According to the report of the Department of Agriculture and Rural Development, from the beginning of 2025 to February 21, 2025, African Swine Fever (ASF) outbreaks occurred in 12 households, 7 villages, and 5 communes in the province with 66 infected and dead pigs, equivalent to 1,534 kg of pigs destroyed; currently, 2 communes in Phuong Vien, Cho Don district and Phuc Loc commune, Ba Be district have passed 21 days.
Regarding Foot and Mouth Disease (FMD), there are still 2 communes in 2024 that have passed 21 days but are not yet qualified to declare the end of the epidemic. Other infectious and common diseases including Lumpy Skin Disease, Rabies, and Avian Influenza have no new outbreaks.
According to forecasts, the disease situation in the coming time will face many difficulties due to complicated and unpredictable weather and climate, directly affecting and causing disadvantages to livestock farming, reducing the resistance of livestock; low vaccination rate in some localities, while small-scale livestock farming accounts for a large proportion, disease-safe livestock farming conditions have not met requirements... Therefore, the risk of disease outbreaks in livestock herds is very high, especially dangerous infectious diseases such as ASF, Foot and Mouth Disease, Lumpy Skin Disease in cattle...
Based on the plan for preventing and controlling diseases of terrestrial and aquatic animals in Bac Kan province in 2025 of the Provincial People's Committee, up to now, 8/8 districts and cities have issued plans for disease prevention, in which they assigned vaccination targets to communes, wards and towns and directed the vaccination of livestock; continued to deploy spraying disinfectants to disinfect barns, livestock areas, village roads and alleys. As of February 21, 2025, the Department of Animal Husbandry and Veterinary Medicine has provided 882 liters to carry out the first round of disinfection spraying in 2025; prepared and provided all kinds of materials and vaccines for the first round of periodic vaccination in 2025...
At the conference, units and localities reported difficulties in disease prevention and control, especially in areas bordering neighboring provinces. Discussing solutions to improve the effectiveness of disease prevention and control in 2025, delegates said that it is necessary to set up checkpoints and quarantine stations to control the transportation of animals and animal products, especially in areas bordering epidemic areas to promptly prevent epidemics; have sanctions to handle cases of not vaccinating and causing epidemics; increase penalties for violations of disease prevention and control; study vaccine support policies for small-scale livestock households; do not implement policies to support losses for livestock farmers when livestock farmers do not declare their livestock activities and do not vaccinate their livestock according to regulations...

Speaking at the conference, Vice Chairman of the Provincial People's Committee Nong Quang Nhat requested that in the coming time, the People's Committees of the districts focus on directing the drastic and synchronous implementation of epidemic prevention and control measures according to issued documents; urgently carry out disinfection and sanitation; resolutely direct and thoroughly handle current outbreaks occurring in the communes; strengthen propaganda work to raise people's awareness and effectively implement epidemic prevention and control work; enhance the role and responsibility of commune-level leaders and the Commune-level Steering Committee for Disease Prevention and Control; pay attention to directing departments and offices to effectively coordinate in epidemic prevention and control work; resolutely handle violations; direct communes lacking professional staff to promptly improve their capacity to meet work requirements.
The Department of Agriculture and Rural Development will absorb the opinions at the Conference to complete the report; provide sufficient disinfectants and vaccines to districts upon request; study and advise the Provincial People's Committee to submit to the Provincial People's Council on the policy of supporting vaccines for livestock households to carry out disease vaccination; pay attention to arranging staff to perform professional work; advise on the construction of centralized slaughterhouses; advise the Provincial People's Committee to complete the Provincial Steering Committee for Animal Disease Prevention.
The Department of Animal Husbandry and Veterinary Medicine continues to coordinate with localities to strengthen inspection, supervision, guidance, and support, especially during the first round of disinfection spraying and vaccination of vaccines distributed to localities in 2025 to achieve the highest vaccination results.
The Fatherland Front and mass organizations continue to do a good job of propaganda and raising awareness among people of all walks of life to prevent and control diseases in livestock farming.
The Vice Chairman of the Provincial People's Committee also assigned tasks to relevant departments and branches according to the functions and tasks of each unit to effectively implement the work of preventing and controlling terrestrial animal diseases in 2025./.
