Fire Prevention and Rescue Police Force of Ha Tinh Public Security participated in a fire and explosion response drill in Cay market area, Thach Ha district.
After more than 2 years of implementing Conclusion No. 02-KL/TW dated May 18, 2021 of the Secretariat on continuing to implement Directive No. 47-CT/TW dated June 25, 2015 of the Secretariat on strengthening the Party's leadership in fire prevention and fighting; fire prevention and fighting and rescue (PCCC and CNCH) have received attention and direction from Party committees and authorities at all levels, and agencies, units, enterprises and people have enthusiastically responded and participated, achieving important results.
The work of propaganda, dissemination, legal education and building a movement for the whole people to participate in fire prevention and fighting and search and rescue has developed strongly and widely; the socialization of fire prevention and fighting and search and rescue has achieved positive results; the effectiveness and efficiency of state management of fire prevention and fighting and search and rescue have been enhanced; the number of fire and explosion cases have been prevented and limited. The forces directly performing fire prevention and fighting and search and rescue tasks have improved in terms of qualifications and capacity, completing assigned tasks well; many fire, explosion, incidents and accidents have been handled promptly, minimizing damage to people and property of the State and people, contributing to ensuring security and order, serving the socio-economic development of the province.
However, fire prevention and fighting and search and rescue in some residential areas, agencies and enterprises are not really effective, do not meet the requirements, there is still subjective thinking, disregard, and poor compliance with regulations. Some facilities and works have been built and put into use but do not fully meet the requirements on fire prevention and fighting; the situation of fire, explosion, incidents and accidents is still complicated, with high potential risks, especially fires and explosions in residential areas, production and business establishments, industrial parks. The work of inspection, examination and handling of responsibilities of individuals and organizations violating fire prevention and fighting regulations is not enough to deter; on-site fire prevention and fighting forces of some localities and establishments do not meet the requirements, operate ineffectively; infrastructure and facilities serving fire prevention and fighting and search and rescue are still limited and inadequate.
To continue to strengthen the leadership and direction of fire prevention and fighting and search and rescue work, contributing to ensuring sustainable socio-economic development of the province, ensuring the safety of people and property of the State and People, the Standing Committee of the Provincial Party Committee requests Party committees at all levels, Party organizations, authorities, the Provincial Fatherland Front, departments, branches, socio-political organizations at the provincial level, district, city and town Party committees to focus on leading, directing and seriously organizing the implementation of 6 key contents.
Continue to lead and direct the serious implementation of Directive No. 47-CT/TW dated June 25, 2015 and Conclusion No. 02-KL/TW dated May 18, 2021 of the Secretariat, Resolution No. 99/2019/QH14 of the National Assembly on continuing to improve and enhance the effectiveness and efficiency of implementing policies and laws on fire prevention and fighting, Directive No. 01/CT-TTg dated January 3, 2023 of the Prime Minister on strengthening fire prevention and fighting work in the new situation. Innovate thinking, awareness, methods, approaches and organization of fire prevention and fighting and search and rescue work in accordance with the requirements of the new situation. Clearly define the position, role and importance of fire prevention and fighting and search and rescue work, taking people as the center and subject, putting people's safety and lives first and foremost; Consider this an important, regular, necessary and indispensable task in the process of socio-economic development.
Focus on leading, directing, seriously and fully implementing responsibilities in State management of fire prevention and fighting according to regulations; regularly inspect, supervise, detect and take measures to promptly resolve and overcome loopholes and shortcomings in fire prevention and fighting and search and rescue work. Regularly self-check fire prevention and fighting and search and rescue safety; proactively equip fire prevention and fighting and search and rescue means and equipment suitable to the scale and nature of operations of the unit or facility. Heads of local Party committees, authorities, and units must be responsible if they allow facilities to operate at high risk of fire and explosion when fire prevention and fighting safety conditions are not ensured; or if fires occur with serious consequences due to subjective reasons, lack of leadership, direction, inspection, supervision, or inadequate implementation of responsibilities within their scope of management for fire prevention and fighting and search and rescue work.
Innovate the content and form, improve the quality of propaganda work, build a mass movement for fire prevention and fighting and search and rescue, creating a strong change in awareness and action of all levels, sectors and people towards fire prevention and fighting and search and rescue. Strengthen propaganda, dissemination and education of knowledge and skills on fire prevention and fighting and search and rescue for all classes of people, especially students, young workers in society. Apply information technology to serve propaganda, dissemination and education of laws and knowledge on fire prevention and fighting and search and rescue. Build a mass movement for fire prevention and fighting and search and rescue, replicate models of ensuring fire prevention and fighting and search and rescue safety in residential areas, households, areas and establishments with high risk of fire and explosion.
Focus on reviewing, proposing amendments and supplements to perfect the mechanisms and policies on fire prevention and fighting and search and rescue to promptly meet the requirements of socio-economic development and in accordance with the actual conditions of the province, ensuring consistency and unity in the legal system. Continue to study and propose amendments and supplements to perfect the standards, regulations and procedures on fire prevention and fighting and search and rescue. Focus on researching and developing plans and solutions for fire prevention and fighting and search and rescue, especially in key areas and projects of the province, urban areas, industrial parks, industrial clusters, craft villages with high risk of fire and explosion, forested areas...
Tighten discipline, improve the effectiveness and efficiency of State management of fire prevention and fighting and search and rescue; inspection, examination and guidance of facilities under management must be carried out strictly, closely and in compliance with legal regulations; do a good job of fire prevention to reduce fire fighting work; prevent, repel, and gradually prevent large fires, fires causing serious, especially serious consequences, and deaths due to subjective causes. Focus on removing difficulties and obstacles in fire prevention and fighting work, especially for existing facilities and works that do not ensure safety; determine a roadmap, plans and specific solutions with feasibility; at the same time deploy and apply enhanced fire prevention and fighting measures to ensure safety; resolutely handle violations of fire prevention and fighting and search and rescue.
Continue to develop the infrastructure system serving fire fighting and rescue work, synchronously implement fire fighting infrastructure planning associated with the province's socio-economic development planning. Focus resources on building and synchronously developing infrastructure, traffic, water resources, communications, incident and accident warning systems... Pay attention to allocating funds, mobilizing investment resources, purchasing equipment serving fire fighting and rescue work; build and equip facilities and logistics for the Fire Prevention and Rescue Police force in accordance with the situation and resource conditions of the province.
The Provincial Public Security Party Committee shall preside over and coordinate with the Provincial Party Committee's Internal Affairs Committee to guide, monitor, urge and periodically organize inspections, supervision, summarize implementation results, and report to the Provincial Party Committee Standing Committee.
