Agree on some contents to prepare for the 8th Session, 15th National Assembly

The National Assembly Chairman requested that agencies send documents to National Assembly deputies no later than October 1; and not request additional meeting content after the National Assembly Standing Committee issues an official dispatch convening the Session.

On the morning of September 17, at the National Assembly House, Politburo member, Secretary of the National Assembly Party Delegation, Chairman of the National Assembly Tran Thanh Man and Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh co-chaired the Conference between the National Assembly Party Delegation and the Government Party Committee to discuss and agree on a number of contents to prepare for the 8th Session of the 15th National Assembly.

Attending the event were Politburo members: Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Secretary of the Party Central Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh; Minister of National Defense Phan Van Giang; Minister of Public Security Luong Tam Quang.

Changing thinking and working methods in law making

Speaking at the opening of the conference, National Assembly Chairman Tran Thanh Man said that the 8th session is the session with the most content since the beginning of the 15th tenure. Today's meeting is very meaningful, held more than 1 month in advance so that relevant agencies have time to discuss thoroughly and frankly, propose specific recommendations and handle arising issues.

According to the National Assembly Chairman, in recent times, the coordination between Government agencies and National Assembly agencies has become increasingly close, smooth, substantial and effective. Agencies have upheld their sense of responsibility, prepared early, remotely, and worked day and night to prepare for draft laws and resolutions to be submitted to the National Assembly.

The National Assembly Chairman requested that agencies send documents to National Assembly deputies no later than October 1, 2024 for the contents submitted to the National Assembly for consideration and approval; and not propose to add content to the agenda of the 8th Session after the National Assembly Standing Committee issues an official dispatch convening the Session.

The National Assembly Chairman emphasized that the recent storm No. 3 had very complicated developments and very serious consequences. The entire Party, the entire army, and the entire people faced new difficulties and challenges. The Government faced additional difficulties and pressures in budget collection and expenditure, achieving growth targets, ensuring macroeconomic stability, and controlling inflation to ensure people's lives.

Therefore, the National Assembly Party Delegation will coordinate substantially and effectively with the Government Party Personnel Committee to promptly institutionalize and resolve problems and difficulties, meet practical requirements for socio-economic development, ensure people's lives, and promote growth.

Any issues beyond the authority of the Government will be consulted with the National Assembly Standing Committee; the National Assembly Standing Committee is ready to meet at any time to resolve difficulties and problems. For issues beyond its authority, the National Assembly Standing Committee will report to the National Assembly, in accordance with the direction of General Secretary and President To Lam that law-making must originate from practice, learn from experience while doing, not be perfectionist, not hasty; take people and businesses as the center and subject; promptly remove difficulties and problems in institutions and policies, clear resources, resolve and overcome bottlenecks. All for socio-economic development, ensuring national defense and security, ensuring people's lives.

The National Assembly Chairman affirmed that the National Assembly agencies are always ready to receive proposals, documents, and study in advance the contents that the Government is expected to submit to the National Assembly. The National Assembly Chairman suggested that if there are any issues that are unclear, not yet agreed upon, or have different opinions, the drafting agencies and the reviewing agencies must sit together many times, including leaders and heads of sectors, in a spirit of constructive discussion, exchange, and debate with scientific and practical arguments to reach a consensus on the plan.

The National Assembly Chairman also requested that leaders assigned to direct and monitor implementation must follow through to the end, avoiding the situation of sending this comrade today and another comrade tomorrow to meetings. In the coming time, the Government will amend the Law on Promulgation of Legal Documents to change the mindset and approach in law-making, ensuring simplification, strengthening decentralization, accelerating progress, and ensuring the leadership of the Party.

Focus on effective management while contributing to development

The 8th session of the 15th National Assembly will open on October 21, 2024. The expected working time is 29 days; organized in 2 phases: phase 1 from October 21 to November 13, 2024; phase 2 from November 20 to 30, 2024.

It is expected that at the session, the National Assembly will consider 39 contents, including 29 contents related to legislative work; 10 groups of contents on socio-economics, state budget, supervision, personnel work and other issues.

At the Conference, delegates exchanged and discussed to reach an agreement on the content and program of the 8th Session, especially which draft laws and resolutions are eligible to be submitted to the National Assembly; which draft laws and resolutions have not been submitted, and whether they are on schedule and meet the required quality.

Delegates also discussed the preparation of draft laws and resolutions proposed to be added to the agenda of the 8th Session (especially draft laws and resolutions passed at the Session under the shortened process).

Speaking at the Conference, Prime Minister Pham Minh Chinh highly appreciated the close and effective coordination between the National Assembly, the National Assembly Standing Committee and the Government over the past time.

To prepare well for the 8th Session, the Prime Minister suggested that the two sides strengthen coordination right from the stage of drafting documents with the spirit of "solving any problems." The two sides shared and provided documents; ministries and branches proactively worked with the Nationalities Council and the National Assembly Committees in a positive, proactive spirit, closely coordinating and effectively.

According to Prime Minister Pham Minh Chinh, in addition to seriously institutionalizing and concretizing the Party's guidelines and policies for implementation, the work of law-making needs to continue to innovate thinking from focusing on management work to focusing on effective management while contributing to creating development; innovating right in the drafting and appraisal agencies, opening up a space for creating development, mobilizing all resources of society and the people.

The Prime Minister noted that agencies can study and propose which issues need detailed, specific and clear regulations; which issues have a large impact and are not yet stable, they should be generalized; on that basis, they can continue to improve.

"The spirit is that what is clear, ripe, proven correct in practice, effectively implemented, and agreed by the majority should be legalized. What is not ripe, unclear, and still subject to fluctuations, complex developments, and unpredictable should be piloted, learned from experience while doing, and gradually expanded," the Prime Minister emphasized.

The Head of Government also mentioned the focus on decentralization and delegation of power; coupled with resource allocation, improving implementation capacity, designing tools to strengthen supervision and inspection; enhancing the sense of responsibility, daring to think, daring to do. Ministries, branches and localities organize the effective implementation of their decisions; take responsibility for post-audit issues.

The Central Government, the Government, and the National Assembly develop policies, orientations, strategies, plans, and programs to strengthen monitoring and inspection tools. The assignment must clearly define people, tasks, responsibilities, time, and products, and must be well-controlled. The spirit is to thoroughly decentralize, increase responsibility, and encourage innovation and creativity.

In addition, reduce administrative procedures, reduce legal compliance costs for people and businesses; eliminate the request-grant mechanism; do not create an environment that easily leads to corruption and negativity.

Basically agreeing with the agenda of the 8th Session, Prime Minister Pham Minh Chinh suggested that both sides actively and closely coordinate to resolve bottlenecks and bottlenecks. Ministers and heads of sectors grasp the situation with the highest spirit, both improving the quality and ensuring the progress of the contents submitted to the National Assembly.

Both sides should review together and promote a sense of responsibility to resolve issues within their authority, without shirking or avoiding them. Only issues beyond the authority of the Government and the National Assembly should be addressed by the Politburo.

To strive to fulfill the goals set by the National Party Congress, the Prime Minister said that we must be more determined, make greater efforts, act more decisively, and coordinate more closely and effectively./.
