On Friday, February 14, 2025, the National Assembly continued its third working day at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man.
MORNING
The National Assembly held a plenary session in the hall, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh to carry out the following contents:

The National Assembly listened to Minister of Industry and Trade Nguyen Hong Dien, authorized by the Prime Minister, present the Report and listened to Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy present the Report on the examination of specific mechanisms and policies for investment in construction projects. Ninh Thuan nuclear power plant.

The National Assembly discussed the draft Law on Government Organization (amended). At the discussion session, 13 National Assembly deputies expressed their opinions, of which the majority of deputies basically agreed with the comprehensive amendment of the Law to promptly institutionalize the Party's policies and guidelines on continuing to innovate the organization and operation of the Government; implement the policy of arranging and streamlining the apparatus of the political system, promoting decentralization and delegation of power; at the same time, overcoming some limitations and inadequacies of the current Law.
In addition, delegates also focused on discussing mainly a number of contents, such as: principles of organizing the Government's activities; principles of decentralization; regulations on decentralization, delegation, and authorization; tasks and powers of the Government, Prime Minister, Deputy Prime Ministers, and Ministers; national governance issues; ensuring consistency and unity with the draft Law on Organization of Local Government (amended), the draft Law on amending and supplementing a number of articles of the Law on Organization of the National Assembly and related laws.
At the end of the discussion, Minister of Home Affairs Pham Thi Thanh Tra spoke to explain and clarify a number of issues raised by National Assembly delegates.

The National Assembly discussed the draft Resolution of the National Assembly regulating the handling of a number of issues related to organize the apparatus State. At the discussion session, 6 National Assembly delegates expressed their opinions. The delegates highly appreciated the Government's initiative and basically agreed with the necessity of issuing this Resolution.
In addition, delegates focused on discussing the following contents: scope of regulation; principles for handling a number of issues related to the arrangement of the state apparatus; implementation of functions, tasks, and powers of competent agencies and individuals; implementation of administrative procedures; detention, temporary detention, prosecution, and execution of judgments; implementation of inspection functions; authority to sanction administrative violations; documents and papers issued and granted by competent agencies and individuals; handling of assets, regimes, and policies for civil servants and public employees; settlement of issues arising when arranging the apparatus; and enforcement.
At the end of the discussion, Minister of Justice Nguyen Hai Ninh spoke to explain and clarify a number of issues raised by National Assembly deputies.
AFTERNOON
The National Assembly discussed in groups about: (i) Supplementary project on socio-economic development in 2025 with a growth target of 8% or more; (ii) Investment policy for the Lao Cai-Hanoi-Hai Phong railway construction project; (iii) Draft Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; (iv) Special mechanisms and policies for investment in construction of Ninh Thuan nuclear power project
