Pursuant to Conclusion No. 2742-KL/TU dated May 20, 2024 of the Provincial Party Committee Standing Committee on accelerating the implementation of the Project to merge Dong Son district into Thanh Hoa city and establish wards in Thanh Hoa city, Thanh Hoa province, recently, the People's Committee of Thanh Hoa province has deployed a Plan to collect voters' opinions and approve the People's Councils at commune and district levels to approve the policy of merging Dong Son district into Thanh Hoa city. This is to create unity and high consensus among cadres, party members and people of all walks of life with the policy of arranging administrative units at district and commune levels in the period of 2023-2030.
The purpose and requirements of the plan are to provide timely and complete information and propaganda so that voters clearly understand the meaning and content of the consultation; the rights, obligations and responsibilities of voters; encourage voters to actively participate, reach consensus and high unity in merging Dong Son district into Thanh Hoa city, establishing wards in Thanh Hoa city and arranging administrative units at district and commune levels in the 2023-2025 period of the province.

Regarding the organization of collecting voters' opinions, the plan sets out the scope and content of collecting opinions for each unit; the establishment and posting of voter lists, the establishment of voter opinion collection teams, the time and form of implementation. Regarding the form of collecting voters' opinions, it can be implemented through organizing conferences or distributing opinion collection forms to households.
Chairman of Thanh Hoa Provincial People's Committee Do Minh Tuan said that merging Dong Son district into Thanh Hoa city and establishing wards under Thanh Hoa city, and rearranging administrative units at district and commune levels are correct and important policies stipulated in the conclusions of the Politburo, the Secretariat; Resolutions of the National Assembly, the Government and the Standing Committee of the Provincial Party Committee. Collecting voters' opinions is one of the important requirements and tasks to effectively implement the Project of merging Dong Son district into Thanh Hoa city and the Project of rearranging administrative units at district and commune levels in the period of 2023-2025 of Thanh Hoa province.
The Chairman of the Provincial People's Committee requested localities to focus on the leadership and direction of Party committees at all levels, the implementation of the government, and the mobilization of the entire political system. At the same time, it is noted that the organization of collecting voters' opinions must ensure publicity, transparency, democracy, objectivity, compliance with legal regulations, and on time and on schedule. During the implementation process, units and localities must prioritize the task of information and propaganda; focus on guiding and providing timely information so that voters can correctly and fully understand the viewpoints and policies of the Party, the State, and the province on the merger and arrangement of administrative units to create solidarity, unity, and trust among the people.
Thanh Hoa City was established in 1993 from the old Thanh Hoa town, became a second-class urban area in 2003, and was recognized as a first-class urban area in 2014. The city currently has a natural area of 147 km2, 30 wards and 4 communes, and a population of nearly 500,000. This is the provincial city with the most wards in the country.
According to the draft merger project, the entire area of nearly 83 km2, with a population of more than 88,000 of Dong Son district will be merged into Thanh Hoa city. After the merger, the city will have a natural area of more than 228 km2, a population of nearly 594,000, with 37 wards and 11 communes. There are 7 new wards expected to be established, including Rung Thong, Hoang Quang, Hoang Dai, Dong Tien, Dong Van, Dong Khe and Dong Thinh.

It is expected that the merger of Dong Son district and Thanh Hoa city will be carried out between October and December 2024. After the merger, Thanh Hoa province will reduce 1 district-level administrative unit, leaving 2 cities (Sam Son, Thanh Hoa), 2 towns (Nghi Son, Bim Son) and 22 districts with 559 commune-level administrative units.
The draft project clearly states that the merger is to meet the requirements of building and developing a city worthy of a first-class urban area, with the role and position as the political, administrative, economic, cultural, social, scientific and technical center of one of the largest provinces in the country. The merger is also consistent with local culture and history, contributing to streamlining the organization of administrative units.
In addition, the Drafting Committee proposed to choose 2 new name options after the merger: Thanh Hoa City or Dong Son City.
