice and seafood; the Northern mountainous region is forests; the Central Coast is the sea; and the Central Highlands is industrial crops. Analyzing further on agricultural economic development, the Prime Minister said that it is necessary to stabilize the market, improve quality, and maintain credibility, especially in difficult times.
Pointing out key tasks and solutions in the coming time, the Prime Minister emphasized that continuing to perfect institutions is the "breakthrough of breakthroughs" and improving the effectiveness of law enforcement; ensuring a streamlined, effective and efficient apparatus; promoting administrative reform and digital transformation.
In particular, it is necessary to innovate the thinking of law-making, promote the method of management based on results, strongly shift from "pre-inspection" to "post-inspection"; build open institutions, reduce administrative procedures, promote decentralization and delegation of power associated with resource allocation and inspection, supervision and control of power; pilot outstanding preferential mechanisms and policies, create breakthroughs to promote the potential and strengths of each region and locality.
Referring to the current situation of total public investment capital in 2025 being 826,000 billion VND, of which 741,100 billion VND has been allocated, and the remaining 84,800 billion VND has not been allocated, the Prime Minister requested that it must be allocated immediately in the first quarter of 2025, and if not completed, it must be resolutely recovered and transferred to other places.
Another task emphasized by the Prime Minister is to urgently launch large, key projects, such as nuclear power, the Lao Cai - Hanoi - Hai Phong high-speed railway, etc.
In addition, it is necessary to develop mechanisms and policies to exploit outer space, sea space, and underground space (building a subway from Can Gio to Ho Chi Minh City and between Tan Son Nhat airport and Long Thanh airport).
At the same time, strongly promote new growth drivers, focus on restructuring the economy associated with growth model innovation; resolutely and effectively organize the implementation of the Government's Action Program to implement Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Assigning specific tasks, the Prime Minister requested the State Bank to promote credit growth, focusing on priority areas and growth drivers; strive to reduce lending interest rates, and strictly handle banks that do not comply with the management and direction of the State Bank.
The Prime Minister also paid special attention to establishing a credit package to support young people (under 35 years old) to buy houses; strongly promoting social housing credit.
The Ministries of Natural Resources and Environment and Finance should focus on immediately removing bottlenecks in the real estate and corporate bond markets; promptly upgrading the stock market in 2025; have mechanisms to effectively exploit indirect investment flows and international investment funds; and especially promote two international and regional financial centers in Ho Chi Minh City and Da Nang.
The Prime Minister assigned the Ministry of Industry and Trade to ensure sufficient electricity and petrol in all situations; strongly promote production and business activities and large industrial and commercial projects; and revise and effectively implement the 8th Power Plan.
The Ministry of Home Affairs studies and proposes to the Central Emulation and Reward Council on the growth emulation movement.
The head of the Government instructs local secretaries and chairmen to create a favorable environment and conditions, encourage creativity, promote the spirit of self-reliance, not to wait or rely on others, proactively implement within their authority or propose to competent authorities mechanisms, policies and solutions to create breakthroughs in local development.
" The task is very heavy but also very glorious. We must promote our responsibility to history, to the Party, the State, to the People, for the development of the country, for the happiness and prosperity of the People ," the Prime Minister emphasized and requested ministries and branches to urgently and proactively handle proposals and recommendations from localities in the spirit of "not saying no, not saying difficult, not saying yes but not doing".
