Continue to promote the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation.
On February 11, 2024, Prime Minister Pham Minh Chinh signed Directive No. 04/CT-TTg on continuing to promote the implementation of the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030" (Project 06) in ministries, branches and localities in 2024 and the following years.

The Directive clearly states that implementing the Party and State's guidelines and policies on developing information and telecommunications infrastructure, creating a foundation for national digital transformation, gradually developing digital government, digital economy, digital society, the implementation of Project 06 is an important and breakthrough content to implement the strategy, creating many utilities and services, bringing practical benefits, serving people and businesses better and more effectively. The Prime Minister requested ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities to thoroughly grasp and implement synchronously, uniformly, promptly and effectively the key tasks and solutions.
Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities need to urgently overcome the tasks that are behind schedule as set out, such as:
Restructuring business processes, completing the provision of essential public services on the National Public Service Portal, ensuring maximum reduction of paperwork, travel time and compliance costs for people and businesses. Developing, promulgating under authority or submitting to the Prime Minister for promulgation of interconnected electronic processes for interconnected groups of administrative procedures (TTHC), to be completed in April 2024.
Speed up the digitization of records and results of administrative procedure settlement in the process of receiving and resolving administrative procedures, linking digitization with the performance of duties of officials and civil servants in the process of resolving administrative procedures, not requiring people and businesses to provide documents and results of administrative procedure settlement that have been digitized in accordance with regulations.
Upgrade and complete the information technology infrastructure to meet the requirements in Official Dispatch No. 1552/BTTTT-TTH dated April 26, 2022 of the Ministry of Information and Communications guiding essential information technology components to implement Project 06.
Direct, manage and evaluate the quality of service to people and businesses based on real-time data according to Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister.
Proactively amend, supplement or submit to competent authorities to amend and supplement legal documents according to the results of document review to serve the implementation of Project 06 of the Prime Minister's Working Group on reviewing legal documents, including plans to simplify administrative procedures and citizen papers assigned in the Government's specialized Resolutions for the period 2017-2018.
The Prime Minister also requested ministries, ministerial-level agencies, government-affiliated agencies, and People's Committees of provinces and centrally run cities to focus on implementing tasks in 2024.
Issue the Plan to implement Project 06 in 2024, outlining a roadmap to complete 9 target groups of Project 06 in the 2023-2025 period. Arrange funding to implement Project 06 to ensure effectiveness, to be completed in February 2024.
Conduct a review of legal documents according to the assigned scope, functions and tasks to issue or propose competent authorities to issue, amend and supplement legal documents serving the connection and exploitation of data between the National Data Center and national databases and specialized databases.
Coordinate with the National Data Center to develop a plan to synchronize human data within the scope of management to the National Data Center according to a roadmap consistent with the progress of construction and operation of the National Data Center.
Review and supplement conditions to ensure security and safety of information systems under the management authority of ministries, branches and localities according to the standards of the National Data Center.
