The 21st session - an extraordinary session of the 14th Provincial People's Council will take place on September 23, 2024. The session is held to review and decide on many important contents. These include specific mechanisms and policies to overcome damage, stabilize life and restore production and business activities after storm No. 3, including: Policy to raise the social assistance standard for social protection beneficiaries and disadvantaged people; policy to exempt and reduce tuition fees for preschool children, primary school students, and continuing education students studying at educational institutions in the province for the 2024-2025 school year; policy to partially support the cost of salvaging watercraft registered in Quang Ninh province that sank due to storm No. 3 and policy to support housing damage caused by storm No. 3.
Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, gave a speech at the conference.
Based on the report of the Party Committee of the Provincial People's Committee, the opinions discussed at the conference all affirmed that these are really necessary and urgent contents that need to be issued as soon as possible. Thereby, creating conditions for people to reduce some of their difficulties and soon stabilize their lives.
With that meaning and importance, the Provincial Party Committee has agreed to issue the above mechanisms and policies to overcome damage, stabilize people's lives and restore production and business activities after storm No. 3 in the province. At the same time, it also agreed to adjust and supplement the allocation of the provincial budget expenditure estimate for 2024. In particular, thoroughly restructure spending tasks, save regular spending, cut unnecessary and urgent spending to reserve 1,000 billion VND to overcome damage, stabilize people's lives and restore production and business activities after storm No. 3 in the province.
In addition to resources from the provincial budget, as of September 17, the provincial Fatherland Front also received over 75.7 billion VND in support of Quang Ninh province to overcome the consequences of storm No. 3. Of which, the Central Relief Mobilization Committee supported 50 billion VND; provinces and cities supported 12.7 billion VND; and collectives and individuals supported 13 billion VND.
Comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, spoke at the conference.
Concluding the conference, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, assigned the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee to fully absorb opinions to complete the reports and submissions at the meeting to ensure progress and quality of the contents. Assigned the Party Delegation of the Provincial People's Council to direct the Standing Committee of the Provincial People's Council and the Provincial People's Council committees to carefully examine the contents to ensure compliance with procedures prescribed by law on the principle of ensuring transparency, suitability with reality and feasibility. At the same time, it is also necessary to ensure thrift, fight waste, fight corruption, negativity, group interests, and policy profiteering.
Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, spoke at the conference.
During the time of submitting the resolutions to the Provincial People's Council for promulgation, the Party Committee of the Provincial People's Committee directed the Provincial People's Committee to direct the relevant agencies to study the documents guiding the process, procedures and documents to enjoy the support policies. The highest goal is to ensure that the resolutions, after being promulgated, will immediately come into life.
Comrade Vu Quyet Tien, Member of the Provincial Party Committee, Secretary of Ha Long City Party Committee, spoke at the conference.
The Standing Deputy Secretary of the Provincial Party Committee also emphasized that these are only initial mechanisms and policies. During the implementation process, if any problems, difficulties or additional policies are needed, the Party Committee of the Provincial People's Committee will direct the relevant agencies to continue to advise and report to the Standing Committee of the Provincial Party Committee and the Provincial Party Committee for comments. At the same time, continue to research and advise competent authorities to issue policies to support the recovery of production and business for enterprises, organizations and households in the province.
Comrade Do Thi Ninh Huong, Secretary of Dam Ha District Party Committee, spoke at the conference.
At the conference, the Provincial Party Committee approved the pilot policy of establishing a 1-level Public Administration Service Center under the Provincial People's Committee; the policy of building and establishing wards: Hiep Hoa, Tien An under Quang Yen town and establishing Quang Yen city under Quang Ninh province. At the same time, it discussed and unanimously approved the amendment and supplement to Regulation No. 1099-QD/TU dated June 29, 2023 of the Provincial Party Committee on decentralization of cadre management and appointment and introduction of cadres for election.
Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, presented the decision of the Central Party Secretariat to Comrade Diep Van Chien, Head of the Provincial Party Committee's Internal Affairs Commission.
On the same day, the Provincial Party Standing Committee announced the Decision of the Central Party Secretariat on approving comrade Diep Van Chien, member of the Provincial Party Committee, Head of the Provincial Party Committee's Internal Affairs Commission, to join the Standing Committee of the Quang Ninh Provincial Party Committee for the 2020-2025 term.
