TPO - The People's Committee of Cau Giay District has just decided to establish the University of Education Gifted Secondary School. Parents are happy to have more opportunities to choose a learning environment for their children and are looking forward to the return of the secondary school level at Hanoi Amsterdam High School for the Gifted.

The Gifted Secondary School of Hanoi National University of Education is affiliated with Hanoi National University of Education, located at 136 Xuan Thuy, Dich Vong Hau Ward, Cau Giay District (Hanoi).

This is a public school in the national education system and in the general school system of Cau Giay district.

Immediately after the news of the establishment of a junior high school within a high school, many parents in Hanoi were happy because 5th graders moving up to 6th grade had more opportunities to choose a high-quality educational environment, in addition to enrollment by zoning.

Besides, many people also expect the resumption of secondary school activities in Hanoi Amsterdam High School for the Gifted because they believe that this is a quality educational environment, the dream of many parents and students.

There are no regulations for establishing specialized secondary schools.

In 2024, the Ministry of Education and Training stated that the 2005 Education Law stipulated that specialized schools only exist at the high school level. This content was also maintained in the 2019 Education Law. The model of junior high school blocks in specialized schools is not covered by any legal regulations. Therefore, the Ministry of Education and Training resolutely requested localities to comply with regulations and stop enrolling in grade 6.

This decision at that time caused a lot of controversy. Many people supported it because stopping enrollment in grade 6 at Hanoi Amsterdam High School for the Gifted would reduce the pressure of studying and preparing for exams for primary school students, when each exam had thousands of candidates applying. Besides, many people also regretted and shed tears because they no longer had the opportunity for their children to study in an environment with good teachers and good facilities.

Article 22 of the Capital Law issued on June 28, 2024 stipulates: Developing education and training to make the Capital a large, typical center of the country in high-quality education and training, adapting to the process of national digital transformation, innovation and international integration. Hanoi invests in and builds a system of public schools, high-quality educational institutions, educational institutions with many levels of education to ensure space, pedagogical landscape inside and outside the school, and a team of teachers to best serve the learning needs of students; ensuring the arrangement of land funds for building schools in convenient locations.

The City People's Committee shall prescribe criteria for facilities, management staff, teachers, curriculum, teaching methods and educational services of high-quality educational institutions and multi-level educational institutions. The City may also adjust and supplement preschool and general education programs for a number of subjects and supplementary educational activities at high-quality public educational institutions to suit the economic, cultural and social conditions of the Capital in the direction of approaching regional and international education.

Recently, Director of the Hanoi Department of Education and Training Tran The Cuong said that, along with waiting for instructions from the Capital Law, it is possible to study the proposed plan to establish a specialized middle school within Chu Van An specialized high school.

Also according to the Director of the Hanoi Department of Education and Training, the Department of Education and Training is currently basing on the Capital Law to guide the activities of secondary schools belonging to specialized schools, including Amsterdam School, which is temporarily suspending enrollment in grade 6 because according to regulations of the Ministry of Education and Training, it is not allowed to have secondary schools in specialized schools.

Researching and finding solutions to apply the model of specialized secondary schools in specialized schools is what the Hanoi education and training sector is looking forward to. Because the assessment of education quality over the years shows that students at the secondary level have matured, participated in many national and international competitions and won high awards.

It is known that, up to this point, the Ministry of Education and Training has no regulations for the establishment of specialized middle schools within specialized high schools.
