NHU (from Lang Son) is 8 years old, with a weak body and small like a 5 or 6 year old child, and is being treated for Thalassemia (congenital hemolytic anemia) at the National Institute of Hematology and Blood Transfusion. Since 6 months old, U. has been weak, pale, and often has fevers. Her parents took her to the doctor and found out she had Thalassemia, requiring blood transfusions and iron chelation therapy for the rest of her life.
Luckily, I have just had a stem cell transplant, which is the most advanced treatment method today. Throughout the treatment process, the health insurance card has always been with me, supporting me and my family to feel secure during the treatment. In 2023, health insurance paid 21.6 million VND for my treatment. In the first 6 months of 2024, health insurance paid 388 million VND for stem cell transplant treatment.
“Without health insurance, my family would not know where to turn. My parents are self-employed, their income is unstable, and the family’s finances are difficult as they have to work, raise two children, and take care of a sick grandchild,” U.’s grandmother shared.
Since he was 9 months old, when he was diagnosed with hemophilia, LSĐ.P. (Thanh Hoa) had to go to the hospital twice a month for injections. This year, he is 19 years old, and that is how many years he has been attached to the hospital.
My family is in financial difficulty, I have two younger siblings who are still in school, my medical expenses each year are up to hundreds of millions of dong. Without health insurance, my family cannot afford it.
Thanks to the social health insurance card, I was given a free health insurance card, and 100% of the medical examination and treatment costs are covered when I go to the hospital, so my family does not have to pay for treatment, but only has to pay for travel and food.
In 2023, health insurance will pay for the child's treatment costs of 306 million VND. In the first 6 months of 2024, the amount of hospital fees paid will be up to 1.15 billion VND.
“Without health insurance, I wouldn’t be here today,” P. confided. For P., health insurance is a “benefactor” not only for him but also for his family. Thanks to being able to put aside the financial burden, P. can rest assured about his treatment and recovery.
Continue to expand health insurance coverage
Health insurance policy is one of the pillars of social security. Since its implementation, health insurance coverage has been increasingly expanded, people have received better health care services. In particular, people in difficult circumstances and people in remote areas have access to health services right from the grassroots level.
With the goal of ensuring maximum benefits for health insurance patients, the City Social Insurance has focused on developing health insurance participants to ensure people's access to policies when they are at risk of illness or disease.
Up to now, the health insurance coverage in the whole city is over 94% of the population, every year exceeding the targets assigned by the Government and the City People's Council.
The City Social Insurance coordinates with the Department of Health and medical facilities to effectively implement the Law on Health Insurance in the area, signing health insurance contracts with 189 medical facilities to organize medical examination and treatment to ensure the rights of health insurance participants when they are sick or ill and have to go to the hospital for medical examination and treatment.
The quality of health insurance-covered medical care is increasingly improved. Many new medicines, techniques, and modern medical services are quickly paid for by the health insurance fund, creating favorable conditions for patients to access and ensuring the principle of risk sharing among participants.
In addition to paying for regular medical examination and treatment costs, the health insurance fund also covers many cases of serious illness and chronic illness. Many patients have had their medical examination and treatment costs paid by the health insurance fund for billions of VND, thereby helping patients and their families overcome financial difficulties to have peace of mind during treatment.
In 2023, the city will have 12.6 million medical examinations and treatment visits, with health insurance expenditures of over VND 22,531 billion; 397 patients will have health insurance treatment costs of over VND 500 million, and 3 patients will have costs paid by the health insurance fund of over VND 3 billion.
Out-of-province patients transferred to Hanoi for treatment are all guaranteed health insurance benefits. Of the 397 high-cost patients, over 60% are out-of-province patients. In 2023, the amount paid for out-of-province patients is VND 11,259 billion, accounting for 50.3% of total health insurance expenditure.
In the coming time, Hanoi Social Insurance will continue to implement many propaganda solutions, increase health insurance coverage, ensure the rights of health insurance participants, contributing to improving the lives and social security of the people of the capital.
