The announcement comes after a jury ruled in favor of "Fortnite" developer Epic Games in an antitrust lawsuit last year.
Judge James Donato in San Francisco District Court heard from technology experts and lawyers from Epic and Google about proposed changes in the massive lawsuit.
He expressed dissatisfaction with Google's reasoning about the cost and difficulty of implementing Epic's proposals and hinted that he would make a decision to increase flexibility for users and developers in downloading and distributing apps outside the CH Play app store.

“Google will have to pay the price to fix the situation after being found to be a monopoly,” Donato said. He also said his order would be brief, focusing on making sure Google understood “the rules.”
He will issue a ruling in the coming weeks and form a three-person committee to oversee implementation and compliance with the order. The judge also stressed that the decision is intended to open the door to competition after years of blocking Google.
Epic's lawsuit accuses Google of having too much control over how consumers access apps on Android devices and how they pay for in-app transactions.
Epic wants Google to make it easier for Android users to download apps from third-party app stores or other sources on the internet, as well as ban Google from automatically installing CH Play on Android devices.
Google has denied harming competition and said Epic's proposals would make it difficult for it to compete and affect consumer privacy and security.
Google is also facing another lawsuit from the US government over the way it controls its search engine, alleging that it has an illegal monopoly on web search.
