Thai Nguyen promotes the identity of "Vietnamese bamboo" in foreign affairs

At the National Foreign Affairs Conference to implement the Resolution of the 13th National Party Congress on December 14, 2021, the late General Secretary Nguyen Phu Trong emphasized: “It can be summarized that over the past 90 years, under the leadership of the Party and President Ho Chi Minh, on the basis of creatively applying the basic principles of Marxism-Leninism, inheriting and promoting the traditions, identity of foreign affairs, diplomacy and national culture, selectively absorbing the quintessence of world culture and progressive ideas of the times, we have built a very special and unique school of foreign affairs and diplomacy of the Ho Chi Minh era, imbued with the identity of the "Vietnamese bamboo tree", "firm roots, strong trunk, flexible branches", imbued with the soul, character and spirit of the Vietnamese people".

Also at this Conference, the late General Secretary once again affirmed his determination to build and develop a modern Vietnamese foreign policy and diplomacy imbued with national identity - a diplomatic school imbued with the identity of "Vietnamese bamboo".

Foreign affairs activities in Thai Nguyen province have been implemented synchronously, comprehensively and substantially in all fields. Thai Nguyen has increasingly affirmed its position as one of the dynamic localities in foreign affairs and international integration.

Comprehensive promotion in all areas of work

In recent years, foreign affairs activities in the province have been vibrant and really flourishing, implemented synchronously and comprehensively with many outstanding marks, dynamically adapted; continued to expand international integration, consolidate and tighten comprehensive friendly and cooperative relations with localities of Laos and Korea; expanded and enhanced cooperation with diplomatic agencies and international organizations in Vietnam; focused on economic diplomacy; strengthened foreign information, consular work, citizen protection... contributing significantly to economic and social development, enhancing the province's position in the region and internationally.

Upholding the diplomatic policy of “Vietnam’s bamboo tree”, in recent years, Thai Nguyen province’s foreign affairs have always taken the principle of placing “national and ethnic interests” as the “root”. The province has organized diplomatic activities to ensure compliance with regulations, flexibility, initiative, and suitability to the actual situation; thereby consolidating and expanding the province’s relations with localities and foreign partners, mobilizing external resources for the province’s socio-economic development and preventing complex and sensitive issues related to foreign factors, contributing to ensuring political security in the locality.

Thai Nguyen province constantly expands international cooperation, enhances cultural promotion, friendly exchanges and trade promotion activities, attracts foreign investment; strengthens friendly relations with people in localities of neighboring countries, traditional friends, major countries and many organizations in the world; actively propagates and promotes the image and people of Thai Nguyen province in particular and of Vietnam in general to international friends; contributes to being a bridge to promote cooperation in the fields of economy, culture, education, health, high technology, science and technology...

Local cooperation has achieved many positive results. Up to now, Thai Nguyen province has signed cooperation agreements with 7 foreign localities: Gyeongsangbuk province - Korea, Luang Prabang province - Laos, Poitiers city - France, Linkoping city - Sweden, Salo city - Finland, Alier province - France, Virginia state - USA.

The province continues to consolidate, strengthen and deepen comprehensive cooperative relations with foreign localities, such as: Gyeongsangbuk-do Province, South Korea, Luang Prabang Province, Laos, Linkoping City, Sweden. Proactively connect and promote the expansion of cooperative relations with other international organizations and foreign localities: Poitiers City - France; Lower Silesia Province - Poland; Udon Thani Province - Thailand; Sichuan Province - China.

Visits, delegation exchanges and cooperation activities have been effectively and practically implemented in diverse forms, suitable to the actual situation, many specific programs and projects have been effectively implemented. Thai Nguyen province has welcomed many delegations from embassies, local representatives and foreign enterprises to visit and work to learn about investment potential and implement approved projects in the province.

In particular, welcoming and working with the delegation of the Vice Governor of Gyeongsangbukdo Province, South Korea; the delegation of the Central Committee member of the Lao People's Revolutionary Party, Secretary, Governor of Luang Prabang Province, Laos; the delegation of high-ranking officials of the Lao People's Revolutionary Party; the delegation of leaders of Kawasaki City, Kanagawa Province, Japan; Ambassadors of Thailand, Australia, Canada, the United States, Korea, India, the Netherlands, Singapore, Angola, Nigeria, representatives of the European Union delegation in Vietnam; major international corporations: Korea Investment Promotion Agency in Hanoi (KOTRA), EyeMed Innovations, Inc., Medical Corporation EIWAKAI and a number of Japanese investors; the Netherlands International Investment Fund, the Netherlands Development Organization SNV, the Netherlands Climate and Development Fund DFCD, the CFM Climate Change Investment Fund, CA Water Pte Ltd. (Singapore), MM Mega Market Co., Ltd. (Vietnam).

Thai Nguyen has organized many delegations of provincial leaders to promote investment, visit, work and learn experiences in foreign countries such as: Korea, Japan, Australia, Cuba, USA, UK, Germany, Netherlands; Hungary, Slovakia, Czech Republic...

Economic diplomacy has been implemented vigorously and comprehensively, with profound changes in quality and quantity, achieving many outstanding results, continuing to make practical contributions to the province's socio-economic development. Attracting foreign direct investment (FDI) into Thai Nguyen province is among the top localities attracting the highest FDI capital in the country. The province has actively coordinated with central ministries, departments, branches, infrastructure investors, and strategic partners to promote the potential, strengths, and investment opportunities of Thai Nguyen province to partners and countries around the world.

Promote investment connection activities with investors from traditional markets such as Japan, Korea, China...; accompany and support foreign investors in the process of investment research, project implementation and throughout the process of investment and business activities in Thai Nguyen province.

In the first 6 months of 2024 alone, the export value of goods in the province is estimated at 15.4 billion USD, up 19.2% over the same period, equal to 52.5% of the annual plan. The value of imported goods in the first 6 months of 2024 is estimated at 8.84 billion USD, up 16.5% over the same period.

As of June 2024, the province has 10 newly licensed FDI projects with a total registered capital of 482.8 million USD, 09 projects increased capital with a registered capital of 59.4 million USD. Accordingly, Thai Nguyen province ranks 10th out of 63 provinces and cities nationwide in terms of FDI attraction results. Up to now, the province has 219 valid FDI projects with a total registered capital of 11.25 billion USD.

Implementing Directive No. 12-CT/TW of the Secretariat, people's foreign affairs work has been focused on and effectively implemented by Party committees and authorities at all levels to enhance exchanges and connections with international friends, contributing to fostering peace, solidarity and friendship. At the same time, the province has effectively managed the activities of foreign non-governmental organizations (NGOs) in the locality.

Currently, in the province, there are 30 NGOs with valid operating licenses and newly added locations, operating and implementing 41 aid programs and projects in Thai Nguyen province with a committed value of funding for NGO programs and projects of 6,578,799 USD; the disbursement value in 2023 is estimated at 1,488,170 USD, an increase of 59.6% over the same period in 2022. NGO-funded programs and projects have contributed to bringing practical effects to the socio-economic development of the province and improving the lives of local people.

In recent years, provincial agencies and localities have proactively sought out, promoted signing and established cooperative relations with foreign agencies and localities at the same level. Foreign information work has been implemented with focus and key points, promptly informing the province's foreign affairs work, promoting the province's potential and advantages.

Cultural and foreign affairs work has been actively implemented with diverse activities, aiming to promote the land, people and culture of Thai Nguyen to domestic and foreign tourists. Work with overseas Vietnamese continues to be focused on and implemented to inform the policies and guidelines of the Party, State in general and the locality in particular, calling on the overseas Vietnamese community to turn towards building the homeland and the country.

The organization and management of international conferences and seminars are strictly implemented, in accordance with the regulations according to Decision No. 06/2020/QD-TTg dated February 21, 2020 of the Prime Minister. Consular work and citizen protection continue to be carried out promptly and effectively. The management of outgoing and incoming delegations is strictly implemented, ensuring the regulations of the Central Government.

9 key objectives

Identifying foreign affairs as one of the important tasks of the province, Thai Nguyen will focus on 9 key goals in the coming time:

Firstly, raise awareness of the role, position and importance of foreign affairs and international integration, perfect institutions and policies on foreign affairs to ensure consistency, creativity and efficiency in foreign affairs activities, proactively and actively integrate comprehensively and deeply into the international community.

Second, continue to connect and strengthen local-level international cooperation activities between Thai Nguyen province and foreign localities. Implement delegation exchange activities according to approved plans. Support provincial agencies and localities in implementing signed cooperation agreements with foreign partners.

Third, promote economic diplomacy activities, effectively implement investment and trade promotion programs, and attract high-quality international resources to serve rapid and sustainable local development.

Fourth, strengthen people-to-people diplomacy. Continue to promote the mobilization of foreign aid; direct specialized agencies to support and guide working groups of foreign organizations to carry out activities in the province.

Fifth, continue to effectively implement Vietnam's Foreign Cultural Strategy in Thai Nguyen province for the period 2022-2026, Thai Nguyen province's Cultural Diplomacy Strategy to 2030 and tasks in the Thai Nguyen province's Tourism Development Project for the period 2021-2025, with a vision to 2030.

Sixth, deploy and implement Resolution No. 47/NQ-CP dated April 15, 2024 of the Government promulgating the Government's Action Program until 2030 to implement Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of foreign information work in the new situation. Continue to effectively implement the tasks in the Project on Developing Foreign Information in Thai Nguyen Province for the period 2021-2025. Coordinate with foreign press agencies and central press agencies to produce, post and broadcast foreign information programs and content of the province.

Seventh, direct the implementation of consular work and citizen protection in accordance with regulations. Carry out well the work of organizing and managing delegations entering and leaving the province.

Eighth, effectively organize training courses to improve professional qualifications and foreign affairs skills for officials, civil servants and public employees of the province.

Ninth, strengthen inspection and examination of the implementation of foreign affairs work in the province, ensuring strict compliance with the Regulations on unified management of foreign affairs activities of Thai Nguyen province issued in Decision No. 1263-QD/TU dated August 3, 2017 of the Standing Committee of Thai Nguyen Provincial Party Committee and the Decision to amend and supplement a number of articles of Decision No. 1263-QD/TU.

Promoting the spirit of diplomacy imbued with the identity of "Vietnamese bamboo", Thai Nguyen province is determined to build and develop a modern foreign policy imbued with national identity, creatively and flexibly applying foreign policies; making the province an attractive and trustworthy destination for partners, localities and international investors, continuing to effectively contribute to the overall socio-economic development of the province, contributing to building the province to develop and achieve the goal of becoming one of the modern industrial economic centers of the midland and mountainous regions in the North and the Hanoi Capital region by 2030 according to the Resolution of the 20th Provincial Party Congress, term 2020-2025.
