In the 2024-2025 school year, the number of primary school students in Hanoi will continue to increase sharply. It is expected that the number of students entering grade 1 will increase by about 7,000, students entering grade 6 - about 58,000 and students entering grade 10 - about 5,000 compared to last year.
The demand for study places and enrollment pressure in the 2024-2025 school year in Hanoi will therefore increase. Meanwhile, the current average ratio is about 40.7 students/class, exceeding the regulation.
According to preliminary statistics from the Hanoi Department of Education and Training, in the past 5 years, the number of students of school age entering the first grades (preschool, grade 1, grade 6 and grade 10) in Hanoi has continuously increased.
As of the 2023-2024 school year, the scale of preschool and general education in Hanoi is 2.3 million students. Hanoi currently has more than 2,800 schools at all levels, basically meeting the learning needs of students at all levels. Overcrowded schools, with the number of students per class exceeding the regulations, are concentrated in some districts of Cau Giay, Thanh Xuan, Ha Dong, and Hoang Mai.
To solve the problem of student overload in the 2024-2025 school year, a representative of the Hanoi Department of Education and Training said that they will advise the city's leaders to develop a development orientation for the preschool and general education system and plan the school network in Hanoi, updating it into the general planning of Hanoi until 2030.
In addition, the Department will also proactively and actively coordinate with departments, branches and localities to advise and propose to city leaders to identify land funds to build more schools.
Hanoi also plans to prioritize 5% of land fund for public services of communes and take advantage of unexploited vacant land fund to build schools; prioritize land fund arrangement in new urban areas, resettlement areas and densely populated areas to build more schools.
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, once requested the Ministry of Education and Training to study and remove difficulties, allowing the application of special mechanisms in the enrollment of 10th grade students in public schools in districts and some districts bordering the inner city area.
This is to better meet the learning needs of students in the context of the rapid increase in the number of students of admission age in the city every year.
The Department proposed that the Ministry of Education and Training allow an increase of 10% in the number of classes per school (from 45 classes per school to 50 classes per school, exceeding 5 classes per school). Along with that, the Department proposed that the Ministry increase the number of students per class by 10% (from 45 students per class to 50 students per class, exceeding 5 students per class) and allow the application of replacing land area per student with usable area per student.
Vice Chairman of Hanoi People's Committee Vu Thu Ha informed that currently there is "no more land left in the inner city", and building new schools in the suburbs also takes time.
Meanwhile, according to Circular 18 of 2018 of the Ministry, to meet national standards, schools must have a minimum area of 6 m2/student (applicable to inner-city areas) and 10 m2/student (suburban areas). The area of playgrounds and practice grounds accounts for at least 25% of the total usable area of the school.
Ms. Ha proposed that Hanoi be given special mechanisms, including changing the evaluation criteria from land area/student to floor area/student; schools in the inner city area are allowed to add floors and build additional basements.
"This is to exploit and use land funds more effectively, meeting the needs of a large number of students," said Ms. Ha. According to current regulations, schools in Hanoi cannot be built with more than 5 floors. Of which, classrooms are only allowed to be arranged from the 4th floor down.
