On Tuesday, February 18, 2025, the National Assembly continued its 6th working day at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man.
MORNING
*Content 1: The National Assembly held a plenary session in the hall, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh. The National Assembly listened to Member of the National Assembly Standing Committee Hoang Thanh Tung present a report explaining, accepting and revising the draft Law on Government Organization (amended).
The National Assembly then voted to pass the Law on Government Organization (amended) by electronic voting. The results were as follows: 465 delegates participated in the vote (equal to 97.28% of the total number of National Assembly delegates); 463 delegates approved (equal to 96.86% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.42% of the total number of National Assembly delegates).
Next, under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly met separately to conduct the following activities:
*Content 2: The National Assembly listened to: (i) Prime Minister Pham Minh Chinh's report on the explanation and acceptance of opinions of National Assembly deputies discussing at the Delegation on the organizational structure of the Government for the 15th National Assembly term and the structure of the number of Government members for the 15th National Assembly term; (ii) Secretary General of the National Assembly Le Quang Tung presented two draft Resolutions of the National Assembly, including: Resolution on the organizational structure of the Government for the 15th National Assembly term and Resolution on the structure and number of Government members for the 15th National Assembly term.
Then, the National Assembly voted to pass these two Resolutions by electronic voting, with the following results:
- For Resolution on the organizational structure of the Government for the 15th National Assembly term : 467 delegates participated in the vote (equal to 97.70% of the total number of National Assembly delegates); 465 delegates approved (equal to 97.28% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.42% of the total number of National Assembly delegates).
- Regarding the Resolution on the structure of the number of Government members for the 15th National Assembly term : 445 delegates participated in the vote (equal to 93.10% of the total number of National Assembly delegates); 444 delegates approved (equal to 92.89% of the total number of National Assembly delegates); 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).
*Content 3: Parliament heard: (i) Secretary General of the National Assembly Le Quang Tung, on behalf of the National Assembly Standing Committee, presented the Submission and Member of the National Assembly Standing Committee Hoang Thanh Tung presented the Report on the examination of the draft Resolution of the National Assembly on the organization of the National Assembly agencies. (ii ) Vice Chairwoman of the National Assembly Nguyen Thi Thanh, on behalf of the National Assembly Standing Committee, presented two Reports, including: Report on the draft Resolution of the National Assembly on the number of members of the 15th National Assembly Standing Committee and Report proposing the National Assembly to dismiss the position of member of the 15th National Assembly Standing Committee.
*Content 4: The National Assembly listened to Prime Minister Pham Minh Chinh present a proposal requesting the National Assembly to approve the dismissal of the positions of Minister of Construction and Minister of Science and Technology for the 2021-2026 term.
The National Assembly then discussed in Delegation about: (i) Draft Resolution of the National Assembly on the organization of National Assembly agencies; (ii) Draft Resolution of the National Assembly on the number of members of the Standing Committee of the 15th National Assembly; (iii) Dismissal from the position of Member of the Standing Committee of the 15th National Assembly; (iv) Approval of the dismissal from the positions of Minister of Construction and Minister of Science and Technology for the 2021-2026 term.
* Content 5: National Assembly listens to: (i) Member of the National Assembly Standing Committee Nguyen Thanh Hai, on behalf of the National Assembly Standing Committee, reported on the explanation and reception of opinions of National Assembly deputies discussing at the Delegation on the draft Resolution of the National Assembly on the organization of National Assembly agencies; the draft Resolution of the National Assembly on the number of members of the 15th National Assembly Standing Committee; the dismissal of the position of member of the 15th National Assembly Standing Committee; the approval of the dismissal of the positions of Minister of Construction and Minister of Science and Technology for the 2021-2026 term; (ii) Secretary General of the National Assembly Le Quang Tung presented the draft Resolution on the organization of National Assembly agencies and the draft Resolution on the number of members of the Standing Committee of the 15th National Assembly (amended).
Then, the National Assembly voted to pass 2 draft Resolutions by electronic voting, with the following results:
- Regarding the Resolution on the organization of National Assembly agencies: There were 464 delegates participating in the vote (equal to 97.07% of the total number of National Assembly delegates); 463 delegates approved (equal to 96.86% of the total number of National Assembly delegates); 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates).
- Regarding the Resolution on the number of members of the Standing Committee of the 15th National Assembly (amended): There were 451 delegates participating in the vote (equal to 94.35% of the total number of National Assembly delegates); 450 delegates approved (equal to 94.14% of the total number of National Assembly delegates); 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates).
*Content 6 : Human resources
The National Assembly established a Vote Counting Committee; conducted a secret ballot to dismiss Ms. Nguyen Thuy Anh, member of the Party Central Committee, from the position of member of the Standing Committee of the 15th National Assembly to take on the permanent position of the Socio-Economic Subcommittee of the 14th National Congress of the Party; approved the Prime Minister's proposal to dismiss Mr. Nguyen Thanh Nghi from the position of Minister of Construction for the 2021-2026 term and Mr. Huynh Thanh Dat from the position of Minister of Science and Technology for the 2021-2026 term.
Parliament heard: (i) The Vote Counting Committee reported the results of the vote counting to dismiss the members of the Standing Committee of the 15th National Assembly; approved the Prime Minister's proposal to dismiss the Minister of Construction and Minister of Science and Technology for the 2021-2026 term; (ii) Secretary General of the National Assembly Le Quang Tung presented two draft resolutions of the National Assembly, including: Resolution on dismissal of members of the Standing Committee of the 15th National Assembly; Resolution on approving the Prime Minister's proposal on dismissal of the positions of Minister of Construction and Minister of Science and Technology for the 2021-2026 term.
Then, the National Assembly discussed and voted to approve the above two draft Resolutions by electronic voting, with the following results:
- Regarding the Resolution on Dismissal from the position of Member of the Standing Committee of the 15th National Assembly : 458 delegates participated in the vote (equal to 95.82% of the total number of National Assembly delegates); 458 delegates approved (equal to 95.82% of the total number of National Assembly delegates).
- Regarding the Resolution approving the Prime Minister's proposal to dismiss the positions of Minister of Construction and Minister of Science and Technology for the 2021-2026 term: There were 429 delegates participating in the vote (equal to 89.75% of the total number of National Assembly delegates); 428 delegates approved (equal to 89.54% of the total number of National Assembly delegates); 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates).
Parliament heard: (i) Vice Chairwoman of the National Assembly Nguyen Thi Thanh, on behalf of the National Assembly Standing Committee, presented the Proposal to elect Vice Chairwoman of the National Assembly, member of the National Assembly Standing Committee, and Chairmen of a number of Committees of the 15th National Assembly; (ii) Prime Minister Pham Minh Chinh presented a proposal to the National Assembly to approve the appointment of a number of Deputy Prime Ministers and Ministers for the 2021-2026 term. The National Assembly then discussed the above contents in the Delegation.
AFTERNOON
Under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly held a separate meeting on personnel work.
The National Assembly listened to the report of National Assembly Standing Committee member Nguyen Thanh Hai on the explanation of receiving opinions of National Assembly deputies discussing at the Delegation on: (i) Election Vice President of the National Assembly XV term for Mr. Le Minh Hoan and Mr. Vu Hong Thanh; (ii) elect Mr. Phan Van Mai as a member of the Standing Committee of the 15th National Assembly; (iii) electing the Chairmen of the Committees of the 15th National Assembly, including: Chairman of the Law and Justice Committee for Mr. Hoang Thanh Tung, Chairman of the Economic and Financial Committee for Mr. Phan Van Mai, Chairman of the National Defense, Security and Foreign Affairs Committee for Mr. Le Tan Toi, Chairman of the Culture and Social Committee for Mr. Nguyen Dac Vinh, Chairman of the Delegation Work Committee for Ms. Nguyen Thanh Hai, Chairman of the People's Aspirations and Supervision Committee for Mr. Duong Thanh Binh; (iv) Approve the Prime Minister's proposal on the appointment of a position Deputy Prime Minister for Mr. Mai Van Chinh and Mr. Nguyen Chi Dung and the Ministers for the 2021-2026 term, including: Minister of Construction for Mr. Tran Hong Minh, Minister of Science and Technology for Mr. Nguyen Manh Hung, Minister of Agriculture and Environment for Mr. Do Duc Duy, Minister of Ethnic Minorities and Religions for Mr. Dao Ngoc Dung.
The National Assembly then voted to approve the list to elect the Vice Chairman of the National Assembly, member of the National Assembly Standing Committee, and Chairman of a number of Committees of the 15th National Assembly.
The National Assembly conducted a secret ballot to elect the Vice Chairman of the National Assembly, members of the National Assembly Standing Committee, and Chairmen of a number of Committees of the 15th National Assembly; and approved the Prime Minister's proposal on the appointment of Deputy Prime Ministers and Ministers for the 2021-2026 term.
The Assembly then heard: (i) The Vote Counting Committee reported the results of the vote counting for the election of the Vice Chairman of the National Assembly, members of the National Assembly Standing Committee, and Chairmen of a number of Committees of the 15th National Assembly; approved the Prime Minister's proposal on the appointment of Deputy Prime Ministers and Ministers for the 2021-2026 term; (ii) Secretary General of the National Assembly Le Quang Tung presented 5 draft Resolutions of the National Assembly, including: Resolution on electing Vice Chairman of the 15th National Assembly; Resolution on electing members of the Standing Committee of the 15th National Assembly; Resolution on electing Chairmen of Committees of the 15th National Assembly; Resolution on approving the Prime Minister's proposal on appointing Deputy Prime Ministers for the 2021-2026 term; Resolution on approving the Prime Minister's proposal on appointing Ministers for the 2021-2026 term.
Then, the National Assembly voted to pass the above 5 draft Resolutions by electronic voting, with the following results:
- Regarding the Resolution on electing Vice Chairman of the 15th National Assembly: There were 461 delegates participating in the vote (equal to 96.44% of the total number of National Assembly delegates); 461 delegates approved (equal to 96.44% of the total number of National Assembly delegates).
- Regarding the Resolution on electing members of the Standing Committee of the 15th National Assembly: There were 446 delegates participating in the vote (equal to 93.31% of the total number of National Assembly delegates); 446 delegates approved (equal to 93.31% of the total number of National Assembly delegates).
- For the election resolution Chairman of some Committees of the 15th National Assembly : There were 447 delegates participating in the vote (equal to 93.51% of the total number of National Assembly delegates); 447 delegates approved (equal to 93.51% of the total number of National Assembly delegates).
- Regarding the Resolution approving the Prime Minister's proposal on the appointment of Deputy Prime Minister for the 2021-2026 term: There were 448 delegates participating in the vote (equal to 93.72% of the total number of National Assembly delegates); 448 delegates approved (equal to 93.72% of the total number of National Assembly delegates).
- Regarding the Resolution approving the Prime Minister's proposal on the appointment of Ministers for the 2021-2026 term : 457 delegates participated in the vote (equal to 95.61% of the total number of National Assembly deputies); 456 delegates approved (equal to 95.40% of the total number of National Assembly deputies); 1 delegate did not approve (equal to 0.21% of the total number of National Assembly deputies).
Wednesday, February 19, 2025, Session bright : From 8:00 to 9:45 : The National Assembly holds a plenary session at the Hall and votes to approve: (i) Resolution of the National Assembly on investment policy for the Lao Cai-Hanoi-Hai Phong railway construction project; (ii) Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; (iii) Resolution on specific mechanisms and policies for investment in the construction of Ninh Thuan nuclear power project; (iv) Law on Promulgation of Legal Documents (amended); (v) Law on Organization of Local Government (amended); ( vi) Resolution regulating the handling of a number of issues related to the reorganization of the state apparatus.
After that, the National Assembly held a separate meeting and voted to approve the Resolution on the plan to invest in additional charter capital for the 2024-2026 period of the parent company - Vietnam Expressway Corporation (VEC) and a number of urgent mechanisms and solutions needed to implement the project to renovate, repair, upgrade and build a new office of the President's office at 2 Le Thach, Hoan Kiem, Hanoi.
From 10:00 a.m. , the National Assembly held its closing session and voted to pass two Resolutions, including: (i) Resolution supplementing the 2025 socio-economic development plan with a growth target of 8% or more; (ii) Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities.
Then, the National Assembly listened to the National Assembly Chairman's closing speech. session
The meeting was televised and broadcast live on Vietnam Television and Voice of Vietnam.
