At the press conference, reporters from the Journalists and Public Opinion Newspaper sent questions to the leaders of the Ministry of Construction regarding the removal of difficulties for the real estate market: Recently, the Government and the Prime Minister have continuously directed ministries, branches and localities to remove difficulties for the real estate market.
Most recently, Deputy Prime Minister Tran Hong Ha signed and issued Official Dispatch 469/CD-TTg on removing obstacles and promoting the safe, healthy and sustainable development of the real estate market. Could the Ministry of Construction please tell us the results of removing difficulties and obstacles for real estate projects?
Responding to the question, Deputy Minister of Construction Nguyen Van Sinh said that recently, the Working Group has traveled to localities to urge, listen, and review difficult real estate projects such as in Ho Chi Minh City, Da Nang, Can Tho, Hai Phong and other provinces and cities such as Dong Nai, Binh Duong, Binh Thuan, etc.
"After identifying the difficulties and obstacles, on that basis, we also proposed solutions to the Government. In which, the main difficulties were identified as institutional difficulties and implementation difficulties in the projects," Mr. Sinh stated.
Regarding the situation, Mr. Nguyen Van Sinh said that recently, the Government has issued many Decrees, and ministries and branches have issued many Circulars to resolve difficulties in the implementation of real estate projects.
Specifically, the Ministry of Finance has solutions related to the issuance of corporate bonds and these have been resolved in Decree No. 08 of the Government. The Ministry of Natural Resources and Environment has proposed solutions related to land laws. The State Bank also has many solutions related to capital sources, especially capital sources related to the development of social housing and workers' housing.
According to Deputy Minister Nguyen Van Sinh, the Ministry of Construction has many proposals and solutions, especially the Decree amending Decrees in the construction sector, including many solutions for real estate business projects in recent times. Along with that, the group of policies on social housing has been proposed to be amended in the Housing Law.
"It can be said that institutional issues have been basically resolved so far," Mr. Sinh emphasized.

The second content is to remove obstacles in terms of implementation, Deputy Minister Nguyen Van Sinh said, after reviewing localities, the Working Group has reported. Recently, Deputy Prime Minister Tran Hong Ha sent a telegram to ministries, especially localities to continue to review and remove obstacles and difficulties of real estate projects. In particular, projects under investment must have timely solutions.
"Recently, real estate projects have emerged in localities as we have mentioned such as Ho Chi Minh City, Da Nang, Dong Nai and some southern localities with many problems related to investment procedures. These projects have been taking place for a very long time, with different laws and stages. Therefore, we are currently coordinating with ministries and localities to continue to urge, review and resolve issues," Deputy Minister Nguyen Van Sinh informed and emphasized that any issues related to any ministry or sector must be answered in order to work with localities to resolve difficulties for businesses, contributing to promoting supply sources.
According to Mr. Sinh, one of the very important tasks is to promote social housing and worker housing projects in accordance with the Project approved by the Prime Minister, which will create a housing supply and contribute to solving difficulties for the real estate market.
Speaking further on the above issue, Minister and Head of the Government Office Tran Van Son said that legal difficulties are the biggest for real estate projects. “At many seminars, you all know that legal difficulties account for nearly 70%, among which is the calculation of land prices. Recently, the Government and the Prime Minister have issued many dispatches directing localities to step up the removal of difficulties, especially legal difficulties, for real estate projects,” Minister Tran Van Son emphasized.
