With the drastic participation of the entire political system, thousands of solid houses from the program to eliminate temporary and dilapidated houses in Bac Kan province have brought hope for a bright future to the poor.
Talking to reporters of Dai Doan Ket Newspaper, Ms. Do Thi Minh Hoa - Chairwoman of the Vietnam Fatherland Front Committee of Bac Kan province affirmed that the joint efforts of the political system and the solidarity of the people are important factors for Bac Kan - one of the most difficult mountainous provinces in the country, to eliminate thousands of temporary and dilapidated houses.
PV: Madam, up to now, how has the emulation movement to eliminate temporary and dilapidated houses in Bac Kan province been implemented?
Ms. Do Thi Minh Hoa: The emulation movement to eliminate temporary and dilapidated houses launched by the Prime Minister and the Presidium of the Central Committee of the Vietnam Fatherland Front has been proactively implemented by Bac Kan province quite early. In 2024, the whole province supported the repair and construction of new solid houses for nearly 2,000 poor households, of which the socialized capital from the joint contributions of agencies, organizations and philanthropists was over 50 billion VND.
In 2025, Bac Kan province will synchronously deploy solutions to eliminate all temporary and dilapidated houses in the area. With current needs, the whole province still has nearly 5,000 households with temporary and dilapidated houses that need support to build new and repair. To achieve this goal, Bac Kan province has established Steering Committees to assign tasks to each locality and strive to complete before December 31, 2025.
As the standing agency of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Bac Kan Province, the Provincial Vietnam Fatherland Front Committee has proactively participated from the beginning in coordinating, guiding, inspecting, urging, and supervising the review from the grassroots level to identify households that meet the criteria for temporary and dilapidated houses according to Decision 55/QD-BXD of the Ministry of Construction. The review process is carried out from villages, hamlets, and residential groups to ensure publicity, democracy, and transparency. The support level for each household to rebuild is 60 million VND/house, and support for each household to repair is 30 million VND/house.
What specific measures has the Vietnam Fatherland Front Committee of Bac Kan province taken to mobilize social resources to complete the set plan?
- One of the biggest difficulties of Bac Kan province is resources. With nearly 5,000 temporary and dilapidated houses that need to be removed, it is the largest workload ever for the locality.
To achieve this goal, in 2025, Bac Kan province has allocated all possible resources from the budget. In addition, Party committees, authorities, and Vietnam Fatherland Front Committees at all levels are focusing on mobilizing maximum social resources to join hands and help households in difficult circumstances ensure housing conditions.
Currently, Bac Kan province is only able to meet approximately 50% of the capital demand. For the rest, under the direction of the Provincial Steering Committee, the Vietnam Fatherland Front and its member organizations focus on promoting propaganda and mobilizing businesses, communities, organizations and individuals to support resources to support households with meritorious services to the revolution, poor households, near-poor households in remote, isolated and extremely difficult areas to build new and repair houses.
In addition to the lack of counterpart funds, some households face difficulties due to the lack of safe land to build houses. To overcome these difficulties, what policies has Bac Kan province had to support people to build solid and safe houses?
- To resolve these problems, the People's Council of Bac Kan province has issued a policy to support land for ethnic minorities. In addition to implementing the housing support policy, the province also focuses on resolving and completing land procedures, ensuring that people can live safely, not in areas at risk of landslides, and have access to the road system and clean water.
For households that are unable to contribute to building houses, the Provincial Steering Committee is directing localities to classify the subjects and mobilize local forces to establish support groups and help forces right in the village and hamlet communities. In particularly difficult village and hamlet areas, the Steering Committees at all levels will establish support groups at the commune, district and provincial levels to support people in dismantling, transporting materials, building and repairing houses.
In the coming time, does Bac Kan province have any specific recommendations to the Central Government to ensure that the program to eliminate temporary and dilapidated houses meets requirements and progress, Madam?
- In 2025, the number of temporary and dilapidated houses in need of support for new construction and repair in the province is very large. Meanwhile, the source of funding mobilized in the province is still slow, and the revenue has not met the requirements.
To overcome this difficulty, Bac Kan province has sent a document to the Government, the Central Committee of the Vietnam Fatherland Front, relevant ministries, branches and agencies to propose additional resource support so that the province has enough funds to complete the Program to eliminate temporary and dilapidated houses in 2025. As for other difficulties under the local authority and responsibility, the province will have timely solutions to resolve them, thereby creating consensus among the people and families receiving support from the Program.
At localities, Party committees, authorities, and the Vietnam Fatherland Front at all levels continue to closely grasp and flexibly apply the policies, regulations, and guidelines of the Central and provincial governments on eliminating temporary and dilapidated houses to have quick, timely, and effective support plans, ensuring the right subjects, correct criteria, and legal regulations.

Phase 2025-2030: Localities must complete 995,445 social housing units
Prime Minister Pham Minh Chinh has just signed Decision No. 444/QD-TTg dated February 27, 2025, assigning targets for completing social housing in 2025 and the following years until 2030 for localities to add to their socio-economic development targets.
Accordingly, the Prime Minister assigned the target of 995,445 apartments to localities to complete in the 2025 - 2030 period. Of which, 100,275 apartments must be completed in 2025; 116,347 apartments in 2026; 148,343 apartments in 2027; 172,402 apartments in 2028; 186,917 apartments in 2029; and 271,161 apartments in 2030.
