Hue City People's Committee and Vietnam Post Corporation signed a Cooperation Agreement

Chairman of Hue City People's Committee Nguyen Van Phuong and General Director of Vietnam Post Corporation Chu Quang Hao signed the Cooperation Agreement.

According to the agreement, Vietnam Post Corporation will coordinate with Hue City People's Committee to survey and assess the demand for postal services in Party agencies, authorities at all levels and people to make a plan to invest in upgrading the postal network infrastructure in Hue City to ensure practicality and efficiency. In particular, Vietnam Post Corporation will participate in receiving dossiers and returning results of administrative procedures of the city through public postal services. At the One-Stop Departments, Post Office staff will participate in guiding and supporting individuals and organizations to carry out administrative procedures (including guidance and support for implementing online public services); checking dossier components, receiving administrative procedure dossiers, guiding people to pay fees and charges. At the same time, digitizing dossiers and results of administrative procedure settlement. In addition, Post Office staff will, on behalf of people, receive results of administrative procedure settlement from competent agencies to transfer dossiers and results to the addresses of organizations and people requesting them.

Vietnam Post Corporation will also promote the provision of services such as: payment of pensions; Social insurance; Social protection; payment to people with meritorious services; payment services (collection and payment) between agencies, organizations and people; Tax collection for individuals and business households; Money transfer services; Other collection and payment services... in the city.

Speaking at the Signing Ceremony, Mr. Nguyen Van Phuong, Chairman of Hue City People's Committee affirmed that Vietnam Post has a widespread network and is often located in central locations at all levels, convenient for people to come and transact and use postal services, especially public administrative services.

The signing of the cooperation agreement not only marks a new step forward in the cooperation between the two sides but also opens up many development opportunities in postal services, public administration, logistics, e-commerce, etc., contributing to the socio-economic development of Hue City.

Providing public administrative services through the public postal network, especially postal staff participating in guiding, receiving, digitizing records, and returning results of administrative procedure settlement throughout the city, will contribute to administrative reform, improve the efficiency of state management, and help people reduce time and costs when carrying out administrative procedures.

“We believe that Hue City and Vietnam Post Corporation will together effectively implement the committed contents, promote administrative reforms, improve the quality of online public services, benefit people and businesses, and at the same time practically contribute to the modernization of Hue City's public administration. In the coming time, the two sides will continue to coordinate closely to have more reforms and optimal steps in operating public administrative services, bringing more convenience and efficiency to people, organizations and businesses,” Mr. Nguyen Van Phuong shared.

According to Mr. Chu Quang Hao, General Director of Vietnam Post Corporation, after nearly 10 years of implementing Decision 45/2016/QD-TTg on receiving dossiers and returning results of administrative procedure settlement via public postal services, Vietnam Post has received and returned more than 100 million dossiers, saving tens of thousands of billions of VND for people and business organizations.

Implementing the mechanism of assigning public postal enterprises to undertake a number of tasks in the process of guiding, receiving, digitizing records, and returning results of administrative procedure settlement at the One-Stop Department at all levels according to Decision No. 468/QD-TTg dated March 27, 2021 of the Prime Minister and Decree 107/2021/ND-CP dated December 6, 2021 of the Government, Vietnam Post has coordinated with 42 People's Committees of provinces and cities, arranging more than 400 employees to participate in receiving records for handling administrative procedures, and performing a number of tasks at the One-Stop Department at all levels.

Mr. Chu Quang Hao, General Director of Vietnam Post Corporation, added: Currently, the Government is piloting the model of a one-level Public Administration Service Center under the People's Committee of a province or city in a number of localities. The one-level Public Administration Service Center will organize branches and reception points to receive dossiers from people and organizations. Vietnam Post has 13,000 service points down to the commune and ward levels, in which postal staff have been well-trained, have the qualifications, capacity and qualities to be able to participate in receiving dossiers to resolve administrative procedures without administrative boundaries, and are ready to guide people to perform online public services in the network environment.
