Song Cau is considered one of the leading wards of Bac Kan city in digital transformation activities, enhancing the interactive relationship between the government and the people.

Since 2020, when the Covid-19 pandemic broke out and social distancing had to be implemented, the People's Committee of Song Cau Ward quickly established a Facebook fanpage and an official information page on the social network Zalo (Zalo Official Account). The ward has a Zalo group with neighborhood leaders, and at the same time, guides neighborhood leaders to establish a Zalo group consisting of households in the management area. In addition, the ward directed the establishment of a Community Digital Technology Team at all levels. This team is a force close to the people, an extended arm to help bring digital platforms, digital technology, and digital skills to the people.

Since the strong and synchronous implementation of the above solutions, the connection between the government and the people has been significantly strengthened. The ward's OA Zalo page also directly links to the Provincial Public Administration Service Center. Problems related to administrative procedures are promptly answered by officials and digital technology teams, so it is very convenient. Interaction between people and the government is also faster and more direct, without having to find a phone number, wait for a meeting, and not go through many intermediaries. For example, recently there was a policy of free diabetes screening, but the document arrived very close to the examination date. If information was disseminated to people in the traditional way, it would be late, but thanks to information groups via social networks, people were able to promptly grasp the policy...

Mr. Vu Viet Hung, an official of the Office - Statistics, Song Cau Ward People's Committee, added: To improve the quality of public services, at the Reception and Results Department, there are always staff from the Community Digital Technology Team on duty to support people in performing online public administrative procedures. The ward is also a pioneer in posting QR codes for people to look up administrative procedures...

"The application of digital technology and digital transformation has positively changed the methods and effectiveness of propaganda at the grassroots level," said Mr. Ma Dinh Chap, Head of Residential Group No. 13, Song Cau Ward.

Instead of before, every time they wanted to convey policy information, launch flag-hanging campaigns, clean up alleys, etc., the residential group leader had to write on a board, use a loudspeaker, beat a gong, photocopy documents and hand them out to households, now they only need to post information on the Zalo group for everyone to know and spread the information.

In Nong Thuong commune, Mr. Trieu Van Nhuc, Chairman of the Commune People's Committee, said: The Party Committee and the commune government established internal information groups for village chiefs and Party cell secretaries. Not only that, all sectors, units, and associations in the commune also have their own information groups. Therefore, even though it is a rural area with a large area and roads that are not as convenient as urban centers, information between the Party Committee and the government and the people is still smooth and timely...

The application of digital technology and social networks in propaganda work and online administrative procedure settlement is closely related to the rate of people using smartphones. Because this is a popular and convenient means to access and perform online operations. Therefore, in addition to popularizing the use of smartphones, in the coming time, all levels and sectors need to propagate so that people can see the benefits and be more proactive in participating in the digital transformation process. The experiences of Song Cau ward and Nong Thuong commune need to be referred to and replicated by localities.
