On the afternoon of March 24, 2025, the Party Committees of the Central Party agencies held an important Conference to disseminate and implement a number of key resolutions , directives and conclusions of the Central Committee. The focus of the Conference was to discuss in depth the core contents and propose practical solutions to promote the growth of the digital economy, green economy and creative economy.
Challenges and urgent requirements
At the Conference, Deputy Minister of Science and Technology Pham Duc Long presented the key contents of Resolution No. 57-NQ/TW, issued by the Politburo on December 22, 2024. The Resolution emphasized the breakthrough role of science, technology, innovation and digital transformation in socio-economic development, considering this a decisive factor for the country's development in the new era.

Deputy Minister Pham Duc Long emphasized that in recent years, the Party and State have issued many policies to promote the application of science, technology, innovation and digital transformation. However, the development speed in this field has not yet met expectations. Some limitations pointed out include: the gap with developed countries is still large, the level of science, technology, innovation and digital transformation in Vietnam has not yet caught up with the group of advanced countries.
Digital infrastructure is not yet synchronized, information security and safety still face many challenges. At the same time, high-quality human resources in the fields of technology and science still cannot meet the demand. Based on that reality, the Politburo has proposed strategic and revolutionary policies and decisions to create a strong impetus to help Vietnam make a breakthrough on the path of development.
Solutions for implementing and perfecting institutions
Deputy Minister Pham Duc Long said that Resolution 57-NQ/TW has set out important guiding principles. First of all, developing science, technology, innovation and digital transformation are the leading driving forces to promote economic growth, improve labor productivity and make the country develop rapidly. Next, it is necessary to strengthen the leadership role of the Party and the participation of the whole society, maximizing the combined strength of the political system, businesses and people in the digital transformation process.
In addition, the resolution emphasizes focusing on core contents. In particular, institutions are a prerequisite, human resources are a key factor, and digital infrastructure, data and strategic technology are the foundation for promoting sustainable development.
Overview of the Conference.
The Politburo has set specific goals to turn Vietnam into a country with advanced science and technology. Accordingly, Vietnam strives to be in the top 3 in Southeast Asia in digital competitiveness and the top 50 in the world in e-government development. The scale of the digital economy is expected to reach at least 30% of GDP.
In addition, Vietnam aims to have at least 5 digital technology enterprises with world-class competitiveness, while ensuring that at least 50% of export value comes from high-tech products. Universalizing the 5G network nationwide and mastering a number of strategic technologies such as artificial intelligence (AI), cloud computing, big data and semiconductor technology are important tasks. Investment in research and development (R&D) will be promoted, with funding reaching 2% of GDP, of which social resources account for over 60%.
To achieve the above goals, the Politburo requires the synchronous implementation of important solutions. First of all, it is necessary to perfect institutions and policies to encourage innovation and remove unnecessary legal barriers. At the same time, develop high-quality human resources with special policies for talents in the fields of science and technology.
Investing heavily in digital infrastructure to ensure modernity, safety and efficiency is also a key solution. In addition, promoting applied research and mastering core technologies, gradually moving towards self-reliance in strategic technologies is necessary. Finally, ensuring cybersecurity and protecting digital data of the country and people in the context of strong digital transformation is a task that cannot be ignored.
Improving institutions and policies is an urgent solution to remove barriers and strongly promote the national digital transformation process. Authorities need to urgently review, amend and supplement legal regulations related to science, technology, public investment, state budget and intellectual property. This will help free up resources and encourage businesses, organizations and individuals to participate in the innovation process.
In addition, there should be a policy to encourage testing of new technologies, allowing businesses to test technological products under State supervision. A mechanism to exempt liability in case of failed testing due to objective reasons is also a necessary solution to create conditions for businesses to boldly invest in new technologies. In addition, it is necessary to develop venture capital funds to support innovative startups and digital technology applications. The construction of national key research centers and laboratories should be prioritized, especially in strategic technology areas such as artificial intelligence, biotechnology, semiconductors, clean energy and cyber security.
To realize the goals of science, technology, innovation and national digital transformation, synchronous coordination between levels and sectors and the active participation of businesses, organizations and people are key factors. Raising awareness, perfecting institutions and investing in technology infrastructure development will be important steps, contributing to bringing the country forward quickly and firmly on the path of development in the digital age.

He emphasized the need to improve the quality and efficiency of digital transformation and information technology application; effectively implement Resolution No. 204-QD/TW dated November 29, 2024 of the Secretariat on approving the Digital Transformation Project in Party agencies.
In addition, he requested that agencies and units continue to closely coordinate to improve technological infrastructure, upgrade equipment in a modern direction, and ensure information security, which is also identified as a key task in the coming time./.
