The ADGMIN Conference is held annually and is the highest cooperation mechanism in ASEAN on digital technology and ICT, with the participation of Ministers of ASEAN countries and dialogue countries. The ADGMIN-5 Conference has the theme: "Safety, Innovation and Inclusion: Shaping ASEAN's Digital Future".

Speaking at the Conference, Minister Nguyen Manh Hung emphasized the need to ensure safety through promoting the deployment of open technologies, such as 5G Open RAN, open source AI, regulating the responsibilities of service providers and digital platforms, and improving people's digital skills to combat online fraud.
To enhance innovation, it is necessary to accelerate digital transformation, create an environment for digital innovation; promote digital consumption, especially government consumption, to create markets; boldly deploy testing mechanisms (sandboxes) for new solutions and applications.
Regarding service universalization, it is necessary to promote the role of the public telecommunications fund with contributions from network operators, deploy community digital technology teams to support people, and turn off 2G waves so that all phone subscribers can access the Internet.
The conference reviewed and approved the report on the implementation results in 2024 and the cooperation plan for 2025, and adopted the Bangkok Declaration on cooperation to shape ASEAN's digital future.
During his attendance at the Conference, Minister Nguyen Manh Hung had bilateral meetings with Ministers from Thailand, Myanmar, Laos, Cambodia, and Timor Leste.
At the working session with Deputy Prime Minister and Minister of Digital Economy and Digital Society of Thailand Prasert Jantarar Ruangtong, the two sides shared experiences in developing digital infrastructure, deploying 5G networks, discussing cooperation in developing submarine cable networks, supporting digital technology enterprises of the two countries to cooperate in investment and expand markets.

Cooperation in the field of digital technology between Vietnam and Laos is being promoted and expanded through many specific programs and projects. At the working session with Lao Minister of Information and Communications Technology Boviengkham Vongdara, the two sides reviewed and considered to promote the progress of cooperation programs on information security, deploy MOOC online training platforms, long-term master's and undergraduate training programs, and short-term training on telecommunications, frequency and Internet management.

At the working session with the Minister of Posts and Telecommunications of Cambodia, the two Ministers agreed to increase delegation exchanges at all levels to share experiences in digital transformation, digital infrastructure development, Internet dissemination, measurement and management of telecommunications service quality, and create conditions and support for businesses of the two countries to expand investment and business activities.

Regarding cooperation with Myanmar, at the working session with Deputy Prime Minister and Minister of Transport and Communications of Myanmar Mya Tun Oo, the two sides discussed a number of policies, development orientations, cooperation in training digital human resources, support and facilitation for business activities of enterprises of the two countries.

Timor Leste is currently an observer country and is in the process of being considered to become the 11th member of ASEAN. During the meeting with the Minister of Transport and Communications of Timor Leste, Miguel Marques Gonçalves Manetelu, the two sides discussed enhancing cooperation in human resource training, perfecting legal frameworks for the ICT sector, and supporting and facilitating business operations. To create a basis for expanding cooperation, the two Ministers signed a Memorandum of Understanding (MoU) on cooperation in the field of ICT and digital transformation.

Minister Nguyen Manh Hung's participation in the 5th ADGMIN Conference and bilateral meetings has contributed to promoting digital cooperation programs in ASEAN, consolidating and expanding relations with specialized ministries of other countries, identifying priority focuses and specific solutions so that programs and projects become more practical and effective, contributing to enhancing the role, position and prestige of Vietnam in the international arena.
With the permission of the Prime Minister, Minister Nguyen Manh Hung announced and invited ASEAN countries and Dialogue countries to attend the next ADGMIN Conference in 2026 in Vietnam./.
