On March 19, in Shenzhen city, Deputy Prime Minister Nguyen Chi Dung and his delegation visited and worked with the China Special Economic Zone Research Center (CCSEZR) of Shenzhen University, Shenzhen Bay Eco-Technology Park, and Shenzhen Innovation and Investment Group.
Sharing experiences in attracting investment and building mechanisms for special economic zones
Appreciating the achievements and great contributions of Shenzhen University in general and CCSEZR in particular, especially the role in theoretical and practical research and proposing mechanisms and policies for developing models of economic/technology special zones and free trade zones in China and globally, the Deputy Prime Minister said that these are very valuable experiences for Vietnam and many other countries in the world.
Professor Dao Nhat Dao, director of CCSEZR, shared about the research, formation, development, vision and achievements of the economic - technological special zone model in Shenzhen.
At the same time, the two sides exchanged experiences in building special economic zones, and clearly understood the role of the government and local authorities in building mechanisms and policies to attract investors and large technology companies to come and set up research and development (R&D) facilities and super clusters for strategic industries in the economic zone.
CCSEZR representatives also shared experiences in promoting cooperation between research institutes, universities and businesses; determining intellectual property rights for products from state-funded research.
Commercialization and sharing of benefits of research results when businesses participate; building, attracting and developing quality human resources in economic/technology zones and free trade zones.
Deputy Prime Minister Nguyen Chi Dung also expressed his wish to continue promoting cooperation and supporting Vietnamese policy-making agencies in researching and proposing breakthrough mechanisms and policies to build and develop economic zones, high-tech zones, and innovation centers in Vietnam.
The goal is to attract investors, large technology companies, and innovative startups. Accordingly, the Deputy Prime Minister proposed that CCSEZR cooperate and support Vietnam in training, exchanging research staff, and formulating policies for economic zones and innovation centers.

Visiting and working with Shenzhen Bay Eco-Tech Park and Shenzhen Innovation and Investment Group, Mr. Dung said that the business community still has a lot of room, not only in need of large capital, but also wanting to increase learning experiences and expertise in innovation.
Therefore, the Deputy Prime Minister suggested that Shenzhen Innovation and Investment Group pay attention to expanding investment in Vietnam, and coordinate with Vietnamese enterprises and funds. The Vietnamese Government encourages enterprises to cooperate, invest and do business effectively in Vietnam, and support Vietnamese enterprises to increasingly successfully build an innovation ecosystem.
The China Center for Special Economic Zone Research (CCSEZR), formerly the Center for Economic Research of Shenzhen University, was established in 1983 and is the only academic research institute of the Ministry of Education and of China specializing in the study of special economic zones (SEZs).
The Center has made significant achievements in academic research, professional development and talent development. Currently, the Center maintains close cooperation and two-way academic exchange with universities, research institutes, international organizations (such as WB, UNDP, ADB, African Development Bank, GIZ) in implementing research projects, international forums and training for government officials of many developing countries.
The development of special economic zones in Vietnam has received attention, when recently, Chairman of the Association of Small and Medium Enterprises Nguyen Van Than proposed to restart the three special economic zones of Phu Quoc, Van Don, and Van Phong.
Recently, the Standing Committee of the Quang Ninh Provincial Party Committee also agreed to submit to the Secretariat for comments on the project to build a mechanism and pilot policies for the development of Van Don Economic Zone.
