Dong Hoi City People's Committee has just sent a document to Quang Binh Provincial People's Committee to consider the arrangement of administrative units at the commune and ward levels in combination with expanding administrative boundaries according to the approved general planning of the northern adjacent area (Ly Nam commune, Nhan Trach commune) of Bo Trach district and the southern adjacent area (Quan Hau town and part of Vinh Ninh commune) of Quang Ninh district to divide into 3 wards.

Ward 1: Planned to merge the following communes and wards: Dong Hai, Dong Phu, Hai Thanh, Duc Ninh, Duc Ninh Dong, Phu Hai, Bao Ninh and propose to expand the boundary to Quan Hau town, Quang Ninh district.
Ward 2: Planned to merge the communes and wards: Nam Ly, Bac Ly, Loc Ninh, Quang Phu and propose to expand the boundary to Ly Nam commune and part of Nhan Trach commune, Bo Trach district.
Ward 3: Planned to merge the following communes and wards: Nghia Ninh, Dong Son, Bac Nghia, Thuan Duc and propose to expand the boundary to Vinh Ninh commune, Quang Ninh district.
According to Mr. Hoang Ngoc Dan, Chairman of Dong Hoi City People's Committee, the expansion of administrative boundaries aims to create more development space for Dong Hoi City, reduce pressure on the central area, and help meet the criteria on population, area size and necessary infrastructure to build Dong Hoi City into a civilized and modern urban area.
“The city is following the regulations to submit a plan to arrange commune-level administrative units according to decentralization. Therefore, this is just a plan, it depends on the Provincial Steering Committee to make an official decision,” Mr. Dan added.
