On Monday, February 17, 2025, the National Assembly continued its fifth working day at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man.
MORNING

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall about: (i) Draft Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities; (ii) Special mechanisms and policies for investment in construction of Ninh Thuan nuclear power project.
At the discussion session, 21 National Assembly delegates spoke and 1 National Assembly delegate debated, specifically as follows:
- Regarding the Draft Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities: Delegates basically agreed with the necessity of issuing a Resolution to urgently institutionalize a number of urgent tasks and solutions in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo.
In addition, in order to contribute to the completion of the draft Resolution, delegates focused on discussing the following contents: name; scope of regulation; explanation of terms; establishment and operation of enterprises from the results of scientific research and technological development; autonomy mechanism of public science and technology organizations; administrative procedure reform; acceptance of risks in scientific research and technological development; tax deduction policy; policy to attract high-quality human resources; science and technology development fund; use of state budget for science and technology; application of lump sum expenditure in the implementation of science and technology tasks using the state budget; management and use of assets formed from science and technology tasks; the right to manage, use and own assets and equipment to implement science and technology tasks using the state budget and the right to manage, use and own the results of science and technology tasks using the state budget; Determine the profit sharing ratio for the use of scientific research results; provide financial support for businesses to quickly participate in 5G network infrastructure; invest, rent, purchase, and bid for digital transformation activities; support policies for special strategic digital technology industry projects; organize implementation.
At the end of the discussion, Minister of Information and Communications Nguyen Manh Hung spoke to explain and clarify a number of issues raised by National Assembly deputies.
- Regarding the specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project: The delegates basically agreed with the necessity of issuing specific mechanisms and policies for the construction of the Ninh Thuan nuclear power plant; at the same time, focusing on discussing a number of contents such as: the necessity, legal basis and time of issuing the Resolution; scope of regulation; applicable subjects; implementing partners; contractor selection; application of regulations and standards; submission and approval procedures of the owner's representative; human resource training; financial plans and capital arrangements; application of the form of turnkey package bidding; mechanisms and policies for Ninh Thuan province; nuclear waste treatment.
At the end of the discussion, Minister of Industry and Trade Nguyen Hong Dien spoke to explain and clarify a number of issues raised by National Assembly delegates.

The National Assembly met privately to hear: (i) Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, presented a Report on a number of urgent mechanisms and solutions needed to implement the project of renovating, repairing, upgrading and building a new office of the President's office at 02 Le Thach, Hoan Kiem, Hanoi; (ii) Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented a report examining a number of urgent mechanisms and solutions needed to implement the project to renovate, repair, upgrade and build a new office building for the President at 02 Le Thach, Hoan Kiem, Hanoi. After that, the National Assembly discussed in the hall a number of urgent mechanisms and solutions needed to implement the project to renovate, repair, upgrade and build a new office building for the President at 02 Le Thach, Hoan Kiem, Hanoi.

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall to listen to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Law Committee Hoang Thanh Tung present a Report on explanation, acceptance and revision of the draft Law amending and supplementing a number of articles of the Law on the Organization of the National Assembly. After that, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on the Organization of the National Assembly by electronic voting, with the following results: 461 delegates participated in the vote (equal to 96.44% of the total number of National Assembly delegates), 461 delegates approved (equal to 96.44% of the total number of National Assembly delegates).

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to: (i) Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presenting the Report on the investment plan to supplement the charter capital for the period 2024-2026 of the parent company - Vietnam Expressway Corporation (VEC); (ii) Member of the National Assembly Standing Committee Le Quang Manh presenting the Report on the examination of the investment plan to supplement the charter capital for the period 2024-2026 of the parent company - Vietnam Expressway Corporation (VEC). After that, the National Assembly discussed the above content in the hall. At the discussion session, National Assembly deputies agreed with the content of the Government's Report and the Examination Report of the National Assembly's Finance and Budget Committee.

The National Assembly met privately to hear: (i) Prime Minister Pham Minh Chinh presented the Report on the organizational structure of the Government for the 15th National Assembly term; (ii) Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Verification Report on the structure and number of Government members for the 15th National Assembly term; (iii) Prime Minister Pham Minh Chinh presented a report on the structure and number of Government members for the 15th National Assembly term; (iv) Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Report on the verification of the structure and number of Government members for the 15th National Assembly term; then, the National Assembly discussed in the Delegation: the organizational structure of the Government for the 15th National Assembly term; the structure and number of Government members for the 15th National Assembly term.
Tuesday, February 18, 2025, Morning: The National Assembly convened a plenary session in the hall to vote on the Law on Government Organization (amended); then, the National Assembly held a separate meeting on: (i) organizational structure of the Government of the 15th National Assembly term; (ii) structure of the number of Government members for the 15th National Assembly term, (iii) organization of the organs of the National Assembly; (iv) Number of members of the Standing Committee of the 15th National Assembly (amended); (v) human resources; (vi) The National Assembly discussed in Delegation: the draft Resolution of the National Assembly on the organization of National Assembly agencies; the draft Resolution of the National Assembly on the number of members of the Standing Committee of the 15th National Assembly (amended); content on personnel work; (vii) The National Assembly listened to the report and accepted the opinions of the National Assembly deputies to discuss in the Delegation on 2 draft Resolutions of the National Assembly including: Resolution on the organization of the National Assembly agencies and Resolution of the National Assembly on the number of members of the Standing Committee of the 15th National Assembly (amended); then, the National Assembly discussed and voted to approve the above 2 Resolutions; Afternoon: The National Assembly meets separately on personnel work.
