Kinhtedothi - On the morning of November 19, at the Special Session, the Hanoi People's Council passed a Resolution to support production recovery for some crops and livestock affected by storm No. 3 and post-storm floods in 2024.
According to the report of the City People's Committee, in early September 2024, storm No. 3 (storm Yagi) and the floods after the storm greatly affected the northern provinces, including the capital Hanoi, especially the agricultural production sector.
Immediately after the storm, the city had many solutions to support people in restoring agricultural production after the storm such as: focusing on technical measures to overcome the consequences after the storm, handling the environment; managing and caring for affected crops and livestock; preventing diseases, restoring production; immediately implementing support for production restoration according to Decree No. 02/2017/ND-CP and Decision No. 07/2019/QD-UBND; supplementing capital through the Hanoi Branch of the Bank for Social Policies, the Farmers' Support Fund, the Cooperative Development Support Fund, and the Agricultural Extension Fund for people to borrow capital to restore production.
In addition, the City People's Council issued Resolution No. 38/NQ-HDND dated October 4, 2024 on a number of contents on the use of Hanoi's budget in 2024, including the content of supporting the development of winter crop production to help overcome the consequences of storm No. 3 in Hanoi in 2024. The City's solutions have promptly supported and encouraged people to actively restore agricultural production and stabilize their lives after storms and floods.
However, according to the City People's Committee, during the process of reviewing and calculating the damage, the People's Committees of districts, towns and cities reported that some areas producing some other types of crops and livestock with high economic value (bonsai kumquat trees, bonsai peach trees, Buddha's hand trees, ornamental plants, quails, pigeons...) were severely damaged by storm No. 3 and floods after the storm but there were no specific regulations on the support level in Decree No. 02/2017/NDCP dated January 9, 2017 of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics and Decision No. 07/2019/QD-UBND dated April 11, 2019 of the City People's Committee on promulgating mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics in Hanoi. Therefore, there is no policy to support production recovery for farmers producing the above crops and livestock.
To continue to support producers to reduce some of the difficulties caused by the impact of storm No. 3 and the floods after the storm, and encourage people to quickly and actively restore production, it is necessary to develop a Resolution on supporting production restoration for some crops and livestock affected by storm No. 3 and the floods after the storm in 2024.
The subjects of application are organizations and individuals whose crop and livestock production areas were damaged by storm No. 3 and post-storm floods by 30% or more.
Specifically, support for plants: kumquat trees; peach trees with a height of 70 cm or more; Buddha's hand trees during the business period (from when the tree begins to bear fruit).
At the same time, support other types of plants (commonly known as white apricot tree, lucky bamboo, Japanese jasmine, bougainvillea, camellia, four-season apricot tree, orchid) and support for poultry farming such as: Quail breeding from 30 days old and up; pigeons.
The total estimated cost is over 37 billion VND from the city budget. Actual support costs will be specified during the implementation of the Resolution.
