Implementing fire prevention and fighting infrastructure planning for the period 2021-2030

Kinhtedothi - Hanoi People's Committee has issued Plan No. 42/KH-UBND on the implementation of the Fire Prevention and Fighting Infrastructure Planning for the period 2021 - 2030, with a vision to 2050 in the city.

Accordingly, the plan aims to raise awareness, take action and effectively implement Decision No. 819/QD-TTg dated July 7, 2023 of the Prime Minister. Identify tasks, solutions, and a list of specific projects to be implemented in stages from now until 2030 in accordance with the characteristics and situation of the capital; identify methods, resources, and coordination mechanisms between agencies, units, and localities during the implementation process.

Thereby, integrating the implementation of the fire prevention and fighting infrastructure planning for the period 2021 - 2030, with a vision to 2050, into the implementation of the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 and the "Project to improve capacity and ensure fire prevention and fighting safety and rescue in the capital for the period up to 2025, with a vision to 2030".

Key tasks: Carry out procedures according to legal regulations: Report and evaluate the implementation of periodic fire prevention and fighting infrastructure planning as required by competent authorities; Complete legal documents on fire prevention and fighting; Develop fire prevention and fighting infrastructure.

Implementation solutions: Attracting capital for infrastructure development; Developing human resources; Developing science and technology; Ensuring financial resources.

The City People's Committee assigned the City Police to preside over and coordinate with relevant Departments and branches to guide, inspect and urge the implementation of this Plan.

The City People's Committee requires that the implementation must closely follow the goals, requirements and orientations of the Fire Prevention and Fighting Infrastructure Planning and the general planning of Hanoi Capital for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister.

At the same time, ensure compliance and inheritance of programs and plans for implementing planning in the city and approved public investment plans; ensure connectivity, unity, feasibility and flexibility in the implementation process, avoid overlap and conflict between tasks, programs and projects of sectors, fields and localities; and prevent negativity, corruption and waste in implementation.

In addition, mobilize maximum resources and participation of economic sectors to develop fire prevention and fighting infrastructure; allocate resources with focus, key points, in accordance with the ability to mobilize capital, harmoniously combine resources, concentrate public investment on important projects of the city, prioritize investment. Promote the proactiveness, creativity, and flexibility of units and localities in implementation; strengthen inspection and supervision at all levels.
