Appraisal of the Project to Adjust the Master Plan for Construction of Chan May - Lang Co Economic Zone

According to the People's Committee of Thua Thien Hue province, in Hanoi, Deputy Minister of Construction, Chairman of the Appraisal Council Nguyen Tuong Van has just chaired a meeting to appraise the Project to adjust the Master Plan for construction of Chan May - Lang Co Economic Zone, Thua Thien Hue province until 2045.
The objective of adjusting the Master Plan for the construction of Chan May - Lang Co Economic Zone, Thua Thien Hue province to 2045 is to develop Chan May - Lang Co Economic Zone into a dynamic economic area, complete in structure and function; highly competitive in attracting industry, technology, tourism and services as well as urban development; creating an attractive investment environment, with the ability to quickly access goods and services to the region and internationally with highly trained human resources and an economy shifting towards modernity; building Chan May - Lang Co Economic Zone into an economic zone with a synchronous and modern economic infrastructure system, technical - social infrastructure; civilized, advanced landscape architecture and urban space, sustainable environment and efficient land use.
This adjustment also serves as a basis for implementing planning and construction investment projects in the area and is a legal tool to manage and control construction activities according to approved planning.
At the same time, the Project to adjust the general planning for the construction of Chan May - Lang Co Economic Zone aims to build Chan May - Lang Co Economic Zone as a national and international traffic hub, an important gateway to the sea, providing deep-water port services and coordinating goods in the key economic region of the Central region and the East - West corridor; as one of the large and modern trading centers, a comprehensive tourism and resort center of national and international stature in the key economic region of the Central region and the whole country; as an area prioritized for the development of clean industries and high-tech, modern industries with high competitiveness in the region; as an urban area meeting the criteria of a type III urban area, synchronously developing economic infrastructure, technical infrastructure and social infrastructure in a smart and sustainable direction on the development corridor connecting Thua Thien Hue and Da Nang; as an important area for national defense and security in the Central region and the whole country.
The objectives and characteristics of the planning adjustment project comply with the Planning Adjustment Task approved by the Prime Minister in Decision No. 418/QD-TTg dated April 20, 2023; basically inheriting the objectives and characteristics of the Master Plan for the construction of Chan May - Lang Co Economic Zone, Thua Thien Hue province to 2025 approved by the Prime Minister in Decision No. 1771/QD-TTg dated December 5, 2008.
At the meeting, Vice Chairman of Thua Thien Hue Provincial People's Committee Hoang Hai Minh said that after more than 15 years of establishment and operation, the appearance of Chan May - Lang Co area has changed significantly, developed in the right direction, truly becoming the driving force for development of the province and the Central Key Economic Region; the image and brand of Chan May - Lang Co Economic Zone are increasingly attracting the attention of many domestic and foreign investors, gradually affirming its position and role as a driving force in attracting investment and developing the province's economy.
In the process of implementing the current master plan, the locality has found some limitations and shortcomings arising compared to reality due to many subjective and objective reasons. In addition, the situation of attracting investment and developing production and business projects in Chan May - Lang Co Economic Zone has not reached the expected target, the value of industrial production is still low, there are not many jobs for workers, the urban appearance has not been developed...
Meanwhile, the national industry development plans have been approved; at the same time, the Thua Thien Hue Provincial Planning for the period 2021-2030, with a vision to 2050 and the Thua Thien Hue Urban Master Plan to 2045, with a vision to 2065, approved by the Prime Minister, have many new orientations for the development of Chan May - Lang Co Economic Zone, so there are changes in policies from higher levels, which need to be reflected in the Master Plan for the construction of Chan May - Lang Co Economic Zone.
Therefore, in the current development trend, adjusting the planning of Chan May - Lang Co Economic Zone is necessary to meet the actual situation and investment attraction needs of the locality.
Deputy Minister of Construction Nguyen Tuong Van highly appreciated the contents that Thua Thien Hue province had prepared. The project closely followed the content and complied with the planning adjustment task approved by the Prime Minister.
Deputy Minister of Construction Nguyen Tuong Van requested Thua Thien Hue province to continue to complete the comments of the members of the Planning Appraisal Council, paying attention to updating the planning project boundaries according to the planning approval task approved by the Prime Minister; at the same time, paying attention to the conversion of forest land and rice land use purposes; the urban development plan of Chan May planning in the future must ensure consistency with the planning projects approved by the Prime Minister such as the provincial planning, the general urban planning of Thua Thien Hue until 2045, with a vision to 2065.
