The Government Office issued the Notice of Conclusion of Prime Minister Pham Minh Chinh - Head of the Steering Committee at the 9th Meeting of the State Steering Committee for important national projects and works, key to the transport sector.
The announcement stated: The 2024 disbursement task of the transport sector of over VND 422,000 billion is very large. Completing this task will significantly contribute to promoting the country's economic growth; creating jobs for people as well as creating new development spaces to promote socio-economic development, ensuring national defense and security. In the process of organization and implementation, ministries, branches and localities thoroughly disseminate to relevant units (contractors, consultants, supervisors, etc.), to each officer, engineer, worker and employee to clearly identify 2024 as the year to accelerate project implementation.
To successfully carry out these tasks, the Prime Minister requests relevant ministries, branches, localities, agencies and units to:
Firstly , in all cases of difficulties, problems and obstacles, investors, contractors and forces participating in the project need to be united, work together, "only discuss and do, not retreat", have the highest determination, be proactive and creative, dare to think and dare to do to overcome all challenges and bring the project to the finish line on schedule.
Second , members of the Steering Committee, local ministries, branches, Project Management Board, contractors, consultants, cadres, civil servants, and workers, based on their assigned functions and tasks, proactively and actively perform their tasks, deploy and complete their commitments, ensure quality, progress, and technical and aesthetic standards, and pay special attention to environmental protection and creating a green, clean, and beautiful landscape.
Third , related tasks during project implementation are resolved in the spirit of focusing on solving difficulties wherever they arise, and resolving problems at whatever level.
The disbursement task of the transport sector in 2024 is over 422,000 billion VND.
Fourth , investors and related entities must proactively coordinate with each other to resolve procedural problems; uphold responsibility and follow their own authority; avoid shirking, avoiding, or fearing responsibility; work with focus and key points, and complete each task thoroughly without prolonging it.
Fifth , special attention must be paid to jobs and livelihoods for people who have given up their land for the project; resettlement areas must be built to ensure adequate health, education and social infrastructure, according to the principle that the new place of residence must have conditions at least equal to or better than the old place of residence.
Sixth , strictly prohibit corruption, negativity, and waste; proactively inspect, prevent early, fight negativity, and prevent complicated problems from arising; localities strictly control prices, fight against "hoarding" and "price gouging", promptly detect and strictly handle according to law for mine owners, organizations, and individuals who "hoard", "price gouging", and "price gouging" of construction materials.
Seventh , promptly reward or submit to competent authorities for consideration of rewarding individuals and groups with outstanding achievements in implementing tasks.
3 shifts, 4 crews to complete projects on schedule
In which, the Prime Minister assigned specific tasks to each ministry, branch and locality.
The Prime Minister requested the Ministry of Transport to review project progress, develop plans, launch emulation movements, and strive to shorten the completion schedule of a number of major projects and construction items to celebrate the 50th anniversary of the liberation of the South and national reunification.
Based on the results of the pilot implementation of using sea sand, the Ministry of Transport announced the results of the pilot implementation of using sea sand as the foundation of automobile roads and highways; coordinated with localities to implement the expanded pilot implementation depending on actual conditions and the need to use sea sand in the construction of traffic works; continued to complete the task of researching the use of sea sand according to the direction of the Prime Minister.
The Ministry of Transport strengthens inspection and urges localities (managing agencies), Project Management Boards, and investors to direct contractors to focus resources and organize "3 shifts" of construction of projects, especially the 2 DATPs of Dien Chau - Bai Vot and Cam Lam - Vinh Hao sections to complete on schedule, April 30, 2024; urges the implementation of DATPs of the North - South expressway in the East phase 2021 - 2025, Khanh Hoa - Buon Ma Thuot and Bien Hoa - Vung Tau to ensure completion on schedule.
At the same time, the Ministry of Transport will take the lead in building an information system, digitizing data to monitor the situation and implementation results of key projects and works in the transport sector, ensuring visual representation on planning maps, showing reporting indicators, implementation progress as well as obstacles and difficulties; to be completed in April 2024.
The Ministry of Natural Resources and Environment shall preside over and coordinate with relevant ministries, branches and localities to issue documents guiding localities and contractors to implement the specific mechanism on mining minerals for common construction materials (especially sea sand mines in Tra Vinh and Soc Trang provinces) according to Resolution No. 106/2023/QH15 of the National Assembly, to be completed in February 2024.
The Ministry of Natural Resources and Environment reviews the sand supply capacity in the Mekong Delta region to allocate and ensure adequate supply and capacity in accordance with the progress of projects in the Southern region.
The Ministry of Agriculture and Rural Development shall preside over and coordinate with the Ministry of Transport and the Ministry of Science and Technology to review, amend and promulgate standards and regulations on salinity of agricultural land, aquaculture water surface, etc. as a basis for the use of sea sand as filling material. In cases where promulgation is not required, there must be a document stating the reasons so that ministries, agencies and localities have a basis for implementation.
The Ministry of Construction guides the method of determining material prices at the mine so that localities can announce prices as a basis for investors to approve; coordinate with ministries, branches and localities to complete the system of norms, especially norms for exploitation, transportation and construction of sea sand for traffic works.
The Prime Minister emphasized his determination to bring important national projects and key transport projects to the finish line on schedule.
The Ministry of Planning and Investment (the Standing Agency of the Appraisal Council) urgently completes the Appraisal Report of the Dau Giay - Tan Phu, Tan Phu - Bao Loc, and Ho Chi Minh City - Moc Bai expressway projects in February 2024.
At the same time, urgently review and give opinions on the proposal to approve the adjustment of the investment policy for the Hanoi urban railway construction project, line 2, Nam Thang Long - Tran Hung Dao section, according to the task assigned by Deputy Prime Minister Tran Luu Quang in Official Dispatch No. 934/VPCP-QHQT dated February 7, 2024 of the Government Office.
The Ministry of Planning and Investment shall preside over and coordinate with the Ministry of Finance and specialized ministries to resolve difficulties related to the assignment of investment tasks to units not under specialized ministries to implement projects managed by specialized ministries, to be completed by February 2024.
The Ministry of Finance completes procedures to adjust and extend ODA loans from sponsors for the Nhon - Hanoi Railway Station urban railway project; urgently checks the allocation, approves the budget estimates (tabmis) and immediately disburses the 2024 state budget investment plan for projects for implementation.
The Ministry of Industry and Trade established a working group of the Ministry and Vietnam Electricity Group to go to localities to directly work and guide localities to speed up procedures related to relocating high-voltage power lines to meet the construction progress of projects; direct agencies to speed up the appraisal of dossiers and plans for relocating technical infrastructure works under their authority.
The State Capital Management Committee at Enterprises directed ACV and VEC to strictly control the quality and progress of airport projects and the Ben Luc - Long Thanh expressway project; and directed the Vietnam Rubber Industry Group to promptly hand over the site at the Bien Hoa - Vung Tau project .
