Some of the key objectives of the National Data Strategy include:
Institutional and policy building: Focus on researching and developing the Law on Digital Technology Industry, which stipulates forms of data ownership, data property rights, data trading policies, making data a type of property protected by law and creating a data market; Research and develop preferential policies to promote the development of businesses operating in the data sector, consulting on data management strategies, providing data management platforms and services; preventing market domination and manipulation by organizations and businesses with the advantage of holding large volumes of data in Vietnam; Develop and promulgate principles for responsible data use and safety guidelines for applying artificial intelligence (AI) in the public sector to maintain the role of humans as the comprehensive control subjects in all AI applications, harmonize the benefits that AI applications bring to industries/fields in all aspects of social life, and ensure that the AI approach is consistent with human ethical standards.
Developing national data infrastructure: Building large-scale national data centers and regional data centers according to green standards and connecting data centers with the National Internet Exchange (VNIX) according to a roadmap consistent with the national information and communications infrastructure planning, ensuring that data is connected synchronously, interconnectedly, and has backup capabilities to promote the development of the big data industry; ensuring that data updates and exploitation are operated continuously and stably, even in the event that the international Internet connection is lost or interrupted.
Developing national data: Focus on completing national databases in the priority list to be deployed to create a foundation for e-government development (national databases on Population, Land, Business Registration, Finance, Insurance, national databases on cadres, civil servants, and public employees) and data in areas in the list of key tasks and solutions for developing the digital economy and digital society in sectors and fields approved in Decision No. 411/QD-TTg dated March 31, 2022 of the Prime Minister to serve socio-economic development.
Developing connection and data sharing: Implement connection and data sharing between state agencies, maximize the effectiveness of the digital platform system including: National Data Integration and Sharing Platform (NDXP), IoT device platform, National Document Interconnection Axis to connect, integrate, and share data between information systems and databases of ministries, branches, and localities nationwide.
In addition to the key tasks of ministries, branches and localities, the Decision on the National Data Strategy to 2030 also clearly states the specific tasks of the Ministry of Science and Technology, including:
Building a national database on science and technology, connecting with the national database on population and other relevant national databases and specialized databases of ministries, branches and localities.
Organize the construction of a common platform for sharing scientific and technological research data. Coordinate with ministries, branches and localities in calling for data contributions to this platform with the goal of creating an environment that allows the scientific community to contribute, exploit, share research data and develop data analysis models, machine learning, AI.
Develop a roadmap for digitizing science and technology data in stages. Research AI applications, data mining, provide analytical reports, evaluate, and synthesize issues affecting the science and technology sector.
