Do tutoring classes need to comply with fire prevention and fighting regulations?
Clause 4, Article 3, Circular 17/2012 stipulates that the duration, time, location and form of organization of extra teaching and learning must be suitable for the psychology of the age group, ensuring the health of students; complying with the provisions of law on working hours, overtime hours and the provisions of law on security, order, safety, environmental sanitation, fire prevention and fighting in the area where extra teaching and learning classes are held.
At the same time, pursuant to Article 10, Circular 17/2012, stipulating the responsibilities of the District People's Committee. Specifically, the District People's Committee is responsible for managing extra teaching and learning activities in the area and guiding and inspecting the implementation of regulations on extra teaching and learning in the area; handling or recommending to competent authorities to handle violations.
Direct the People's Committees at the commune level to monitor and inspect compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school in the area.
Based on the above regulations, the area of the organization or individual teaching extra classes must strictly comply with the regulations on fire prevention and fighting. In addition, the duration, time, location and form of organizing extra classes must be suitable for the psychology and age of the students, ensuring the health of the students.
Publicize all information about extra classes
Article 6 of Circular 29/2024 stipulates that organizations or individuals organizing extra teaching and learning activities outside of school that collect fees from students, in addition to registering their business according to the provisions of law, must also publicly disclose information about the subjects they teach.
Along with that, organizations or individuals teaching extra classes must publicly disclose the number of extra classes for each subject according to each grade level; location, form, and time of organizing extra classes; list of extra teachers and tuition fees before enrolling students for extra classes.
Extracurricular tutors must have good moral qualities and professional qualifications appropriate to the subjects they teach.
At the same time, teachers who are teaching at schools and participate in extra-curricular teaching must report to the Principal or Director or head of the school about the subjects, location, form, and time of extra-curricular teaching.
