On the morning of August 11, in Hanoi, Deputy Minister of Planning and Investment Tran Quoc Phuong chaired a meeting of the Central Inter-sectoral Appraisal Council to appraise the pre-feasibility study report of the investment project to build the Ninh Binh - Hai Phong expressway (CT.08), section through Nam Dinh - Thai Binh provinces.

At the meeting, Comrade Nguyen Quang Hung, Standing Committee Member, Permanent Vice Chairman of the Provincial People's Committee presented the draft pre-feasibility study report of the project, in which he supplemented and clarified a number of contents related to the assessment of the project dossier; the suitability with the conditions for selecting projects for investment under the public-private partnership (PPP) method stipulated in Article 14 of the PPP Law; the suitability with the basis for preparing the pre-feasibility study report; investment efficiency, the ability to recover capital for investors; the mechanism for sharing the reduced revenue; capital sources, the ability to balance capital; the form of selecting investors and a number of other contents.

The project to invest in the construction of the CT.08 expressway, Nam Dinh - Thai Binh section, passes through the territory of Thai Binh and Nam Dinh provinces; the starting point is adjacent to the Day River overpass in Nghia Hung district (Nam Dinh), the end point ends at the intersection between National Highway 37B and the coastal road in Thai Thuy district (Thai Binh). The investment scale for the construction of the route is over 60km long, according to the scale of a complete 4-lane expressway, with a roadbed width of over 24m, and a design speed of 120km/h. The investment form is under the PPP method.
Immediately after being assigned by the Government as the competent state agency in implementing the CT.08 expressway project, the section through Nam Dinh - Thai Binh province, Thai Binh province has proactively grasped the situation and procedures to implement the project; focusing on completing the project's pre-feasibility study report to submit to the Prime Minister for approval of the project investment policy. At the same time, focusing on solutions in site clearance, resettlement arrangement, and being ready to hand over clean land when implementing the project in the field.

Speaking at the meeting, Deputy Minister of Planning and Investment Tran Quoc Phuong suggested that Thai Binh and Nam Dinh provinces absorb the opinions of delegates and coordinate with the appraisal council to promptly complete the appraisal of the project's pre-feasibility study report before submitting it to the Prime Minister for approval of the project investment policy in the coming time. The Deputy Minister of Planning and Investment also gave specific comments on a number of contents related to the project dossier, procedures, financial plans, capital structure, etc.
The Deputy Minister of Planning and Investment emphasized: Thai Binh and Nam Dinh provinces and central ministries and branches, based on current regulations, proactively review steps to implement project steps and procedures in accordance with legal regulations.
