At the regular Government Press Conference for May 2023 held this evening (June 3), Lieutenant General To An Xo - Spokesperson of the Ministry of Public Security answered the press regarding the investigation and handling of cases related to the short sale of sick leave certificates, social insurance (SI) profiteering in localities and drug prevention work in recent times.

Regarding the case of selling sick leave papers for profit from social insurance, Lieutenant General To An Xo said that this incident has been going on for a long time and has occurred in many localities. The police force and other functional units have also taken action but have not been able to completely prevent it.
According to Mr. To An Xo, it is also because the people's demand for health certificates and health certificates in general is very high, such as: Going to driving school, going to work, applying for a job, or related to insurance. From there, negative things and illegal acts occur.
"For example, there are male patients who are certified for female-related diseases, which means providing fake certificates. Or there are people who have lost both arms but are still granted driver's licenses because they have fake health certificates. During the investigation, we found such phenomena.
Or in the phenomenon of escaping crime, there is the obtaining of a certificate of mental problems. These phenomena occur a lot in many fields," Mr. To An Xo informed.
Notably, according to Lieutenant General To An Xo, the most recent case was in Dong Nai. According to initial information, Dong Nai Provincial Police have issued an emergency detention order for 18 subjects and will initiate prosecution in the near future. Especially for the case of allowing employees to take leave to receive social insurance with a health certificate in Bien Hoa city.
During the initial search, the police seized over 135,000 social insurance leave certificates and 400 health examination papers with fake results and no information about the patient.
According to Mr. To An Xo, the initial results determined that there were two masterminds and leaders who colluded with other subjects at medical clinics in Bien Hoa city to write names and forge signatures of patients to create social insurance benefit records. "Although the workers were not sick and did not go to the doctor. This act caused very serious damage and loss of state budget revenue," Mr. Xo emphasized.
Lieutenant General To An Xo also said that the Ministry of Public Security has directed Dong Nai Provincial Police to continue to expand the investigation and clarify all criminal acts of violators for handling in accordance with the law. In the coming time, the police force will step up inspection of the issuance of driver's licenses and health certificates.

Propaganda to make people hear that drugs are alienated
Regarding the work of preventing and combating drugs, Lieutenant General To An Xo said that in the past 6 months, the police force has discovered and prosecuted over 13,000 cases related to drugs, with over 20,000 subjects, seized over 14,225 kg of heroin, 4,023 kg of synthetic drugs, 982,039 synthetic drug pills and 210 kg of marijuana.
Mr. To An Xo said that through the fight, a number of phenomena have emerged as follows: Firstly, the situation of illegal buying, selling and transporting of drugs on many routes and key areas has close links with other types of crimes, and there have emerged foreign subjects colluding and connecting with a number of domestic subjects to illegally buy, sell and transport drugs.
Second, the situation of foreigners taking advantage of air routes to illegally transport drugs at some airports in Vietnam. Subjects entering and transiting to bring drugs into Vietnam for consumption or to a third country. "A typical example is the case of the flight attendant. After discovering it, the Ministry of Public Security investigated and uncovered clues and arrested about 200 related subjects. Currently, transporting drugs by air is quite complicated," said Mr. To An Xo.
Third, the situation of drug use in nightclubs, bars, and high-rise buildings in some localities is complicated. Accordingly, due to profits and attracting customers, some entertainment venues in some localities, the owners of business establishments with security and order conditions, have ignored the use of drugs right in the places they manage.
Through the fight, we have now stopped the supply of drugs, but most importantly, we must reduce demand and the number of drug users and addicts. As of March 15, the total number of drug addicts and users in our country was 233,906, of which 184,427 were addicts and 49,479 were illegal drug users, a decrease of 8,043 people compared to December 15, 2022.
"The current goal is to reduce demand, promote in residential areas and villages that they are drug-free areas, people must fight against drug crimes, help drug addicts quit, so that people hear that drugs are shunned and eliminated," Mr. To An Xo emphasized.
According to Lieutenant General To An Xo, it is necessary to well implement Directive 36 of the Politburo on improving the quality and effectiveness of drug crime prevention and control or the Law on Drug Prevention and Control, especially the conclusion of Deputy Prime Minister Tran Luu Quang, Chairman of the National Committee on Drug Prevention and Control at the recent conference. The Ministry of Public Security will continue to conduct special projects to arrest and block the supply source, even attack the organization, attack the ringleaders instead of attacking the transporters individually. Cooperate with countries sharing the border to fight and block drug crimes early and from afar.
