On the morning of July 30, the delegation of the National Assembly - Standing Committee of the People's Council - People's Committee - Vietnam Fatherland Front Committee of Hanoi City held a conference to unify the implementation plan of the Law on the Capital and the time and content of the thematic session of the 16th term People's Council, term 2021-2026.
Deputy Secretary of the City Party Committee, Chairman of the City People's Council, Deputy Head of the National Assembly Delegation of Hanoi Nguyen Ngoc Tuan chaired the conference.
Also attending the conference were members of the Standing Committee of the City Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha, Permanent Vice Chairman of the City People's Committee Le Hong Son; Vice Chairman of the City People's Council Pham Qui Tien.
Presenting the expected time and content of the 18th Session (special session) of the City People's Council, Chief of Office of the National Assembly Delegation and the Hanoi City People's Council Nguyen Ngoc Viet said that, based on the proposal of the People's Committee, the Vietnam Fatherland Front Committee of the City and the review of the Committees of the City People's Council, the Office of the National Assembly Delegation and the City People's Council, the Standing Committee of the City People's Council expected the time and content of the 18th Session (special session) of the City People's Council to be held in September 2024.
It is expected that at the 18th session of the City People's Council, 14 contents will be considered, of which 6 individual resolutions and 8 legal resolutions will be identified.
Specifically, the contents of the individual resolutions include: Resolution approving the policy of changing the purpose of forest use to other purposes in Hanoi City to implement the project of expanding and renovating the construction of the People's Police College I in Thuy Xuan Tien commune, Chuong My district; Conservation area in area IV of Soc Son Cultural - Tourism Area in Phu Linh commune, Soc Son district.
Approving the adjustment and supplementation of the list of land acquisition projects in 2024; the list of projects to change the purpose of using rice-growing land, special-use forest land, protective forest land, and production forest land in 2024 in Hanoi.
Resolution approving investment policies and approving adjustments to investment policies for a number of projects using public investment capital of the City.
Resolution approving the update and adjustment of the 5-year medium-term public investment plan 2021-2025 and the adjustment of the 2024 city-level public investment plan, including 2 contents on adjusting the plan for using and repaying ODA capital of the Hanoi urban railway pilot project, Nhon - Hanoi station section; adjusting the plan for using and repaying ODA capital of the Project to support investors in managing the Hanoi urban railway pilot project, Nhon - Hanoi station section.
Orientation of the 5-year medium-term public investment plan 2026-2030 at the city level; Resolution approving the Project to establish the Hanoi City Public Administration Service Center.
At this session, the City People's Council plans to consider the contents of the legal resolution, including: Resolution regulating the subjects of special loans from local budget capital entrusted through the Social Policy Bank of Hanoi City.
Resolution to abolish Clause 2, Article 2 of Resolution No. 09/2021/NQ-HDND dated September 23, 2024 of the City People's Council regulating the social allowance standards and social protection subjects of Hanoi City.
Resolution regulating the content and level of support for people with revolutionary contributions and relatives of people with revolutionary contributions who are receiving monthly allowances from Hanoi City.
Resolution regulating the content and level of expenditure to support vocational training costs at elementary level, under 3 months, applicable in the field of vocational education in Hanoi.
Resolution approving the addition of the list of public service products using the State budget for the management and operation of State-owned housing funds in the city.
Resolution regulating tuition fees for public preschool and general education institutions that are self-sufficient in regular expenditures; high-quality public general education institutions that are not self-sufficient in regular expenditures in Hanoi for the 2024-2025 school year.
Resolution on updating additional salary costs as prescribed in Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government into the price of educational services issued in Resolution No. 02/2023/NQ-HDND dated July 4, 2023 and extended in Resolution No. 08/2023/NQ-HDND dated May 15, 2024 of the City People's Council.
Resolution stipulating the list of some family medicine examination and treatment services not yet paid by the health insurance fund for family medicine examination and treatment facilities and the list of out-of-hospital emergency services in the city.
Concluding this content, Chairman of the City People's Council Nguyen Ngoc Tuan proposed that, based on the consensus at the meeting between the Standing Committee of the City People's Council - People's Committee - Vietnam Fatherland Front Committee, the agencies proactively deploy the preparation work for the 18th Session (special session) of the City People's Council according to the Coordination Regulation No. 26/QC-DDBQH-HDND-UBND-UBMTTQ dated February 17, 2022. Propose that the City People's Committee direct the City's departments and branches to prepare reports, projects, submissions, and draft resolutions under the responsibility of the City People's Committee to ensure quality, progress, order, and procedures according to regulations.
The Vietnam Fatherland Front Committee of the City coordinates with the People's Committee and the Standing Committee of the City People's Council to determine the contents that need to organize social criticism before submitting them to the City People's Council at the Session.
