Thu Duc City plans to expand the survey to 3 schools.
For more than 10 years, Ho Chi Minh City has only Tran Dai Nghia High School for the Gifted that conducts 6th grade enrollment using a foreign language proficiency assessment test. In the 2023-2024 school year, Tran Quoc Toan 1 Secondary School (Thu Duc City) will be added. According to Thanh Nien reporters' research, it is expected that in the 2024-2025 school year, some secondary schools with a higher number of students wishing to enroll will conduct enrollment.
The principal of a central secondary school in Ho Chi Minh City said that in the past, the school applied the method of recruiting excellent students with outstanding achievements from primary schools in the district. Accordingly, the school set a specific ratio, each primary school would select a list that met all the criteria to send to the district's enrollment steering committee. Some schools reserved 50% of the 6th grade quota for students in the area, 50% for students in the whole district but had to meet all the criteria such as English certificates, IT, 5th grade report cards, etc. However, this principal said: "Every year, the number of students who meet the given conditions is still much higher than the quota. The school's enrollment council must compile statistics, list, specify, compare each student's results and consider options from high to low, until the quota is met"...
Students participate in the capacity assessment survey for grade 6 admission at Tran Dai Nghia High School for the Gifted, school year 2023 - 2024 (HCMC)
In the 2023-2024 school year, Tran Quoc Toan 1 Secondary School will conduct 6th grade admissions using a similar survey to Tran Dai Nghia High School for the Gifted. Mr. Nguyen Thai Vinh Nguyen, Head of the Department of Education and Training of Thu Duc City, said: "With a large number of students wishing to study but not many quotas, if we consider admission based on math scores, Vietnamese at primary level as well as English certificates, it will be very difficult to ensure. Therefore, organizing a survey will help the school select truly excellent and suitable students."
Mr. Nguyen Thai Vinh Nguyen also informed about the enrollment plan for the 2024-2025 school year. Specifically, the Department of Education and Training of Thu Duc City will develop a plan and propose to expand secondary schools to enroll 6th grade students using a competency test similar to the enrollment form for 6th grade students at Tran Dai Nghia High School for the Gifted.
Thus, after a year of implementing the enrollment of grade 6 at Tran Quoc Toan 1 Secondary School according to the process and exam questions for grade 6 at Tran Dai Nghia High School for the Gifted, in the 2024-2025 school year, Thu Duc City will expand this form to Hoa Lu and Binh Tho Secondary Schools. At the same time, the Department of Education and Training of Thu Duc City will take the initiative in compiling the content of the exam.
The head of the Department of Education and Training of Thu Duc City said that the structure of the survey will be similar to the survey for Tran Dai Nghia High School for the Gifted. The Department of Education and Training will propose that the survey time of the 3 schools in Thu Duc City does not overlap with Tran Dai Nghia High School for the Gifted to best meet the needs, wishes and opportunities to participate in the admission to the school that students desire.
Will there be a survey of 2 "hot" schools in District 4 and District 7?
Mr. Doan Boi Ngoc, Head of the Department of Education and Training of District 4, said that the district is asking for opinions from the Department of Education and Training of Ho Chi Minh City and preparing enrollment plans. If approved, in the 2024-2025 school year, the district will enroll 6th grade students at Van Don Secondary School using a competency assessment test.
When referring to the enrollment plan for the new school year, Mr. Dang Nguyen Thinh, Head of the Department of Education and Training of District 7, informed that the district is still gradually building a plan, including paying attention to schools with a higher number of 6th grade wishes than the actual number of places. However, the district still has to focus first on ensuring enough places for students of the right age. It is known that in District 7, Nguyen Huu Tho Secondary School is a school that has pressure on enrollment every year because of the high demand from parents. Therefore, the leader of this district said: "If using the 6th grade enrollment survey to enter this school, students according to the previous zoning will be arranged and assigned to neighboring secondary schools such as Tran Quoc Tuan Secondary School...".

Expanding districts and counties to apply GIS maps
The 2023-2024 school year is the first year that Ho Chi Minh City has innovated primary school admissions and strongly applied digital transformation. Specifically, Ho Chi Minh City will conduct 100% online admissions from kindergarten to high school and pilot the application of GIS maps in zoning (students may not be allocated according to administrative boundaries but according to actual residential conditions to ensure the criteria of studying at the school closest to their residence) in Thu Duc City, District 8, and Tan Binh District.
Mr. Nguyen Vo Dang Khoa, Deputy Head of the Examination Department of the Ho Chi Minh City Department of Education and Training, assessed that the implementation of the online enrollment method has simplified administrative procedures and paperwork, and especially minimized the need for people to travel multiple times between administrative agencies during the enrollment registration period. On average, from the beginning to the end of enrollment, a person will only travel to school once to submit their children's enrollment application.
The application of GIS mapping technology combined with the exploitation of student residence information data has supported the allocation of students to schools in the area, making it convenient for them to move around, receiving the consensus of the majority of parents. The work of reporting data is updated accurately and continuously in real time, supporting management levels to monitor and quickly handle problems and incidents that occur during the enrollment period. This creates a close connection between the people and the education sector, minimizing possible negative impacts.
However, Mr. Khoa also frankly admitted that the propaganda and guidance work at educational institutions has not achieved the expected results. There are still a few people who do not understand the changes, regulations and registration time frames in the enrollment work.
The coordination between some Departments of Education and Training and the Department of Education and Training in preparing reports and statistics, especially in guiding, responding to, and handling incidents, is still slow and inconsistent, causing anxiety and confusion for some parents.
In the 2023-2024 school year, for the first time, Ho Chi Minh City implemented innovation in primary school admissions, strongly applying digital transformation.
According to Mr. Khoa, the work of updating and adjusting data still has many errors, some departments of education and training do not provide adequate training, leading to the situation where some educational institutions instruct parents to move many times, without thoroughly resolving the issue, causing outrage among a section of public opinion...
Regarding the enrollment plan for next year, the leader of the Department of Education and Training emphasized that there will be adjustments to make it more suitable and convenient. The Department of Education and Training believes that GIS maps are a necessary tool. If well developed and invested in, they will become an important tool for the city's enrollment work, so they need to be widely deployed in the coming years.
