The Hanoi People's Committee has just issued Notice No. 99/TB - VP on the conclusion of Mr. Duong Duc Tuan, Vice Chairman of the Hanoi People's Committee, on the plan to build a road connecting Gia Binh airport (Bac Ninh province) with Hanoi capital in Hanoi.
Announcement No. 99 stated that the Hanoi People's Committee agreed with the Bac Ninh Provincial People's Committee to report to the Prime Minister to select Option 1 to invest in the route connecting Gia Binh - Bac Ninh airport with the capital Hanoi.
Specifically, Option 1 will build a new section from the connection point with Bac Ninh province to the North of the Lao Cai - Hanoi - Hai Phong railway connecting to the intersection between the Hanoi - Lang Son highway and Ring Road 3.
The route coincides with Ring Road 3 and connects with the Tu Lien Bridge approach road to the center of Hanoi Capital with a route length in Hanoi City of about 28.58 km.
Mr. Duong Duc Tuan assigned the Department of Planning and Architecture to preside over and coordinate with the Department of Construction, Transport Design Consulting Corporation (TEDI) and relevant units to urgently complete the dossier and report on the construction plan of the route connecting Gia Binh airport with Hanoi capital in Hanoi to report to Deputy Prime Minister Tran Hong Ha.
The above units must prepare an analysis table, highlighting the advantages of Option 1 - the selected option and the disadvantages of Option 2 - the comparison option (cutting through functional areas identified in approved plans and investment and construction policies; going above the riverbank area, without the structure of the collector road and urban connection on both sides; passing through the Hoa Lam Vien pagoda area (Bai Sap relic site). Not convenient in connecting with urban railway lines and Yen Vien station...); do not propose Option 3.
The Vice Chairman of the Hanoi People's Committee also agreed on the detailed contents of Option 1. In particular, for the newly built section from the connection point with Bac Ninh province to the North of the Lao Cai - Hanoi - Hai Phong railway line and connecting with the intersection between the Hanoi - Lang Son expressway and Ring Road 3, the route will be equal to the cross-section width of 120 m (10 expressway lanes).
For the urban railway line along the elevated route, it is a branch line connecting to urban railway line No. 9.
The section coinciding with Ring Road 3 connecting with Tu Lien Bridge approach will have a cross-section width of 120 m (10 expressway lanes), including the Lao Cai - Hanoi - Hai Phong railway corridor (about 34 m). The section coinciding with Tu Lien Bridge approach to the center of Hanoi Capital has a cross-section width of 60 m.
Mr. Duong Duc Tuan assigned the Hanoi Department of Planning and Architecture to review urban development areas along both sides of the road within a range of 300 - 400 m; investment projects that have been and are being implemented; TOD development areas to report to the Hanoi People's Committee for consideration and direction.
Regarding the investment mechanism, the Vice Chairman of the Hanoi People's Committee proposed to consider choosing the investment option to build the route in the form of PPP, BT contract type for the entire route (Gia Binh airport, Bac Ninh province with the center of Hanoi; except for the section connecting Ring Road 3 and the Tu Lien bridge approach road, about 10.5 km/28.58 km out of a total of 49.5 km currently being implemented in the form of public investment. The Hanoi People's Committee shall carry out public investment in site clearance for the section in Hanoi and the Bac Ninh Provincial People's Committee shall carry out site clearance in Bac Ninh province (clearance of scale and boundaries within the route).
“Assign the Department of Planning and Investment (the new Department of Finance) to preside over, based on the Prime Minister's direction in Notice No. 68/TB-VPCP dated February 27, 2025 of the Government Office, to study and propose investment mechanisms for tasks under the responsibility of Hanoi City; advise, propose, and report to the Prime Minister before March 10, 2025,” Mr. Duong Duc Tuan assigned the task.
Previously, the People's Committee of Bac Ninh province proactively reviewed and planned, and agreed with the capital Hanoi on the route direction and scale of the road width of about 120 m with a route length of about 46 km.
The total investment for the project to build a route connecting Gia Binh - Bac Ninh airport with Hanoi capital is about 26,700 billion VND (construction and installation is 21,500 billion VND; compensation and site clearance costs are 5,200 billion VND).
