On May 24, the Ministry of Industry and Trade and Vietnam Electricity (EVN) held a conference with investors of transitional renewable energy projects to clarify and remove obstacles in the process of implementing procedures for negotiating electricity prices and power purchase contracts.
The goal is to put projects into operation as soon as possible, while ensuring compliance with legal regulations.
According to information updated to May 24, 37/85 renewable energy projects without prices have sent documents to EVN Power Trading Company (EVNEPTC) to serve the process of negotiating electricity prices and power purchase contracts.
For the remaining 48 projects that have not yet submitted documents, EVNEPTC has also sent a document requesting investors to continue submitting and providing project documents to serve the negotiation and agreement on electricity prices.
Through the process of reviewing documents, negotiating and basing on the Conclusion Notice of Deputy Prime Minister Tran Hong Ha in Notice No. 182/TB-VPCP dated May 17, 2023, out of 37 projects that have submitted documents, by May 24, EVN received requests to apply temporary prices from 24 projects.
The two parties met and agreed on a temporary electricity purchase price (excluding VAT) equal to 50% of the ceiling price of the electricity generation price frame for each type of power plant specified in Decision No. 21/QD-BCT dated January 7, 2023 of the Ministry of Industry and Trade. The official electricity purchase price and the settlement of electricity bills will be implemented according to the instructions/decisions of competent authorities.
Specifically, there are 19 projects/or parts of projects (including: Nam Binh 1, VPL Ben Tre, Yang Trung, Cho Long, Hung Hai Gia Lai, Lac Hoa 2, Hoa Dong 2, Vien An, Hanbaram, Huong Hiep 1, Tan Phu Dong, Hiep Thanh, Ia Le 1, Huong Linh 7 wind power plants; Phu My 1, Phu My 3, Thien Tan 1.2, Thien Tan 1.3 solar power plants and the solar power plant in Phuoc Minh commune, Thuan Nam district, Ninh Thuan province (450MW) with a total capacity of 1,347MW have been approved by the Ministry of Industry and Trade, with temporary prices. EVNEPTC and the investor are coordinating to soon sign the power purchase agreement.
There is 1 project (Nhon Hoi Wind Power Phase 2, capacity 30MW) that has completed negotiations and is completing procedures to soon submit to the Ministry of Industry and Trade for temporary price approval.
There are 4 projects (wind power plants: No. 5 - Thanh Hai 2, 3, 4 and Cau Dat) with a total capacity of 154MW, EVNEPTC and the investor are negotiating and continuing to review documents to submit to competent authorities for approval according to regulations.
Mr. Tran Dinh Nhan, General Director of EVN, shared: EVN really wants investors in renewable energy projects to cooperate with the group and electricity buyers to soon put the transitional plants into operation and transmit to the grid.
"Currently, there are 20 factories that have agreed on temporary prices with EVN, approved by the Ministry of Industry and Trade. The remaining factories were invited today to listen to any problems and quickly expedite procedures to implement temporary prices like the 20 factories above."
EVN requests investors to cooperate in providing complete negotiation documents, especially legal documents. Arrange staff to work with EPTC. EPTC has established many negotiation teams, ready to discuss and guide to resolve problems for all investors.
The Group also requested the investor to coordinate with EPTC and the power system operator to immediately carry out the testing and commissioning of the power plant; promptly organize the acceptance and invite relevant units to conduct the acceptance; promptly complete the procedures and submit the COD dossier according to the regulations of the signed PPA.
"EVN commits to immediately implementing official electricity price negotiations and making electricity bill settlements after receiving instructions from competent authorities," an EVN representative shared.
