On February 27, Mr. Tran Hong Minh - Minister of Transport (MOT) and the working delegation had a working session with the leaders of Hai Phong City to remove and resolve difficulties in the field of transport and develop urban transport infrastructure.
At the conference, Mr. Nguyen Duc Tho - Vice Chairman of Hai Phong City People's Committee - said that in 2024, local transport infrastructure will continue to receive attention, focusing on investment in roads and regional connectivity.
Many major projects have been implemented such as: Lach Huyen port, calling for investors to study and invest in Nam Do Son port; research and planning of Hai Phong International Airport; coordinating with the Ministry of Transport to report on the pre-feasibility study of the Lao Cai - Hanoi - Hai Phong railway project.
However, Hai Phong's transport infrastructure still has many shortcomings. The road system and traffic intersections in the port area are still narrow; the city's beltway system has not been fully invested in; the old railway system has not been connected to seaport areas such as Dinh Vu, Lach Huyen and Nam Do Son...
The city requested the Ministry of Transport to continue to pay attention and direct units to coordinate in researching a number of projects. Specifically, Tan Vu - Lach Huyen 2 bridge: Access road and intersection in the feasibility study report stage of the Lao Cai - Hanoi - Hai Phong railway; intersection of National Highway 10 with the Hanoi - Hai Phong expressway; support procedures when upgrading the coastal road to the Ninh Binh - Hai Phong expressway.

Regarding the railway project, Hai Phong requested the Ministry of Transport to coordinate in implementing the feasibility study report of the Lao Cai - Hanoi - Hai Phong route project, the section passing through Hai Phong, promptly hand over the scope and boundary markers for the locality to carry out site clearance; direct the suspension of the bulk cargo railway routes from Chua Ve port to Hoang Dieu port and Hai Phong station to implement the investment project to build Nguyen Trai bridge.
Hai Phong City leaders also requested the Ministry of Transport to soon approve the task of planning Hai Phong International Airport for the 2021-2030 period, with a vision to 2050 in Tien Lang district.
At the meeting, Minister of Transport Tran Hong Minh basically agreed with the proposals of Hai Phong City.

The leaders of the Ministry of Transport assigned the affiliated units to coordinate implementation, focusing on: Local adjustment of the city's master plan in the Do Son - Cat Ba area to expand urban space; along the Lao Cai - Hanoi - Hai Phong railway; adjustment of the master plan for the construction of Dinh Vu - Cat Hai Economic Zone until 2045; the existing Lach Tray stadium area to form a mixed-function area...
Minister Tran Hong Minh emphasized that the units need to urgently coordinate implementation, draft conclusions for each specific content, strive to complete the contents related to planning adjustment, before March 30 with the determination to remove bottlenecks for Hai Phong.
